About this file

This is a Memorandum for Record justifying limiting competition below the Simplified Acquisition Threshold for the purchase of INFOSEC INSTITUTE Boot Camp courses for the United States Army Regional Cyber Center Southwest Asia (USARCC-SWA). The requirement is for one brand name voucher bundle containing 77 IAT II and 50 IAT3/IAM3 training courses and certification vouchers, including options like CompTIA Security Plus and ISC CISSP certifications. The period of performance is from award date through September 30, 2025, using FY25 Operations & Maintenance, Army (OMA) funds.

The justification cites FAR 13.106-1(b)(1) for brand name restriction due to USARCC-SWA's need to maintain certification autonomy for personnel operating across nine countries, supporting over 10,000 workstations, 2,123 servers, and 5,000 users. Personnel must maintain DOD 8570/8140 certifications for elevated privileges, with an average tour length of 12 months necessitating flexible training delivery. The contract action will be publicly displayed as a brand name restriction and posted with the solicitation. The contracting officer certifies that pricing will be fair and reasonable based on price analysis, with certified cost/pricing data not required per FAR 15.403-1(b)(3).
