U.S. Citizenship and Immigration Services (USCIS) Regulatory Support Services Request for Information/Sources Sought Notice

THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (SS-RFI), AS DEFINED BY FAR 15.201 (e) Title: Regulatory Support Services in support of the U.S. Citizenship and Immigration Services (USCIS) Office of Policy & Strategy, Regulatory Coordination Division (RCD).

I. Overview The U.S. Citizenship and Immigration Services (USCIS) is seeking qualified vendors to provide comprehensive regulatory comment analysis services for the Regulatory Coordination Division. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. USCIS invites vendors to demonstrate their capability to meet or exceed the specified objectives as identified below.

USCIS is issuing this Sources Sought, Request for Information (SS-RFI) for planning purposes, in support of USCIS market research on regulatory support services. USCIS is seeking to gather information on respondents’ ability to meet the requirements outlined in the draft Statement of Work (SOW) and the specific questions identified below.

This notice is issued solely for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotations. No solicitation is being issued at this time and the Government makes no assertion that a solicitation will be issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government is not obligated to, and will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding.

II. Background The Regulatory Coordination Division (RCD) within the USCIS Office of Policy & Strategy is responsible for managing and analyzing public comments on proposed regulations and policies. The division seeks to enhance its capabilities in processing, categorizing, and analyzing these comments to ensure effective and efficient regulatory decision-making. RCD plays a critical role in this mission by managing the regulatory process, including the analysis of public comments received during rulemaking. Additionally, RCD works to promote flexible and sound immigration policies and programs and strengthen the infrastructure supporting the USCIS mission. To support these efforts, RCD is seeking a contract to provide regulatory support services to assist with the development and promulgation of regulations that implement U.S. immigration policy and programs. The contractor will provide public comment synthesis, analysis, and summarization, editorial review services, and technical writing. The contractor must have a thorough understanding of U.S. immigration laws, regulations, and policies, along with proven expertise in assisting federal agencies by organizing and categorizing extensive public comments based on themes.

This acquisition is being reported on Acquisition Planning Forecast System under record F2024068055.

III. Objective The primary objectives of this RFI are to:

1. Identify potential contractors with expertise in regulatory comment analysis.

2. Gather information on available tools and methodologies for comment analysis.

3. Understand the capabilities and experience of contractors in handling large volumes of public comments.

IV. Scope of Work The services sought through this RFI include, but are not limited to:

· Data Collection and Management: Efficiently collect and manage public comments submitted through various channels.

· Comment Analysis: Utilize advanced analytical tools and methodologies to categorize, summarize, and analyze public comments.

· Sentiment Analysis: Conduct sentiment analysis to gauge public opinion and concerns.

· Reporting: Provide comprehensive reports that highlight key themes, stakeholder concerns, and potential impacts on proposed regulations.

· Recommendations: Provide actionable recommendations based on the analysis to inform regulatory decisions.

· Compliance: Ensure all services comply with relevant federal regulations and USCIS policies.

V. Submission Requirements Interested vendors are requested to submit the following information:

1. Company Cover Letter: Include company name, address, point of contract information and UEI Number. Brief description of the company, including relevant experience and qualifications. Provide your company size and any socio-economic designations.

2. Recommended NAICS: This is a re-competition to contract 70SBUR22F00000090 with ICF, Inc. The NAICS utilized for this service is 541611 - Administrative Management and General Management Consulting Services. Provide recommendation for NAICS, if another is more applicable along with justification.

3. Capabilities Statement: Detailed explanation of the contractor’s ability to meet the objectives outlined in this RFI. Provide your experience with providing the services outlined in the SOW. Identify whether you have performed this work as the Prime or as a subcontractor. If you have provided similar services recently, include information such as the contract the work was performed under and who it was in support for (federal agency).

4. Budgetary Estimate: Rough order of magnitude for budgetary purposes.

5. Address All Questions Below: Briefly describe the solution you would provide USCIS.

6. Strategic Source Availability: Confirm if there is a contract vehicle that USCIS can use to acquire this service. If so, provide the name of the contract vehicle and your company's associated contract number. Note that this service was previously ordered through GSA OASIS, Pool 1 Unrestricted.

7. Additional Information: Any other relevant information that may assist USCIS in understanding your capabilities and available solution(s).

Please include in the subject of your email, “70SBUR25Q00000007 USCIS Regulatory Support.”

Any information received in response to this RFI may be used by USCIS during its preparation of a subsequent RFQ/RFP including the specifications, instructions for proposal preparation, and evaluation criteria.

Proprietary information should not be included in responses.

Responses to this notice will not be returned.

Any information submitted in response to this source sought notice is a strictly voluntary. Unless otherwise stated herein, no additional information is available and any request for additional information will be disregarded.
