1 BACKGROUND
The primary mission of Guardian is to enable an Unmanned Aircraft System (UAS) to operate concurrently and safely in an airspace containing manned aircraft, without the need of a chase aircraft or visual observer to ensure UAS safety.
Guardian is a multi-sensor-based collision avoidance system that employs Collision Advisory Volumes (CAV) around ownship aircraft that provide early warning notifications of impending Near Mid-Air Collisions (NMAC). The system will utilize existing Federal Aviation Administration (FAA) certified Aircraft Surveillance Radars (ASR) to provide one-way real-time tracking and identification of aircraft with a radar cross section of ≥ 1 square meter. Guardian overlays the sensor tracks and intruder’s future trajectories on the display, giving the Guardian Operator (GO) and Air Vehicle Operator (AVO) awareness of the presence and position of aircraft operating within the sensor coverage volume.
The Guardian product will span multiple computer chassis (at least two, but up to several), in order to spread the workload, provide for expansion and re-use, to isolate components with differing Design Assurance Level (DAL) safety certification levels and provide a level of redundancy. Two DAL levels of safety certification are being targeted; Assurance Level 2 and assurance Level 5. The Assurance Level 2 computer chassis and its associated Computer Software Configuration Items (CSCI) will utilize a VxWorks operating system. The target platform will be a 653-family single board computer.
The current GUARDIAN engineering development staff, although very senior level, is lacking experience in both engineering and architectural design supporting safety critical system design and software development as well as 653 single board computer board support package (BSP) manipulation. Waterlines has been identified as having on their staff experience in all three areas of concern.
2 TASKING:
The contractor shall provide engineering and architectural development support for the above mentioned three areas of concern on an as needed basis. Support will include both in person, phone and email correspondence. The identified Waterline personnel will be provided space in the Atlantic Test Ranges office space located at 23013 Cedar Point Rd, Patuxent River, MD 20670.
The contractor shall provide updates to the Sensor Correlation Engine Software Design Document (SDD) Volume 1 based on technical data provided to Waterlines. Volume 1 will consist of sections 1–5 and 6. The contractor shall interface with software development support staff as required for the above-mentioned three areas of concern on an as needed basis. Support will include both in person, phone and email correspondence.
3 DELIVERABLES
The following data products will be delivered under this Purchase Order:
• The delivery of the Sensor Correlation Engine SDD Volume 1. .
• Design change recommendations for base design artifacts, updates to the Guardian design model, and reports from the Guardian design model for up to six (6) modules/updates.
• Requirements updates based on Configuration Control Board (CCB) actions and requirements exports from the design database for up to four (4) CCB meetings.
• Design outputs from the design database resulting from assistance and guidance provided to RDS staff for up to six (6) guidance sessions.
• Recommendations and design artifact input for integrating Guardian with other RDS products in two increments. A rough draft for review and final draft incorporating changes to the rough draft.
• Test plan and procedure input along with test status reporting.
Delivery Schedule:
Delivery is based on award date. Delivery is projected to be eight weeks after that date. Factors affecting delivery are based on other program tasking and various task dependencies that feed these actions as well as the current Guardian Software and Master Project Schedules.
PoP: 8 weeks ARO
