STATEMENT OF WORK
OEM REFURBISHMENT OF LESLIE VALVES, MODEL PTLHNS-2.
1. BACKGROUND: Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS/IMF) requires Original Equipment Manufacturer (OEM) repair services on Leslie valve assemblies model PTLHNS-2, 1MS-V446A, 1MS-V446B to restore to Original Manufacturers Specifications.
1.1 Work Scope: Repair, overhaul, and test two Leslie valves Model PTLHNS-2 assemblies; 1MS-
V446A and 1MS-V446B in accordance with original equipment manufacturer (OEM) specification.
2. REFERENCES:
2.1 DWG. 22600N Rev H Pump Pressure Governor 3” PTLHNS-2 900#, ANSI B16.5 FLG’D Assembly and List of Materials.
2.2 STR-4P37 Rev A, Supplementary Technical Requirement
3. REQUIREMENTS:
3.1 Provide all of equipment and supplies necessary for the performance of this contract.
3.2 Contracting Officer’s Representative (COR): See Contract
3.3 Ship valves upon completion of recertification to:

3.4 Provide shipping tracking number to Contracting Officer's Representative (COR).
3.5 Delivery date: 01 MARCH 2024 (See Contract).
3.6 TECHNICAL REQUIREMENTS:
3.6.1 Repair overhaul, and test two (2) regulating valve assemblies, model PTLHNS-2 in accordance with OEM specifications, shop procedures, and 2.1 as guidance.
3.6.1.1 Submit one legible copy, in approved transferable media, of Condition Found Report of any new deficiencies found that are beyond the scope of this Work Item to the Contracting Officer’s Representative (COR) within 24 hours of discovery. (CDRL A001, DI-MGMT-81648)
3.6.1.2 Install updated manufacturer label plate on valve including all pertinent information in relation to this overhaul.
3.6.1.3 Accomplish factory testing of valves for seat/disc and body tightness and valve operation in accordance with OEM specifications. Acceptance criteria:
No leakage permitted.
3.6.1.4 Establish Steam Plant Cleanliness condition in accordance with 2.2 prior to shipping.
3.6.1.4.1 Inspect internal cleanliness of valves. Acceptance criteria: No liquids or foreign material present.
3.6.1.5 Preserve and paint surfaces of valve assemblies per original factory specification of 2.1.
3.6.1.6 Install foreign material exclusion protection (protective blanks/covers) on valve opening prior to crating and shipment.
3.6.1.7 Crate and ship valves.
3.6.1.7.1 Include any Level I material certification, for each valve component replaced, inside the crate to be shipped with the valve to the destination in 3.3.
3.6.1.8 Submit one eligible copy in approved transferable media, of Certification Data Report within 24 hours of completion to the COR. (CDRL A002, DI-MISC- 80678)
4. GOVERNMENT FURNISHED MATERIAL:
4.1 Two (2) ea. 3-inch regulating valve assemblies model PTLHNS-2, 1MS-V446A and 1MS- V446B.
5. QUALITY:
5.1 The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s)
6. DELIVERABLES:
6.1 Provide (2) each refurbished Leslie Valves assembly Model PTLHNS-2
6.2 Provide deliverables as described in the Statement of Work (SOW) and as outlined for format and delivery schedule in Contract Data Requirements Lists (CDRLs):
