OVERHAUL REQUIREMENTS:

OVERHAUL REQUIREMENTS

1. Scope: This statement of work covers the requirements for the tear down, inspection, estimate, and overhaul of the following cited pump unit.

1.1 All references to pump unit herein shall include both pump and motor and may also include an adapter/mounting base (where applicable).

1.2 Descriptive Data: All naval bronze/monel construction, Clockwise Rotation, 400 GPM @ 115.5 feet TH, 1750 RPM, 20 HP, 03 Phase, 460 Volts, service application: 225 WLB Auxiliary Sea Water Cooling system.

1.3 Contractor shall immediately notify the Coast Guard Contracting Officer if the make and/or model delivered for overhaul does not conform to the pump unit cited in Part 1 above.

1.4 The overhaul requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations, or tests normally employed by the contractor to assure the quality of the product.

Overhaul of the pump unit is intended to return the pump units performance and appearance back to a like new condition.

3. Requirements: The contractor shall provide all labor and materials to perform overhaul services on the pump unit as follows.

3.1 Preliminary disassembly and inspection shall be conducted to determine total estimated cost of overhaul including material, labor, testing, preservation, packing and marking costs. A detailed estimate shall be submitted to the Coast Guard Contracting Officer for review and approval prior to the start of any repair or order of material. The contractor shall also provide the replacement cost of a new pump unit for comparison to the overhaul cost.

3.2 Replacement Parts: All replacement parts used in the overhaul shall be new original OEM parts. Reclaimed, recycled or aftermarket parts are not acceptable and shall not be used. Parts such as seals and ball / roller type bearings, and couplings which are not manufactured by the pump or motor manufacturer shall be identified by their markings or through the use of the technical manual for identification purposes. These parts shall be obtained through their OEM or their distributors. Commercially available items such as hardware, seals, and bearings are generally interchangeable between different manufacturers and may be substituted as long as they are equal in all respect. Only in the case where the part cannot be identified shall it be ordered directly through the pump manufacturer and their part number.

3.2.1 Label Plates: Remove any label plates and replace at the conclusion of painting. New label plates shall be used if the original plate is missing, not legible or in poor condition. The label plate shall contain pump and or motor make, model and serial numbers and pertinent characteristic information as a minimum requirement. A separate label plate made of similar material as the original label plate shall be attached stating the contractor's name, contract number, and date of overhaul.

3.3 Special Instructions: Any pump delivered for overhaul having packing glands shall be converted to a mechanical seal assembly as part of the overhaul. Contractor shall include conversion work and parts in the overhaul estimate if found necessary.

3.4 Disposition: The Coast Guard shall determine the disposition of any pump unit delivered for repair that is found unsuitable for repair.

3.5 Drive Motor: The drive motor shall only be exchanged with a replacement motor when condition and cost of overhaul exceeds 60% of the replacement motor cost. Otherwise, the drive motor shall be reconditioned to a like new condition as part of the overhaul. The motor shall be disassembled and all parts thoroughly cleaned and inspected. As a minimum, mandatory replacement parts shall include all bearings/bushing, seals and gaskets. All parts that are worn, have an improper fit and or damaged beyond the manufacturer?s tolerances shall be repaired or replaced as determined by the contractor.

3.5.1 The winding resistance shall be inspected in accordance with part 2d.

3.5.1 The winding resistance shall be inspected in accordance with part 2d.

Windings that do not meet the standards within reference 2d Section 12.3, shall be re-insulated in a qualified insulation material recommended by the motor manufacturer. Reinsulated windings shall be subjected to a follow up resistance test once thoroughly dry. This process shall be repeated until acceptable resistance readings are achieved.

3.5.2 The motor rotating element shall be balanced in accordance with reference 2c. The final result of imbalance shall be documented.

3.5.3 Motor Certification: Contractor shall provide written certification that the motor was reconditioned to the same standards as new and a copy shall be turned over to the Coast Guard Quality Assurance Representative (QAR). All test results shall be made available for review by the QAR upon request.

3.6 Paint: The exterior surfaces of the pump unit shall have any existing paint removed by the best method which will not damage any surrounding surface. The surfaces shall be clean to promote paint adherence. A primer and finish coat of paint shall be applied to all surfaces with exception of the flange faces. The primer coat used shall be a high build epoxy to MIL- PRF-23236 or MIL-PRF-24647 any color. The primer coat shall be 5-6 mils dry film thickness (DFT). Finish coat shall be 2-3 mils DFT of Silicone Alkyd Enamel to MIL-PRF-24635 Type II Class 1. Color shall be Dark Green in accordance with SAE AMS-STD 595 color number 14062. The finish coat shall be 3-4 mils DFT for a total paint thickness of primer and top coat to a minimum of 5-7 mils DFT.

