About this file

This is an internal email correspondence regarding AB 339 compliance for the City of Santa Monica Fire Department's outsourcing of Self-Contained Breathing Apparatus (SCBA) and oxygen compressor testing, maintenance, and repair services. The scope of work encompasses four primary service categories: comprehensive breathing air and oxygen compressor services for two station compressors, one mobile compressor, one Mobile Oxygen Generating System, and one mobile air cart; annual onsite inspection, testing, and recertification of approximately 100 SCBA units with potential intermittent flow testing; annual fit testing for approximately 125 Fire Department personnel using OSHA-approved equipment; and ongoing SCBA maintenance, parts, and repair services with 24-48 hour turnaround capability. All services must comply with NFPA standards (1989, 1981, 1982), NIOSH specifications, OSHA requirements, and manufacturer recommendations. The vendor must be a certified Scott SCBA servicing agent with qualified high-pressure and ultra-high-pressure breathing air compressor technicians. The contract is structured as a firm-fixed five-year agreement, with the email dated April 27, 2026, requesting HR determination by close of business May 5th regarding whether the scope encompasses work within recognized employee organization classifications.

The email does not address specific pricing terms, set-asides, incumbent information, or funding amounts. The correspondence is primarily administrative in nature, with Principal Buyer Tina Saloutos seeking confirmation from the HR team that the outlined scope of work does not fall within recognized employee organization classifications before advancing the procurement process further. All required documentation must be submitted both electronically and in hard copy format, with test results forwarded via email to the designated Fire Department Project Manager. Pricing guidance indicates that as-needed flow test services should align with annual flow test unit pricing, with per-unit and bulk quantity options required, and all services must be completed and equipment returned within 15 business days of receipt.
