About this file

This document contains Frequently Asked Questions (FAQs) related to the Supplier Diversity Program (SDP) Form for a state and local contract opportunity in Massachusetts. The SDP Form is required as part of the bid submission process, which aims to promote partnerships with Supplier Diversity Office (SDO) certified vendors. The FAQs clarify that no additional points are awarded for SDO certification, and that the percentage commitment to SDO partnerships does not have a minimum or maximum requirement, as long as it is greater than 0%. The SDP plan accounts for 10% of the total proposal review score, and the percentage commitment does not have to be contract-specific.

The related state and local contract opportunity is for RFR 191728 EMT Chief Examiners, issued by the state of Massachusetts. Bidders currently contracted through a master agreement do not need to submit a new SDP plan, as the previously approved plan will carry over for the duration of the contract.

SDP Form Frequently Asked Questions

Q: Part one of the SDP form requests bidder status as a SDO certified vendor. Does certification as an active SDO vendor give additional points in the bid scoring process?

A: No additional points are awarded to certified vendors.

Q: The previous SDP form gave bidders a choice three categories, Subcontract, Ancillary and Growth and Development. How would the department like the bidder to describe the planned relationship with the named SDO partner?

A: The current SDP program is just interested in partnership with certified SDO vendors. There is no specific requirement for subcontracting or ancillary service as long as a percentage is committed.

Q: The previous SDP form provided for a commitment in dollars as well as the possibility of offering a percentage. Can we offer a dollar amount instead of a percentage?

A: No.

Q: The SDP form requires a commitment by percentage but doesn’t list a minimum or maximum. What is the acceptable percentage range?

A: There is no official range. The percentage has to be above 0.

Q: SDP language in the RFR document states that The SDP plan counts for 10% of the total proposal review score. Does the percentage of commitment affect the points given?

A: The value of the percentage commitment does not affect the review points as long as the value is greater than 0%.

Q: My organization is responding to a RFQ directed to bidders currently contracted through a master agreement contract. Do we need to submit a new SDP plan?

A: No. Your SDP plan which was approved for your present contract is in place for all engagements entered into during the life of the contract. This answer applies for all departmental and Statewide master agreements.

Q: My organization does business with a Supplier Diversity Office certified business providing a service that won’t be needed for any part of our contract. Can this commitment be used for our SDP plan on this contract?

A: The percentage commitment does not have to be contract specific.

Q: Is the percentage committed across the agency or for individual programs?

A: The percentage represents the Agencies commitment.