3.6.2 The contractor shall maintain documentation of the paint type, color and application. Records shall be made available upon request of the QAR.

3.7 Testing:

3.7.1 Testing Requirements: After completion of overhaul, contractor shall conduct the following described tests. All tests shall be witnessed by a QAR. All testing shall be accomplished on contractor supplied calibrated test equipment. Any failed pump unit shall be repaired and re-tested until a successful test is achieved. Where a pump unit mounting base is not supplied, the contractor shall provide a temporary mounting base to conduct the test.

3.7.2 Rotational Test: To ensure the pump turns freely, the pump shaft shall be rotated 5-10 times by the use of a strap wrench or other non-damaging tool. The QAR shall inspect for smoothness of rotation and check for signs of binding. Contractor shall investigate any questionable test results and correct as necessary.

3.7.3 Operational Test: The pump unit shall be operationally tested by the use of a test tank using a compatible test fluid. The technical manual or OEM shall be consulted to determine the pump unit's test parameters. Where necessary, the test fluid shall be heated to the proper operating temperature prior to the start of the test. The pump unit shall be able to meet or exceed the manufacturer's original flow curve to a tolerance of not less than 5% of manufacturer's rating. All test readings shall be documented and recorded using calibrated test equipment, reference 2g. During the test, the bearings and seals shall be monitored for unusual noise and or overheating.

A pump unit showing any indication of a problem during this test shall be secured and issues resolved prior to restarting the test. Any leaks are grounds for rejection and shall be corrected.

3.7.4 Hydrostatic Test: Contractor shall conduct a hydrostatic test on the overhauled pump unit using clean fresh water or OEM specified test fluid.

Test shall be conducted to certify the integrity of the pump case and seal areas. Testing will be witnessed by a Coast Guard Quality Assurance Representative. Test shall be conducted at 40 PSIG for a fifteen (15) minute time period. Test shall be discontinued at any sign of leakage for repairs and re-tested until satisfactory results are obtained.

3.7.5 Test Report: A copy of the test report shall be packed with each pump unit and a copy shall be turned over to the QAR. Report shall contain the following information at a minimum:

a. Contractor name.

b. Contract number.

c. Pump Unit Model & Serial Numbers.

d. Date of test.

e. Description of each test conducted and results of each test.

f. Name of the person conducting the testing.

3.8 Calibration: All test equipment and attached gages shall be calibrated per reference 2g and have a current calibration sticker. Calibration shall be traceable to National Standards Institute of Technology. (NIST).

3.9 The overhauled pump unit shall be delivered to the Coast Guard completely assembled and ready for installation. Contractor shall preserve, package and mark each pump unit in accordance with part 5 below.

3.10 One copy of the manufacturer's installation, parts, and service manual shall be placed inside the shipping container. Resources for this information may be obtained from part 2a, the manufacturer or their website.

3.11 Responsibility for Inspection: The Contractor shall be responsible for the performance of all inspection requirements specified herein. The Contractor shall provide space, personnel and test equipment for conducting all inspection requirements. All inspections and tests shall be performed at the Contractors facility prior to the Coast Guards acceptance. In the event where a sub contractor may be utilized, they shall be bound to the requirement of the contract. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to contract requirements. All inspections shall be coordinated to keep the number of visits to a minimum.

4. Quality Assurance:

4. Quality Assurance:

4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for approval or acceptance.

4.2 Inspections & Tests: The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following inspections are required:

a. Verify motor certification, see part 3.5.3.

b. Verify paint requirements and paint thickness, see part 3.6.2.

c. Witness test requirements described, see part 3.7.

d. Verify preservation packaging and marking, see part 5.

4.3 Notifications & Inspections: The contractor shall notify the Coast Guard Contract Administrator, at least seven days (US) or fourteen days outside of the continental US, prior to the scheduled commencement of any test or inspection required by this statement of work.

4.4 Calibration System: The contractor shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST).

The calibration records shall be maintained for verification at the request of the QAR.

4.5 Test & Inspection Reports: A copy of the test or inspection report shall be turned over to the QAR upon his arrival at the contractor's facility.

4.6 Warranty: A copy of the contractor's standard pump unit warranty shall be placed inside each shipping container.

5. Preservation, Packaging and Marking:

5.1 Preservation: An overhauled pump unit is typically intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensure that the overhauled pump unit undergo the below preservation requirements:

a. Pump unit shall be drained and dried of all test fluid.

b. Desiccant pouches shall be placed in the shipping bag along with four additional pouches for a total of six (6) 4 ounce desiccant pouches.

c. Pump units that have ferrous metal housing shall have the flange faces preserved with a coating of commercial preservative.

d. Each pump unit shall be placed into a MIL-PRF-131K Class 1 (Non-Woven) bag for easy handling/set-up in packing of pumps.

