About this file

This document is a transcript of the Enterprise Referral Care Coordination Center (RC3) Reverse Industry Day, a market research event conducted by the Defense Health Agency (DHA) on behalf of the military health system.

The DHA is seeking an enterprise-wide referral care coordination center solution to improve care coordination, appointment scheduling, and referral management across the military health system serving 9.6 million beneficiaries. The government is in the market research phase and these reverse industry day sessions are for information and planning purposes only and do not constitute a formal solicitation. The acquisition timeline indicates industry can expect future engagement through additional industry days, requests for information, and potentially a draft RFP, with an anticipated RFP release in the second quarter of fiscal year 2027 and contract award in the first quarter of fiscal year 2028. The government emphasized the need for standardized, accessible solutions that work across all TRICARE managed care support contractors (Humana Military in the East and Tri-West in the West) and support the military's worldwide healthcare delivery system. Key requirements include "air traffic control" functionality to prioritize complex care at core 15 military medical treatment facilities, coordinate care virtually and in-person, and improve beneficiary accessibility to appointments and services. The DHA's Office of Small Business Programs indicated that small business participation will be pursued at both prime and subcontract levels where capability exists. Questions submitted during or after the event must be received by 5:00 p.m. Eastern Daylight Time on Thursday, June 18, and responses will be posted publicly on SAM.gov by July 2 without identifying company information.

0:20:55.148 --> 0:20:56.28 Rosera, Daniel L (Dan) CIV DHA (USA) Sorry about that.

0:20:57.228 --> 0:21:8.348 Rosera, Daniel L (Dan) CIV DHA (USA) We will start today with the Defense Health Agency briefings, and then at 1030, we will begin having one-on-one sessions. I will now turn it over to Ms. Courtney Chase. Yes, question.

0:21:5.148 --> 0:21:5.548 Kaczynski, Jennifer E CIV DHA (USA) Hey.

0:21:7.788 --> 0:21:8.908 Kaczynski, Jennifer E CIV DHA (USA) Hi, Dan, good morning.

0:21:14.268 --> 0:21:15.508 Rosera, Daniel L (Dan) CIV DHA (USA) I'm sorry, who's asking?

0:21:14.388 --> 0:21:15.468 Kaczynski, Jennifer E CIV DHA (USA) Good morning, everybody.

0:21:17.148 --> 0:21:33.948

Hi, it's Jenny Kosinski. I just want to welcome you this morning to Industry Day. We really appreciate you taking time out of your busy schedules and also for everybody that did provide some responses ahead of time, we're able to take a look at those. And so we do appreciate your time on that.

0:21:36.668 --> 0:21:55.308 Kaczynski, Jennifer E CIV DHA (USA) As Dan stated, please ensure you input your questions into the chat. We're going to do our best to provide responses to all questions that we're able to do so. I know that we had a couple of folks raise their hand during Dan's introduction, so wanted to touch base on that.

0:21:56.828 --> 0:21:58.748 Kaczynski, Jennifer E CIV DHA (USA) Dan Nall.

0:21:59.708 --> 0:22:0.748 Kaczynski, Jennifer E CIV DHA (USA) You have your hand raised?

0:22:1.68 --> 0:22:10.108 Dan Nall - SF Yes, ma'am. Hi, Dan, all with Salesforce. The meeting chat isn't available to me. I didn't know if that was widespread across the attendees, but I don't have access to it.

0:22:11.68 --> 0:22:12.508 Peder Swanson - Optum Serve That's true for us as well.

0:22:13.68 --> 0:22:13.708 Kaczynski, Jennifer E CIV DHA (USA) Okay.

0:22:13.588 --> 0:22:13.948 Emily Ruda Yep.

0:22:16.508 --> 0:22:30.588

Excellent. Well, thank you for letting us know that. I think the best option then is for us to ask you to email the box and we will keep track of that during the meeting itself.

Does that work for everybody?

0:22:33.868 --> 0:22:35.948 Kaczynski, Jennifer E CIV DHA (USA) Alright, thanks for letting us know that.

0:22:40.28 --> 0:22:45.628 Kaczynski, Jennifer E CIV DHA (USA) Okay, I'll turn it back over to Dan, who is going over the schedule for today. Faye, yes.

