About this file
This Request for Information (RFI) is issued by the United States Coast Guard Research and Development Center to conduct market research for Maritime Domain Dominance (MDD) technologies and services. The RFI seeks innovative solutions to establish a unified, real-time "detect-to-act" pipeline connecting maritime assets including cutters, small boats, aircraft, unmanned systems, and sensors across space, air, surface, and shore-based domains. Respondents are asked to provide detailed technical descriptions of their technologies/services, including how they would contribute to tracking vessels of interest, detecting anomalous activities, providing real-time situational awareness, transmitting sensor data to operational common operational pictures, and supporting maritime law enforcement.
Key submission requirements include a one-page cover letter with company information, a five-page detailed technical response addressing specific information requests, and optional supporting documentation like digital photographs or videos. Responses must be submitted by January 2, 2026, to RDC-SG-AU-RFI-MDD-SMB-Access@uscg.mil. The RFI targets multiple North American Industry Classification System (NAICS) categories including communications equipment manufacturing, search and detection systems, maritime equipment services, information technology, and unmanned systems. This market research aims to improve maritime surveillance, threat detection, and operational decision-making capabilities for the Coast Guard.

DESCRIPTION:
The Coast Guard Futures Development and Integration (FD&I) Directorate is the Coast Guard’s central force design and innovation hub guiding budget priorities by clarifying mission needs and capability requirements. Under FD&I, the Coast Guard Research and Development Center serves as the execution agent for research, modeling & simulation, technology forecasting, and field experimentation. The Coast Guard Rapid Response Rapid Prototype (RAPTOR) team is a barrier-breaking enabler that partners with Coast Guard offices to solve the biggest problems in the service by providing cutting edge capabilities and supporting the deployment of rapid solutions. This Request for Information (RFI) is part of an effort by the United States Coast Guard (USCG) to determine the availability and technical readiness of technologies and/or services that support Maritime Domain Dominance (MDD) Operational Concepts. Operational Concepts articulate unsolved challenges and propose solutions for experimentation and leadership validation before committing to force design or to create formal requirements. The Coast Guard desires unified, real-time MDD solutions that establish a “detect-to-act” pipeline connecting every cutter, small boat, aircraft, unmanned system (air and surface), and sensors (space, air, surface, and shore-based) that are networked to our operators and command centers to facilitate the decisions and actions that follow. The desired outcome of a robust
MDD capability is faster, more accurate identification and warning of threats along U.S. borders and maritime approaches, enabling the Coast Guard and its partners to control, secure, and defend those areas. The Coast Guard is not looking for a singular solution to provide the MDD capability, but rather a holistic and/or collection of capabilities to achieve this desired outcome.
BACKGROUND:
In the maritime domain, dominance and awareness represent two distinct but interconnected levels of control. Awareness is the ability to detect, identify, and understand what is happening across the maritime domain. It is the foundation of decision-making, but it remains passive without the ability to act. Dominance, on the other hand, is the capacity to shape, influence, and control the maritime domain. Dominance inherently projects force, denies adversaries freedom of movement, and ensures a secure border. Maritime Domain Dominance ensures that awareness is converted into an operational advantage, enabling freedom of navigation, rapid response to emerging threats, and sustained control of our maritime domain. The Coast Guard must rapidly field and deliver threshold capability to facilitate closing maritime surveillance gaps at the U.S. border and maritime approaches. With more than 95,000 miles of coastline, four million square miles of Exclusive Economic Zone, and countless points of entry, the U.S. maritime border is vast, dynamic, and increasingly contested. The Coast Guard requires an information-centric force focused on capabilities versus platforms, leveraging revolutionary technologies that enable persistent coverage (via space, air, surface, and subsurface), predictive awareness, and rapid decision-making against multi-faceted threats.
SPECIFIC TECHNICAL INFORMATION REQUESTED:
The USCG Research and Development Center requests detailed information on currently available technology for innovative solutions that contribute to establishing persistent MDD to identify, alert, and track maritime targets conducting illicit maritime activities. More specifically, information regarding the following:
• How would you contribute to solving Maritime Domain Dominance now with your product/services offering?
• Technical description of the technology(ies) or services, including imagery as applicable.
• Description of how the technology or service works, including theory of operation and how the technology supports “sense, decide, and act” operations to include how the capability supports transmission of targeting and actioning requests to the tactical edge.
• Description of how your technology/service would provide the ability to track vessels of interest, detect anomalous activities, and identify potential threats within the Coast
Guard’s area of responsibility and lessen the response chain to provide near real-time action.
• Description of how your technology/service would provide real-time situational awareness and actionable intelligence to Coast Guard assets for effective enforcement of maritime laws and regulations.
• Description of how your technology/service would provide real-time data transmission of sensors into an operational Common Operational Picture (COP)
(Area/District/Sector/Cutters), tactical COP (patrol boats/small boats/dismounted officers), and joint COP (Joint Forces/DHS).
• Description of how your technology/service can fuse diverse sensor/information inputs into a “single pane of glass” Command and Control (C2) solution available to Coast
Guard air, surface, and shore assets.
• Description of how your technology/service would improve the probability of detection
(POD) and reduce time-to-rescue for individuals in distress at sea through AI-enabled platforms.
• Description of the technology/service network architecture, including integration potential into the .mil enterprise domain.
• Description of the scalability and adaptability features of the technology/service in various maritime environments.
• Description of the cybersecurity measures incorporated into the technology/service solutions.