5.2 Packaging: Each pump unit shall be individually packaged in its own enclosed wooden container. The pump unit shall be bolted to a skid base and the lid or cover shall be attached by the use of stainless steel Phillips head wood screws. The container shall be capable of protecting the pump unit from damage during multiple shipments by commercial carrier.

5.3 Marking: Each preserved, packed, and packaged item shall be marked in the upper left-hand side of the two longest sides, (two opposite sides if square) of each box, carton, package, etc. The lettering shall be black painted stencil and permanently affixed to each container. The lettering shall be at least 1" high, and be applied on a highly contrasting white painted background.

5.3.1 This marking shall consist of the STOCK NUMBER, ITEM NAME, PART NUMBER, SERIAL NUMBER, CONTRACT NUMBER, SHIPPING WEIGHT (in lbs.), CONDITION CODE, UNIT OF ISSUE with QUANTITY (1EA) and the words COAST GUARD SFLC MATERIAL

5.4 Bar Coding: Bar coding shall be supplied on all CLIN's except for those that require data submissions only.

5.4.1 All bar coded labels shall be in accordance with ISO/IEC-16388-2007, Code 39 Symbology

1. The actual labels shall be Type "V", Grade "A", Style "2", Composition "B" with plastic laminate.

2. Each label shall contain encoded data for the Stock Number, part number, and Contract Number.

4.1 General: The Contractor is responsible for the conformance and overall quality of each item offered to the Coast Guard for approval or acceptance.

4.2 Inspections & Tests: The inspections and tests required herein are the minimum necessary and are not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. The following inspections are required:

a. Verify motor certification, see part 3.5.3.

b. Verify paint requirements and paint thickness, see part 3.6.2.

c. Witness test requirements described, see part 3.7.

4.3 Notifications & Inspections: The contractor shall notify the Coast Guard Contract Administrator, at least seven days (US) or fourteen days outside of the continental US, prior to the scheduled commencement of any test or inspection required by this statement of work.

4.4 Calibration System: The contractor shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST).

The calibration records shall be maintained for verification at the request of the QAR.

4.5 Test & Inspection Reports: A copy of the test or inspection report shall be turned over to the QAR upon his arrival at the contractor's facility.

4.6 Warranty: A copy of the contractor's standard pump unit warranty shall be placed inside each shipping container.

5. Preservation, Packaging and Marking:

5.1 Preservation: An overhauled pump unit is typically intended for warehouse storage and not for immediate installation. Therefore, it is critical that the contractor ensure that the overhauled pump unit undergo the below preservation requirements:

a. Pump unit shall be drained and dried of all test fluid.

b. Desiccant pouches shall be placed in the shipping bag along with four additional pouches for a total of six (6) 4 ounce desiccant pouches.

c. Pump units that have ferrous metal housing shall have the flange faces preserved with a coating of commercial preservative.

d. Each pump unit shall be placed into a MIL-PRF-131K Class 1 (Non-Woven) bag for easy handling/set-up in packing of pumps.

5.2 Packaging: Each pump unit shall be individually packaged in its own enclosed wooden container. The pump unit shall be bolted to a skid base and the lid or cover shall be attached by the use of stainless steel Phillips head wood screws. The container shall be capable of protecting the pump unit from damage during multiple shipments by commercial carrier.

5.3 Marking: Each preserved, packed, and packaged item shall be marked in the upper left-hand side of the two longest sides, (two opposite sides if square) of each box, carton, package, etc. The lettering shall be black painted stencil and permanently affixed to each container. The lettering shall be at least 1" high, and be applied on a highly contrasting white painted background.

5.3.1 This marking shall consist of the STOCK NUMBER, ITEM NAME, PART NUMBER, SERIAL NUMBER, CONTRACT NUMBER, SHIPPING WEIGHT (in lbs.), CONDITION CODE, UNIT OF ISSUE with QUANTITY (1EA) and the words COAST GUARD SFLC MATERIAL

CONDITION "A" REUSABLE CONTAINER, DO NOT DESTROY, REMOVE BOLTS, LIFT CRATE

5.4 Bar Coding: Bar coding shall be supplied on all CLIN's except for those that require data submissions only.

5.4.1 All bar coded labels shall be in accordance with ISO/IEC-16388-2007, Code 39 Symbology

1. The actual labels shall be Type "V", Grade "A", Style "2", Composition "B" with plastic laminate.

2. Each label shall contain encoded data for the Stock Number, part number, and Contract Number.

Contractor must guarantee item against defects that lead to failure for

GOVERNMENT ACCEPTANCE:

Acceptance will be made at destination by a Government representative.

Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