0:22:41.788 --> 0:22:42.188 Rosera, Daniel L (Dan) CIV DHA (USA) All right.

0:22:44.668 --> 0:22:45.628 Rosera, Daniel L (Dan) CIV DHA (USA) Okay, yes.

0:22:47.148 --> 0:22:55.388 Faye Curran (AFS) Hi, just letting you know, it looks like there are a few folks in the lobby still that have not been entered into the meeting yet. A few of my colleagues have just pinged about that.

0:22:56.748 --> 0:22:58.508 Kaczynski, Jennifer E CIV DHA (USA) I do not see anybody.

0:23:0.108 --> 0:23:1.628 Rosera, Daniel L (Dan) CIV DHA (USA) I don't see anyone on my end either.

0:23:1.948 --> 0:23:2.348

Yeah.

0:23:3.788 --> 0:23:6.108 Faye Curran (AFS) I'll ask him to go ahead and try and rejoin. Thank you so much.

0:23:6.348 --> 0:23:7.708 Kaczynski, Jennifer E CIV DHA (USA) Okay, no worries.

0:23:10.708 --> 0:23:11.468 Kaczynski, Jennifer E CIV DHA (USA) All right, Dan.

0:23:11.68 --> 0:23:11.588 Rosera, Daniel L (Dan) CIV DHA (USA) Okay.

0:23:12.588 --> 0:23:31.388 Rosera, Daniel L (Dan) CIV DHA (USA) All right, we'll start with the slide again. So here's the agenda for the next two days. We are set out today with the DHA Defense Health Agency briefings and then at 1030, we'll begin having one-on-one sessions with industry. I'll now turn it over to Ms. Courtney Chase, our contracting officer, for the goals of reverse industry today.

0:23:31.868 --> 0:23:33.308 Rosera, Daniel L (Dan) CIV DHA (USA) This chase, the floor is yours.

0:23:38.588 --> 0:24:0.988 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) Thank you so much. Good morning, everyone. Thank you for joining. My name is Courtney Chase and I am the contracting officer with the Defense Health Agency contracting activity, also known as DACA. I am the contracting counterpart of the government team. I work alongside the subject matter experts and program managers on this RC3 acquisition.

0:24:1.388 --> 0:24:7.708 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) We're thrilled that you have expressed interest in the program and have joined the meeting via Teams this morning.

0:24:10.188 --> 0:24:24.188 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) So why are we here today? We are here to begin engaging with industry at the beginning stages of planning the potential government requirement for a solution to develop an enterprise-wide referral care coordination center.

0:24:25.548 --> 0:24:44.28 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) Engaging with industry now will help the government with our market research, defining the requirement, and could influence the government's acquisition strategy for obtaining the most innovative solution that represents the best value. We want to increase transparency and facilitate better communication between the government and industry.

0:24:44.508 --> 0:25:7.548 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) to reduce misunderstandings and ultimately improve mission success. Lastly, the government staff wants to become more educated on how industry identifies, tracks, prices, and responds to solicitations, including barriers to competition. The questions provided in the special notice for this reverse industry day outlined specific areas of interest for the government, 0:25:7.868 --> 0:25:11.948 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) And we look forward to hearing industry's responses to those questions.

0:25:17.828 --> 0:25:18.988 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) Next slide, please.

0:25:21.388 --> 0:25:41.388 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) The Federal Acquisition Regulation has recently underwent an overhaul, so it's now Revolutionary Federal Acquisition Regulation Overhaul, or RFO. Within the RFO, Part 15- 101 discusses exchanges with industry before receipt of proposals. So that's where we are currently.

0:25:41.788 --> 0:26:1.188

The government is in market research phase of requirement for planning our C3 program. These reverse industry days are being conducted solely for information and planning purposes and does not constitute A solicitation. As such, if your company provides A brief to the government via a one-on-one session during this event, 0:26:1.708 --> 0:26:24.348 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) Such briefing will not be considered an offer and will not be accepted by the government to form a binding contract. Additionally, presenters are solely responsible for all expenses associated with briefing the government during these reverse industry days. Any exchanges of information must be consistent with procurement integrity requirements that are outlined in FAR part 3-104.

