The internships will be in-person or virtual, within HUD's nationwide regional offices and headquarters, from September 16, 2024, through December 2024.

The related Federal Contract Opportunity is a Special Notice for a sole source purchase order to PPS for the FLIPS Fall 2024 Program, which will include new interns and an extension of some Summer 2024 interns. The requirement is for a maximum of 25 interns for the period from September 16, 2024, through December 2024. PPS is the only source reasonably available for this program, as it has developed and implemented its own proprietary application, training, selection process, and intern database.

Office of the Chief Human Capital Officer (OCHCO) Statement of Work (SOW) for Future Leaders in Public Services (FLIPS) Fall 2024 Internship Program

Background: The Department of Housing and Urban Development (HUD) was created as part of President Lyndon B. Johnson's War on Poverty and was established as a Cabinet Department by the Department of Housing and Urban Development Act (42 U.S.C. 3532-3537), effective November 9, 1965. The legislation consolidated several federal agencies including the Housing Home Finance Agency, Federal Housing Administration, Urban Renewal Agency, Community Facilities Agency, and Public Housing.

HUD's mission is to create a decent home and suitable living environment for all Americans, and it has given America's cities a strong national voice at the Cabinet level. HUD works to help the nation's communities meet their development needs, spur economic growth in distressed neighborhoods, provide housing assistance for the poor, rehabilitate and develop moderate and low-cost housing and enforce the nation's fair housing laws. In an age of shrinking Federal budgets, HUD is focusing its resources on providing housing and economic development opportunities where they are most needed and can be best utilized through local planning. HUD plays a major role in supporting homeownership by underwriting homeownership for lower and moderate-income families through its mortgage insurance program.

The Office of the Chief Human Capital Officer (OCHCO) is responsible for developing and implementing policies and procedures associated with human capital management of the Department. The Chief Human Capital Officer also advises the Secretary and senior management on all human resource matters as well as setting the workforce development strategy for the agency. The Office of the Chief Human Capital Officer (OCHCO) delivers services that enable HUD’s human capital to execute the Department’s mission. OCHCO is responsible for developing and promulgating policies, standards, procedures, administrative systems and materials related to the resource and administrative management of the Department. OCHCO also oversees the proper implementation of these policies and directives.

Project Scope: HUD OCHCO is seeking to contract with Partnership for Public Services (PPS) to provide up to 25 interns for HUD’s program offices through their FLIPS Program Fall cohort.

PPS will recruit through their network of over 700 institutions, with a focus on Historically Black Colleges and Universities and Hispanic-Serving Institutions. HUD has authority to undertake the activities described in this SOW and pursuant to 5 U.S.C. § 3111 and 5 C.F.R. Part 251.

Depending on the specific need of each HUD program office, the interns may have the opportunity to work onsite, or remotely depending on the need and constraints of the program office. The HUD FLIPS Coordinator will work in partnership with program offices to onboard interns.

Requirements: The contractor [Partnership for Public Service] will provide a cohort of up to 25 interns for the Fall 2024 program beginning September 16, 2024. The Partnership Future Leaders in Public Service internship program places students with critically needed skills into internships and aims to develop a diverse pool of young talent for the government. The Partnership is a nonprofit, nonpartisan organization that strives for a more effective government for the American people. The Partnership is placing a strong emphasis on diversity, equity, and inclusion in recruitment for this program. They will recruit interns through their network of over 700 institutions, with a focus on Historically Black Colleges and Universities and Hispanic- Serving Institutions. The Partnership’s goal is a 50/50 gender pool, and between 20-30% demographic diversity in terms of race and ethnicity. Partnership for Public Service will be responsible for the management and the administration of the following:

Marketing of the program;

Recruitment

Initial vetting and eligibility of applicants;

Providing HUD with access to the FLIPS application portal;

Issuance of official internship offers;

Intern Virtual Orientation; and

Intern programing -o Info Sessions and Speaker Series and o Closeout session at the end of the cohort.

Funding: OCHCO will provide operating costs for up to twenty-five (25) interns to participate in the Fall 2024 program. The operating costs will be obligated at the initial contract award. HUD program offices selecting FLIPS interns will be responsible to provide funding to cover the $3,500 pass through program-specific costs per intern prior to intern onboarding. The funds will be obligated through a modification signed by a HUD Contracting Officer.

Place of Performance: The performance for PPS will be at their facility.

Location of Internship (Geographic and Program Office) Interns will be placed within HUD’s program offices which are located nationwide in 10 regional offices and Headquarters in Washington, D.C. – click link to view HUD and it’s regions https://www.hud.gov/program_offices/field_policy_mgt/localoffices. The reporting location will be determined by the program office in coordination with the HUD FLIP Coordinator. Virtual placement within the United States may be utilized if approved by the program office for which the Intern is placed. Internships, in person or virtual, cannot be completed abroad.

Period of Performance: The period of performance will be date of award through December 31, 2024.

Travel: The vendor is not required to travel for this project.
