PRE-BID MEETING

March 6th, 2024

6. CRITICAL WORK SEQUENCE

• Existing conditions survey, photos and video must be completed and approved prior to any work being conducted.

• Shop Drawings – Production, testing, and delivery of materials is most critical item to maintaining schedule that we have seen in recent projects. Get the order and production schedule to the materials producers as the first item of business. Failure to order quickly can delay your project but will not be the basis of an extension of time or cost. Work closely with your installer to get this done!

• Refer to Spec Section 01900 for Suggested Construction Schedule

• Note that County may require the North Property Landfill repairs to be scheduled first in the project.

• Material testing/delivery - As it relates to the prior topic of ordering materials, understand that we have to process and test the materials for specification conformance, specifically the geosynthetics materials. Again, unless the material is produced, and received by the lab, we have no material to test.

7. PROJECT COORDINATION

SCS Engineers to provide CQA services. Contractor's field superintendent to coordinate with

SCS, and Sam Hawes, landfill manager, on all field related matters.

All official correspondence shall go through SCS (Matt Brokaw, mbrokaw@scsengineers.com)

Include Albert Glenn on all Landfill Gas related matters (Albert Glenn, aglenn@scsengineers.com)

8. PROCEDURES/PROCESSING

• Field decisions – Any part of the WORK not specified by the contract documents or any that require additional information shall be brought to the attention of the CQA Representative and the Engineer.

• Proposal requests – If a proposal is needed, the request will be generated by the Engineer and will be submitted to the Contractor.

• Submittals – All submittals will use the cover page from the specification and be submitted as a single pdf to the Engineer via email. Only in the specific situations described in the specification will hardcopies be required or in the event that signed originals are requested or required by the specifications.

• Change orders – If a Change Order is required for the WORK, it will be generated by the

Engineer and submitted to the Contractor for signature and the original will be provided by the

Contractor to the County for review, processing and approval.

• Applications for payment- The County processes pay requests in 30 days of the date the approved pay application is submitted by the Engineer to the County.

9. CQA REPRESENTATIVE

A deduct will be made to the final pay app for CQA hours in excess of 60 hours per week

(Monday-Sunday). The 60 hours a week is “per representative”, should two or more representatives be required.

10. USE OF PREMISES

• Office Area - County offices are off limits, Contractor to provide their own offices/utilities, as needed.

• Storage areas to be coordinated with the County.

• Owner's requirements – keep the site clean, mob and demob trailers quickly, dual containment for fuel, general housekeeping.

• Working site - avoid conflicts with site operations and coordinate with County on times when this cannot be avoided. Site operations take priority if there is a conflict.

• Access and traffic control – if the Contractor uses the back gate it will be their responsibility to keep unauthorized people out and to lockup at the end of the day.

• Hours – Landfill operating hours are 6:30 am to 5:00 pm M-F and 6:30 am to noon on

Saturdays.

11. CONSTRUCTION FACILITIES, CONTROLS AND CONSTRUCTION AIDS

All construction facilities, controls and aids are the responsibility of the Contractor, including any temporary utilities needed.

The Contractor is responsible for connecting the Engineers Field trailer to temporary utilities.

Both water and power are available at the site of the existing construction trailers, during the site visit you will see them.

12. HEALTH AND SAFETY

Successful bidder to comply with County requirements concerning completion of all required forms.

For all on-site safety meetings please include SCS personnel.

13. GENERAL CONDITIONS

• Bonds and Insurance – are required per the New Hanover County Agreement. Limits are provided in General Conditions, Section 00700.

• Liquidated damages – will be $2,000 per day for exceedances of the contract time as described in the Contract Documents.

• Contract Extension – Requests for extension of contract time must be made in writing as required by the Contract Documents, or per the project Change Order process.

14. REQUEST FOR JOB MEETINGS FOR ALL INVOLVED

Monthly progress meetings will be held, and in the event that more meetings are necessary, the

Contractor shall be available for meetings as frequent as once a week.

15. SECURITY AND EQUIPMENT

• Back gate - County will work with Contractor to have construction access but, as stated above, will require Contractor to be responsible for keeping the gate locked.

• Equipment to be used – There are restrictions on the size of the equipment that are acceptable on the slopes to place the protective cover over the liner system as noted in the specifications.

• Posting of signs – The Contractor is responsible for posting and maintaining any signage that they deem necessary for the contract. Please coordinate with the County prior to placement of any signage.