0:26:27.308 --> 0:26:27.548 Joanne Frederick But.

0:26:32.348 --> 0:26:55.788 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) This next slide and the last one for me is regarding next steps. So we'll issue formal notices for the RC3 requirement to the government point of entry or sam.gov, which I'm sure you're all familiar with. It's encouraged that you monitor sam.gov closely. The acquisition timeline and specific requirements are still in the planning stages, but industry could expect

0:26:55.908 --> 0:27:14.908 Chase, Courtney F. CIV DHA DHA CONTRACTING ACT (USA) future engagement with additional Industry Day announcements, requests for information, and potentially even a draft request for proposals sometime between now and the anticipated RFP release date, which is sometime in the second quarter of fiscal year 2027. And

0:27:15.68 --> 0:27:20.748

We anticipate an award in the first quarter of fiscal year 2028.

0:27:26.228 --> 0:27:31.788

And that's it for me. I'll turn it back over to Dan. Thank you all for being here. We appreciate it.

0:27:33.468 --> 0:27:40.988 Rosera, Daniel L (Dan) CIV DHA (USA) Thank you, Miss Chase. It's my pleasure to introduce our keynote speaker, the requirements owner and champion, Miss Julian. Miss Julian is a member.

0:27:34.28 --> 0:27:34.268 70******27 Yeah.

0:27:42.268 --> 0:28:3.908 Rosera, Daniel L (Dan) CIV DHA (USA) of the Senior Executive Service and currently serves as the Deputy Assistant Director for Health Care Operations, Defense Health Agency, excuse me, Falls Church, Virginia. She's responsible for the policy, procedures, and direction of health care delivery in the military hospitals and clinics, management of the military health system's electronic health record, 0:27:54.228 --> 0:27:54.388 70******27 Yeah.

0:28:4.348 --> 0:28:22.788 Rosera, Daniel L (Dan) CIV DHA (USA) and for all the military health systems integrated health care delivery system on behalf of 9.5 million beneficiaries. Ms. Julian previously served as the Chief of Health Care Optimization, sorry, excuse me, Optimization Division.

0:28:18.588 --> 0:28:18.748 70******27 Yeah.

0:28:23.148 --> 0:28:24.588

At the Defense Health Agency.

0:28:25.708 --> 0:28:44.628

She was responsible for primary and specialty care operations, patient experience, health care informatics, access to care, referral management, and virtual health execution, and for integrating appointing capabilities with the TRICARE Network. Her decades of operational excellence

0:28:39.788 --> 0:28:39.908 70******27 Yeah.

0:28:44.988 --> 0:28:51.308 Rosera, Daniel L (Dan) CIV DHA (USA) continue to shape the strategic future of the military health care delivery. Please welcome Miss Julian.

0:28:52.908 --> 0:28:53.948 Rosera, Daniel L (Dan) CIV DHA (USA) Ma'am, the floor is yours.

0:28:54.828 --> 0:29:13.708 Julian, Regina M SES DHA HLTH CARE OPS (USA) Hello. Thank you, everyone. We are so excited. So many of you were able to join. As Courtney said earlier, one of our goals is for you to educate government staff. And I'm one of the government staff that wants to avail myself of your expertise.

0:29:5.788 --> 0:29:5.868 70******27 The.

0:29:13.948 --> 0:29:34.348 Julian, Regina M SES DHA HLTH CARE OPS (USA) I'm going to do the overall discussion of kind of strategies so you can see where we're aligning this. And then my team, Commander Kelly, Captain Select, congratulations, Brenna Kelly and Miss Julie Pruitt will brief. But I want to kind of talk about a strategic overview. So you know, 0:29:21.108 --> 0:29:21.388 John Page G.

0:29:22.868 --> 0:29:23.348 70******27 Mmh.

0:29:34.628 --> 0:29:54.908 Julian, Regina M SES DHA HLTH CARE OPS (USA) where we are, where we're going, and really importantly, why we're going there. And that'll form the context of this really, really important future acquisition to help knit it together. These are the things we're going to talk about, but you know, you heard my duty title. I think it's important to understand who I am too.

