About this file
This is Addendum #1 to an Invitation for Bid (IFB) issued by the County of Fresno for RE-BID HSR25-16, which covers weekly non-chemical landscape and trash pick-up maintenance services. The addendum modifies three key sections of the original IFB: the Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) goals requirements, the Cost Sheet (Attachment 2), and the DVBE Participation Incentive structure. The scope of work includes weekly non-chemical landscape maintenance services at three separate locations on North Golden State Boulevard and West Shaw Avenue in Fresno, irrigation replacement and repair service calls, repair and replacement parts, Authority Safety Program Division safety training, and required meetings including a kick-off meeting and small business meeting. Bidders must submit bids on all line items with greater than zero-dollar amounts to be considered responsive, and the cost sheet must be completed, signed, and submitted without alterations or modifications.
The SB goal requirement applies only when the total bid amount is $500,000.00 or more and mandates that contractors commit to meet or exceed 25 percent SB utilization, inclusive of a 3 percent goal for Microbusinesses. The DVBE goal of 3 percent applies to all bids of $10,000.00 or more. A bid incentive structure for DVBE participation ranges from 1 percent to 3 percent depending on the level of DVBE commitment, with incentives ranging from 3 percent to 5 percent of the bid amount for participation levels of 3 percent or greater. Bidders claiming SB preference must have their principal place of business in California and be certified by the California Department of General Services. All bids receiving the amended Attachment 2 Cost Sheet must indicate "Addendum #1" in the header, and bid packages submitted on incorrect or unmodified documents will be deemed non-responsive. Prospective bidders must complete and submit the Bidder Declaration & Subcontractor/Supplier List (Attachment 4) and STD 843 documentation to comply with DVBE requirements.