16. LABORATORY TESTING

• Soils – Contractor will provide soils conformance testing; Contractor coordinates with SCS when testing is required.

• Geosynthetic Materials – Manufacturer’s Quality Conformance will be required per the

Specifications, prior to shipment. Geotechnics will be our lab for QA testing and it will be the responsibility of the Contractor/Contractor’s Manufacturer to coordinate production/ sampling for testing.

17. NCDEQ Certification

Accurate and clear As-built Documents are very important because they will be submitted to

State agency upon completion of the project as a part of the Engineer’s Certification of the closure project.

18. MISCELLANEOUS

Important things to note:

• This is an active landfill and there is a lot of traffic.

• Grading of the Temporary Closure area will require the contractor to coordinate with landfill operations and probably traffic management depending on the construction schedule.

• Existing Temporary Closure areas cover much of the West and North slopes.

• Trenching for leachate seep management may be required on the slopes and MUST be coordinated with the Engineer and CQA Representative.

19. FINAL NOTES

• Final Notes from the County

Note that questions relating to this project bid must be submitted in accordance with the instructions in the Contract Documents. Questions will only be accepted in writing through the end of business on March 20, 2024.

Bids are Due Fri. April 12 th at 2:00pm.

Issued March 26, 2024

This addendum becomes part of the Construction Drawings, Contract Documents, and Specifications issued for bid on February, 21, 2024. All concerned are requested to see that this addendum is incorporated into the Construction Drawings, Contract Documents, and Technical Specifications.

Bidder shall acknowledge receipt of this addendum on the Bid Form. Failure to do so does not remove the Bidder from the responsibility to comply with the changes made in this addendum.

A mandatory Pre-bid meeting for all prospective bidders was held on March 6, 2024. Critical dates remain as follows:

Last Date for Addendum/Responses to Bidder Questions is March 27, 2024.

The Bid Opening is on 2:00 p.m. April 12, 2024

Addendum No. 2 includes the following attachments:

Revised Specification Section 00300.

Revised Drawing sheet C-6.

A. Prospective Bidders Questions and Responses:

1. Due to internal scheduling conflicts, we were unable to attend the site visit conducted on

March 6th. We're hopeful that SCS and the Client might accommodate another site walk, or alternatively, allow us an opportunity to independently assess the site's scope. Could you please advise if it's feasible to submit a bid without having attended a site walk?

The pre-bid meeting held on Wednesday, March 6th, 2024 was mandatory per the project

Contract Documents and Bidding Requirements. No other opportunities for a Pre-Bid meeting or site visit are available at this time.

2. …in regards to the prequalification requirements for the subject project. As a local site contractor interested in working at the landfill and the future of additional work… (The

Contractor) is experienced in all components of the work with the exception of the liner which would be performed by a compliant liner subcontractor. Is there any way that (the Contractor) could potentially bid on this project with the experience of our subcontractor for the liner work?

South Property Closure Phase 2 2 March 26, 2024

The Qualifications of Bidders outlined in Section 00100 – Instructions to Bidders, are explicitly stated to be the requirements for the Prime Contractor submitting the Bid.

Contractors must comply with these Qualification requirements to be considered responsive.

3. Section 01000-1 says liquid seep management trenches will be excavated on the side slope and backfilled with coarse grained sand as directed by the Engineer, and that costs for this work shall be included in the lump sum surface preparation bid item. Bid Item 20 is for 1,000 cy of Leachate Seep Remediation. Please clarify if the above mentioned costs in section

01000-1 are to be included in the unit price Bid Item 20 and not in the lump sum surface preparation bid item.

Leachate Seep Remediation (if needed) will be compensated under Bid Item 20, Leachate Seep Remediation, by cubic yard unit price. Please see Section 01025 – Measurement and Payment for details. The statement in Section 01000 – General Requirements refers only to the section of the bid form (‘C. Earthwork and Surface Preparation’) and not the lump sum item(s).

4. Section 01000-2 states that following construction, the gravel haul road adjacent to the landfill will be regraded and repaired to its preconstruction condition. Please clarify if lump sum Bid Item 44 is only for the ABC stone repairs necessary at the dual 12” HDPE culvert crossing the existing gravel road, or if it also includes regrading and providing additional ABC stone for all of the existing gravel haul roads within the LOD.

