About this file
This document is a Justification and Approval (J&A) for Exception to Fair Opportunity for an emergency maintenance action by the Mid-Atlantic Regional Maintenance Center, United States Navy. The procurement covers a critical ventilation system repair for the USS SAN ANTONIO (LPD 17), involving assessing operating conditions, providing a report, and balancing the ventilation system in the EW Equipment Room. The work is to be accomplished using FY25 Operation and Maintenance, Navy funds under contract number N00024-22-D-4407, with Delivery Order N5005425FL035.
The J&A cites urgent need under FAR 16(b)(2)(A), noting the ventilation system supports continuous operation but has experienced component overheating and system degradation. The repair is time-sensitive, occurring during the ship's final contracted maintenance period before deployment. The contracting officer determined the costs to be fair and reasonable, based on historical data, an Independent Government Estimate, and Project Manager's technical knowledge. Due to the critical nature of the work, market research was not conducted, and the action requires immediate start to restore the system to fully mission-ready status.
