About this file
This file is an email chain and Request for Proposals (RFP) document from the City of Bridgeport, Connecticut, seeking a qualified developer and operator for the Seaside Park Bathhouse, former stable buildings, and surrounding grounds. The City invites proposals to develop and operate the facilities as a waterfront restaurant, catering hall, seasonal concession, and/or entertainment venue. Respondents may propose development of any single portion or combination of available areas, with multi-portion proposals requiring a detailed phasing plan. A mandatory site tour is scheduled for July 9, 2026, at 11:00 am. The questions submission deadline is July 23, 2026, with responses due July 30, 2026, and the proposal submission deadline is August 13, 2026 (note: the RFP document shows conflicting dates of July XX and August 6, 2026, indicating draft status). The City anticipates executing a lease agreement for a term of at least ten years with the selected entity. Evaluation criteria include History of Successful Experience (35%), Financial Capacity (35%), and Quality of Concept and Business Plan (30%).
Respondents must include a proposed lease payment amount subject to negotiation upon selection, though no form lease agreement is provided with the RFP due to the proposal-specific nature of the agreement. The developer is responsible for all improvements to the property, which is offered "as is," and must submit a plan to reconfigure the parking lot and park permit checkpoint to provide exclusive parking without disrupting normal park operations. The lessee will be required to pay all personal property taxes associated with the operation. Submission requirements include identification and relevant experience, specific approach and concept, economic assumptions regarding initial investment and operating expenses and revenue, funding sources, and a timeline from commencement through operation. All submissions become property of the City and will not be returned to respondents. The City reserves the right to reject any or all responses, cancel the solicitation, and select one or more entities to achieve the RFP intent.

Deb, I like the idea of it being less inclusive. Basically, my feeling is the simpler the better.
Thanks.

Hi everyone. This looks good. A couple of things to think about:
1. It sounds like there won’t be an LDA or tax abatement agreement with this. Only a lease, is that correct? What happens after the improvements are built in terms of responsibility for taxes? I might suggest more clearly outlining what things we expect the developer pays for vs. what the City is willing to do if you know what that looks like. Contractor pays for improvements, etc. Do you want to state they will take the land “As-Is”?
2. Assuming there is no LDA etc then I don’t think we will include a form agreement with the solicitation. I added language to this effect below, in red
The City anticipates entering into a lease with the selected entity for a term of at least ten years. In light of the fact that the lease agreement will be specific to the proposal no form agreement is posted with this RFP. Respondents are expected to include a proposed lease payment amount in their submission which will be subject to negotiation upon selection. The agreement will also require a proportional payment for property taxes related to the site, and the lessee will be required to pay all personal property tax associated with the operation.
3. Do you want to make the title less inclusive, in other words, expand what can be proposed so it reads “Restaurant/Catering/Concession Hall and/or Entertainment venue?
Happy to discuss if you want.