Bid Item 44 is for road grading and stone in areas within the LOD significantly disturbed by the contractor during construction. This includes the area above the dual culverts, and any other areas impacted by the contractor within the LOD. Roads outside of the LOD damaged, or otherwise impacted, by the contractor will be restored/repaired at the CONTRACTOR’s expense. Please refer to Section 01025 – Measurement and Payment for details

5. Will the dual 12” HDPE culverts be required to be encased in CMP where it crosses the existing gravel haul road? If so, what size CMP will be required, and at what horizontal spacing?

CMP encasement will not be required on the dual stormwater culverts, provided that the minimum soil cover of 18” (+ ABC stone) can be maintained. Refer to Detail 3 on Sheet C-13.

The spacing between pipes shall be as need for contractor compaction of backfill, but in no case less than 12”.

6. Will the Contractor be required to submit a stamped grading plan for the intermediate cover and final cover based on the existing conditions survey and depth checks? If so, how is the

Contractor to be paid for this work?

No, there is no contractor required grading plan for this work. Contractor shall generally follow the engineer’s grading plan provided and modify as needed with fine grading based on the existing conditions, required surveys, and depth checks. Please refer to Sections 01025, 01050, and 02220 for more information.

7. Please clarify if the Owner will be providing a testing firm for the required soil testing, or if the

Contractor will be required to pay for all soil testing.

South Property Closure Phase 2 3 March 26, 2024

The CONTRACTOR will be required to provide their own testing of all required soil materials QA/QC for this project. Please refer to Sections 01025 and 02220 for details.

8. Bid Item 26 Mid-Slope (Tack-On) Diversion Berms, please clarify if the material imported for these berms will be quantified per cubic yard in place and paid for under Bid Item 28

Protective Cover Material.

The estimated quantity of soil material for the Mid-Slope (Tack-on) Berms is included in Bid Item 28 for Protective Cover Material and will be quantified by cubic yard. The Bid Item 26 (by liner foot) is for the additional work to place, form, compact, fine grade, and stabilize the diversion berms themselves.

9. Sheet C-4 Note 4 states that the Contractor is to relocate the existing litter fence to the opposite side of the road. Section 01025-4 states that reuse of the old fence or parts thereof for the new litter fence is not permissible. Please clarify if the existing litter fence is to be relocated, or if the existing fence is to be removed and replaced across the road with new fence.

Per Section 01025 and Detail 3 on Sheet C-11, the existing litter fence shall be removed and replaced across the road with new fence.

10. Bid Item 29 calls for 15,000 sy of topsoil, but Bid Item 39 calls for 17,000 sy of sod and Bid

Item 40 calls for 9,000 sy of seeding. Please clarify the topsoil quantity and where it will be required.

The 15,000 SY quantity for topsoil in the South Property closure area has been confirmed, however the 17,000 SY of sod and 9,000 SY of seed and mulch were over-estimated. The Bid Form, Section 00300 has been revised accordingly. See attached for revised Specification Section 00300.

11. How are the existing 24” downchute pipes on Sheet C-6 to be abandoned?

The (2) existing downchute pipes should be abandoned in place. The only requirement is to cut back the pipes below grade and cap at the existing inlet. SCS has added a note on drawings sheet C-6 to clarify this. See revised drawing sheet C-6 attached. This work can be included in Bid Item 19 lump sum for Temporary Closure Surface Preparation, as part of the ‘preparation of existing temporary closure boundary for tie-in.’

12. Please clarify what work is required for Bid Item 76 Cover Repair Area for quantity determination (how much protective cover to import per each, etc.).

Cover repair areas for the North Property were shown up-close and pointed out to the Bidders (or Bidder’s representatives) at the Pre-Bid meeting. Areas are relatively small, and quantity of fill needed is incidental compared to the fill material needed for other aspects of the project. Intent is to provide minimum of 18” total protective cover above liner, and install new topsoil and sod as required. The following image is one Cover Repair Area for reference.

1. BASE BID PROPOSAL:

The undersigned as BIDDER, hereby declares that the only person or persons interested in the

Bid as Principal or Principals is, or are, named herein and that no other person that is herein mentioned has any interest in this Bid or in the Contract to be entered into; that this Bid is made without connection with any other person, company or parties to make a bid or proposal; and that it is in all respects fair and in good faith, without collusion or fraud.