0:29:55.148 --> 0:30:19.628 Julian, Regina M SES DHA HLTH CARE OPS (USA) and why this is, we're so passionate about this. Like many people on my staff, like my deputy, Dr. Casey Gainey, a double board certified physician. I was born into the military health system and I served in the Air Force and now I'm A retiree in the system and my parents are retirees out of the system. So this is truly a family business and we look at our entire

0:30:1.868 --> 0:30:2.28 70******27 Oh.

0:30:19.668 --> 0:30:40.348 Julian, Regina M SES DHA HLTH CARE OPS (USA) entire 9.6 million beneficiary population as part of our military family. And I won't say the actual quote from Admiral Vine until we get to LOE 4, but it really is really important to us. And access is great, but accessibility is absolutely key.

0:30:40.468 --> 0:30:59.68 Julian, Regina M SES DHA HLTH CARE OPS (USA) And he always stresses that. We have quite good access. We just need better accessibility. And that's the care coordination, the referral management, making appointments easy to get, and how do we coordinate and navigate the system. Of all the things that are under me, the newest member of the HCO family, 0:30:48.388 --> 0:30:48.508 70******27 Yeah.

0:30:59.308 --> 0:31:18.428 Julian, Regina M SES DHA HLTH CARE OPS (USA) is Department of War VA. And so those are its really important partner we have. And we have other partnerships as well with Kaiser Permanente and other merging partners so that we can really make sure that we knit our system together. What we're really looking at is a way to take our

0:31:18.508 --> 0:31:38.348 Julian, Regina M SES DHA HLTH CARE OPS (USA) Our supply, which is private sector care and direct care and VA and all those things, that's our supply. And because we are a worldwide healthcare system, the only worldwide healthcare system, we have to take that supply and make it easy to apply that supply

0:31:38.588 --> 0:31:50.108 Julian, Regina M SES DHA HLTH CARE OPS (USA) to meet demand locally, regionally, and globally, because our beneficiaries are all over and we need to make sure they get great care. Next slide.

0:31:45.388 --> 0:31:45.628 70******27 Oh yeah.

0:31:55.468 --> 0:32:17.228 Julian, Regina M SES DHA HLTH CARE OPS (USA) So we have a strategic plan and a campaign here at the Defense Health Agency under the leadership of Vice Admiral Darren Vai. And there are four lines of effort. And DADHCO is responsible for three of them. And so I want to explain that because really this is a key piece of that.

0:32:17.548 --> 0:32:36.588 Julian, Regina M SES DHA HLTH CARE OPS (USA)

So the first one is delivering war fighter readiness. Those are active duty service members. And that includes Coast Guard. So Army, Navy, Air Force, Marines, Guardians, Public Health, Coast Guard, those are all beneficiaries. They all have to be ready. Now, the specifics on this, 0:32:36.908 --> 0:32:56.468 Julian, Regina M SES DHA HLTH CARE OPS (USA) are that we have a lot of people on limited duty or in the Air Force, we call it profiles.

And that's, you have to be on profile. So let's say you have a torn ACL. But how long is that profile? So we're establishing standards for that time, and we're trying to reduce time in excess of that.

0:32:56.748 --> 0:33:19.708 Julian, Regina M SES DHA HLTH CARE OPS (USA) And that usually comes from, we can't get someone into an appointment, they can't get into surgery, they can't get care out in the private sector, or they just give up getting care in the private sector. So they're on limited duty. And so the way Admiral Bai takes that is the total number of days divided by what we expect out of a person, and then he goes to his stakeholders on the joint staff, 0:33:19.748 --> 0:33:38.988 Julian, Regina M SES DHA HLTH CARE OPS (USA) the combatant commands, and said, I'm going to give you 1000 more people on the boat, 1000 more active duty service members. So that means we need to make sure that we coordinate care virtually and we arrange care into our direct care centers of excellence, our large

0:33:39.108 --> 0:33:59.308 Julian, Regina M SES DHA HLTH CARE OPS (USA) core 15 military medical treatment facilities, but that we also get care in the network in an expeditious way because we want to get people off limited duty, off profile. So access and accessibility is absolutely key there. The next one is delivering medical

0:33:59.388 --> 0:34:18.548 Julian, Regina M SES DHA HLTH CARE OPS (USA) warrior. So there's many active duty people. I see Captain Cohn, he's a medical warrior. I was a medical warrior once. And so we're the only health care system where our active duty who work in our military medical treatment facilities at headquarters, anywhere, have to deploy and go to war.

