About this file

This document is an Invitation for Bid (IFB) #2022-IFB-088 for Ready Mix Concrete issued by the City of Pittsburgh's Office of Management and Budget. The solicitation seeks ready mix concrete and related materials to be delivered in truck loads of 5 cubic yards or more, and small loads between 1-5 cubic yards. The contract period is from May 15, 2022, through April 1, 2024, with two one-year options to renew. Bids are to be submitted electronically by May 11, 2022, at 2:00 pm, with a bid opening scheduled for 3:00 pm the same day. The pricing proposal includes multiple concrete classes and types, such as Standard Portland Cement (Classes P and PP), PennDOT Classes A and AA, High Early Strength (HES), and various specialized mixes like White Topping Overlay and Flow Fill.

The bid includes detailed pricing tables for truck loads and small loads, covering a wide range of concrete specifications, additives, and delivery conditions. Vendors must provide unit costs for each line item, with additional considerations for emergency deliveries, weekend/holiday services, and short load surcharges. The City requires comprehensive documentation from awarded contractors, including concrete mix designs, quality assurance procedures, plant and transit truck mixer inspections, and COVID-19 safety procedures. The pricing model incorporates a cost-plus markup for additional items not individually bid, and includes options for accelerators like Calcium Chloride and Non-Chloride Accelerators. Bidders must comply with equal opportunity requirements, including goals for minority-owned (18%), women-owned (7%), and veteran-owned (5%) business participation.