Having become completely familiar with the local conditions affecting the cost of the WORK at the place where the WORK is to be executed, and having carefully examined the site conditions as they currently exist, and having carefully examined Bidding and Contract Documents prepared by: SCS Engineers, PC and titled South Property Partial Closure Phase 2 dated February 2024, together with any Addenda to such Bidding Documents as listed hereinafter, the undersigned hereby proposes and agrees to provide all labor, materials, plant, equipment, transportation and other facilities as necessary, but which may not be separately itemized and to execute all of the

WORK described by the aforesaid Bidding and Contract Documents for the lump sum consideration of:

Words

Dollars $ , said amount being hereinafter referred to as the Base Bid or Base Bid Proposal.

2. Each BIDDER shall fill out and complete the Estimating Worksheet in this Section and submit the appropriate number of copies as part of the Bid. The purpose of the

Worksheet is to give each BIDDER the approximate magnitude of the WORK required and a basis for uniform comparison of Bids. OWNER does not express, imply or guarantee that the actual amount of WORK to be accomplished will correspond to the quantities given, if any. The BIDDERS must assume that the quantities, if indicated, are not accurate and therefore, the BIDDERS must satisfy themselves by personal examination of the location of WORK; estimate the quantity of the WORK based on the

Bid Drawings, Specifications, and any Addendum, thereafter; and by such other means as they may choose, as to the actual conditions and requirements of the WORK and the accuracy of the estimate of the ENGINEER. The BIDDER shall not, at any time after the submission of Bid, dispute any such statement or estimate of the ENGINEER nor assert that there has been any misunderstanding in regard to the nature or amount of the WORK to be done.

The BIDDER may modify the quantities given in the Worksheet if required. Quantities, if listed on the Worksheet are for in-place materials and do not account for settlement, waste, overlaps, volume changes or unusable portions of the materials or products

South Property Partial Closure Phase 2 00300 - Rev. Addendum 2 March 2024 January 2024 4 installed. Each section contains a miscellaneous item for BIDDERS to add any cost for work items not identified on the worksheets, but required by the Contract Documents and

Plans.

This Contract includes both LUMP SUM BID ITEMS and UNIT PRICE WORK. The

BIDDER is to include all costs the BIDDER may anticipate during the length of this project and the contract. Each BIDDER shall also add any extras or deductions from the

ENGINEER's estimate that the BIDDER may determine necessary to provide the quantity and quality of WORK required by the Bid Drawings, Specifications, and any Addenda.

Any increase or decrease in the quantities listed in the Worksheet and shown on the

Drawing, for any item, shall not be regarded as sufficient grounds for an increase or decrease in the price of that item, nor total price of the Contract, nor in the time allowed for the completion of the WORK, except as provided in the Contract Documents. The

OWNER reserves the right to delete portions of the WORK, or add to the WORK, as

OWNER deems necessary and shall have the right to use the BIDDER's unit prices in these Bid Schedules as a basis of negotiation if a change in the quantity of WORK occurs.

TRENCH SAFETY COMPLIANCE

1. The bidder acknowledges the existence of North Carolina trench safety standards and the requirements established therein.

2. The bidder further acknowledges that the standards follow the Federal excavation safety standards set forth at 29 CFR Part 1926, Subpart P.

3. The bidder will comply with all applicable trench safety standards, during all phases of the WORK, if awarded the contract, and will ensure that all subcontractors also comply with the Act.

4. The bidder will consider the geotechnical information available from the OWNER, from its own sources, and all other relevant information in its design of the trench safety system it will employ on the subject project. The bidder acknowledges that the OWNER is not obligated to provide such information, that he is not to rely solely on such information if provided, and that he is solely responsible for the selection of the data on which he relies in designing said safety system, as well as for the system itself.

5. The bidder acknowledges that included in the Total Price in the Bid Form are costs for complying with the trench safety standards that are in effect as of the date of award of this agreement. The undersigned further identifies the costs to be $10.00 for Trench

Safety Compliance, Item #A.8 of the Bid Form.

South Property Partial Closure Phase 2 00300 - Rev. Addendum 2 March 2024 January 2024 5

7. Acceptance of the bid to which this certification and disclosure applies in no way represents that the OWNER or its representatives have evaluated or determined that the above costs are adequate to comply with the applicable trench safety requirements, nor does it in any way relieve the undersigned of his sole responsibility for complying with all applicable safety requirements.
