About this file

This is an internal email correspondence file regarding custodial services for the City of Santa Monica's Department of Transportation (SMDOT) located at 1660 7th Street. The email chain, dated June 18-29, 2026, documents communication between Santa Monica procurement and facilities management staff regarding whether the scope of work encompasses positions within recognized employee organization classifications. The custodial services contract requires daily cleaning operations across multiple facility areas including entrances, hallways, offices, break areas, restrooms, stairwells, and exterior spaces. Additional weekly cleaning tasks and quarterly to semi-annual detail work such as floor stripping and waxing, carpet shampooing, and grout cleaning are also specified. The contractor must provide one day shift lead custodian from 6:00 a.m. to 2:30 p.m. Monday through Friday, two day shift custodians from 5:30 a.m. to 2:00 p.m. Tuesday through Saturday, and one nighttime custodian from 9:00 p.m. to 5:30 a.m. Sunday through Thursday. Coverage is required on ten official holidays with hours to be determined.

Minimum vendor qualifications require ten years of experience in all aspects of custodial services in Southern California and the ability to demonstrate successful performance of similar work. Each custodian assigned to SMDOT must have five years of custodial services experience and must pass fingerprint and background checks conducted by the City of Santa Monica Police Department, with all associated fees paid by the contractor. The contractor must supply specified equipment including vacuums, floor machines, and carpet cleaners, while the City provides cleaning chemicals, supplies, and minor equipment. Personnel must be fluent in English, wear company-identified uniforms with visible names, carry cell phones while on duty, and respond to calls within 30 minutes. SMDOT reserves the right to require removal of any custodial personnel without cause and may charge the contractor for lost keys or locksmith services. Monthly walk-through inspections with City staff are mandatory, and any work rejection must be remedied at no additional cost to the City.
