NOTICE OF INTENT TO SOLE SOURCE

The Naval Air Warfare Center Training System Division (NAWCTSD) is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source award IAW FAR 12.102(a) and FAR 13.106-1(b). This NOI is to award a sole-source contract and is not a request for competitive proposals.

The NAICS code for this requirement is 335999 – All Other Miscellaneous Electrical Equipment and Component Manufacturing.

This requirement is for the Rapid Design, Development, and Fabrication Lab (RD2F) which requires refurbishment and modification of a Fabricast 4500-4.252-100-120U/S-RevA 100-conductor rotary electrical slip ring. This procurement is necessary to extend the component’s lifecycle, allow upgrade of the training device to current performance and safety standards, and mitigate risks associated with aging infrastructure. To include the repair/rework of existing slip ring body, mechanism, and electrical contacts as required to restore function. Reconfiguring slip ring to pass 4 x CAT6A shielded cables, 26 x 20AWG hook up wires and 34 x 16AWG hook up wires.

This NOI is published to notify potential sources that NAWCTSD intends to award a sole source firm-fixed price contract to Fabricast Inc., on behalf of RD2F for the refurbishment of the Fabricast slip ring.

This NOI is not a request for quotations. All interested capable parties are invited to demonstrate their capability to meet this requirement may provide a statement no later than December 22, 2025, at 3:00 PM EST to Contract Specialist Julide Alonso at Julide.n.alonso.civ@us.navy.mil.