0:34:19.388 --> 0:34:38.428 Julian, Regina M SES DHA HLTH CARE OPS (USA) And we just had the MHS conference. A number of you may have been there, but I wrote down what Honorable Bass, the Assistant Secretary of War for Health Affairs, said, and I weaved it into my subsequent briefings. And that is the war fighter cannot be the bill payer.

0:34:38.748 --> 0:34:40.748 Julian, Regina M SES DHA HLTH CARE OPS (USA) of an untrained medic.

0:34:41.908 --> 0:35:0.748 Julian, Regina M SES DHA HLTH CARE OPS (USA) Think about that. Do you want someone operating on a loved one who's been injured in battle, in theater, who's done that procedure one time last month, or three times the day before they left and deployed? And the answer is the latter. So to do that, we need to increase the volume.

0:35:0.788 --> 0:35:22.668 Julian, Regina M SES DHA HLTH CARE OPS (USA) and the complexity at our core locations. So that's going to require us prioritizing complexity. It could be VA, it could be TRICARE for Life beneficiaries like my parents. It could be someone from Minot who we need to get into a center of excellence down at Brooke Army Medical Center at Wolford Hall Ambulatory Surgery Center.

0:35:22.868 --> 0:35:42.108 Julian, Regina M SES DHA HLTH CARE OPS (USA) or Darnall or San Diego or Madigan or Tripler or William Beaumont, Portsmouth, Walter Reed, ATMC, Womack. Those are our core 15 MTFs. All right. So that's what we have to

do. But what do we have to care for? Is there certain people

0:35:42.228 --> 0:35:57.708 Julian, Regina M SES DHA HLTH CARE OPS (USA) our active duty, our family members, retirees, working age retirees like me. I may have a low complexity issue, a child may need ear tubes, and we want to bring in a head and neck cancer. So that gets me to my other elevator speech comment. We want to keep care in.

0:35:58.668 --> 0:36:15.868 Julian, Regina M SES DHA HLTH CARE OPS (USA) that we need and bring care in that we also need. So that's part of what we're looking for. And we need to make sure they get great care as fast as they deserve as well, because we do have statutory access to care standards. Would you have a drink of water?

0:36:17.868 --> 0:36:35.468 Julian, Regina M SES DHA HLTH CARE OPS (USA) Joint war fighting capabilities, absolutely critical to the combat commander. Not germane here, but I'll name. Research and development, training, joint trauma system, blood program. That's our joint war fighting capabilities. But the last one, and this is the way Admiral Bayh frames it, 0:36:36.988 --> 0:36:55.948 Julian, Regina M SES DHA HLTH CARE OPS (USA) great quality, safe care that all 9.6 beneficiaries deserve. So that's #4. So this is how we bring people in, again, for line of effort too, but we need to make sure everybody has great care. They could be at Laughlin Air Force Base, Munson Army Health, 0:36:56.228 --> 0:37:15.748 Julian, Regina M SES DHA HLTH CARE OPS (USA) clinic, Corpus Christi. I always try to name one from installation on each service. There are DHA, MTFs on the Army, Navy, Air Force installations. And again, we want to coordinate their care virtually, asynchronously, synchronously, and in person.

0:37:16.348 --> 0:37:38.828 Julian, Regina M SES DHA HLTH CARE OPS (USA) depending on what is clinically appropriate. We don't do that with what's called air traffic control. So that's kind of my shorthand of what we're looking at. We know that there's a lot of different ways to do it versus the way I did it since I was a lieutenant, which is patients, you know, calling the appointment center that was under me when I was first lieutenant, Regina Julian, 0:37:39.308 --> 0:37:48.348

But there are other technologies and capabilities that are probably out there, and we're looking for your insight into that. So next slide.

0:37:53.68 --> 0:38:12.68 Julian, Regina M SES DHA HLTH CARE OPS (USA) These are numbered differently, so I don't want to go over. So this is our mission. We're looking at it. It can be one, it can be multiple. We're not sure. It's just the concept of kind of air traffic control. There's a pointing. There's making sure that we have a way to prioritize the care and identify the complex care we should keep.

0:38:12.188 --> 0:38:31.468 Julian, Regina M SES DHA HLTH CARE OPS (USA) or we should bring in, and that other care that we could easily find another alternative for it. We want standardization. So we want innovation. But as someone on this call told me about five years ago, we can't innovate unless it's on a bedrock of standardization.

0:38:32.108 --> 0:38:56.308 Julian, Regina M SES DHA HLTH CARE OPS (USA) even more to the case, our staff and our patients shouldn't have to learn how to navigate a new system every single time they PCS. So we want to have that reliability, that replicability across our system. And we need to work with our wonderful partners at our TRICARE managed care support contractors. And that includes overseas, international

0:38:56.388 --> 0:39:16.108 Julian, Regina M SES DHA HLTH CARE OPS (USA) LSOS, in the East Humana Military, and in the West, Tri-West. We want to improve the patient experience. You know, there's great care, and there's great care that people want to stay in. It's easier to keep a customer than bring new customers in. I hate calling a patient a customer, but let's think of it that way.

0:39:16.308 --> 0:39:34.828 Julian, Regina M SES DHA HLTH CARE OPS (USA) So we want a great patient experience. And we want it to have great accessibility. We need to make the right way the easy way. So the example, Admiral Vio is brings up is another capability we have. Twelve years of 94% or above patient satisfaction.

0:39:35.108 --> 0:39:57.548

And that's the nurse advice line, 1-800-TRICARE option one. We want something really easy where patients know exactly. I call them patients, they're our beneficiaries, but I call them our patients, so that they know exactly what they need to do. And if they don't, they know an easy way to get that information. So we want to prioritize complex care.

0:39:57.708 --> 0:40:16.908 Julian, Regina M SES DHA HLTH CARE OPS (USA) We don't want to prioritize complex care at Dover, okay, or Munson Army Health Clinic.

We want them to be able to have care. We want them to get care for their beneficiaries easily. But that is not where I'm trying to increase complexity. Complexity are our large, what we call readiness training platforms. Think our large medical centers.

0:40:17.708 --> 0:40:38.468 Julian, Regina M SES DHA HLTH CARE OPS (USA) Those are also where our centers of excellence are nested. So we want to support our centers of excellence and make sure, again, we bring the complexity in. We want to make sure we always support all our beneficiaries, including our active duty, because we need to get them ready to go to war. God willing, they don't have to, but they must be ready to support.

0:40:38.548 --> 0:41:0.148 Julian, Regina M SES DHA HLTH CARE OPS (USA) support the Department of War and I'll let my team talk about documentation that is needed. There's needed documentation, but that can be done electronically versus someone was told me fax that to me recently and I was just slummoxed and dumbfounded because I don't even know where to find a fax machine anymore and I think that we have matured beyond that.

0:41:0.748 --> 0:41:1.468 Julian, Regina M SES DHA HLTH CARE OPS (USA) Next slide.

0:41:3.788 --> 0:41:23.28 Julian, Regina M SES DHA HLTH CARE OPS (USA) So we want to hear from you. We want to hear ideas. I won't stay on the whole time. My team will. There's a number of people besides the two principles I mentioned before.

These are what things we're looking at. But how we do it, okay, we're amenable to hearing about different things. What we need to do, you just heard.

0:41:23.228 --> 0:41:47.388 Julian, Regina M SES DHA HLTH CARE OPS (USA) and that's not negotiable. We will make sure we have an accessible system where we support the lines of effort, which support our responsibilities to the combatant commander and the Secretary of War. With that, I think there were some questions. Is anyone checking the mailbox for questions? Yes, Jennifer is. We always rely on Jennifer.

0:41:47.628 --> 0:41:56.988 Julian, Regina M SES DHA HLTH CARE OPS (USA) Before I depart and leave it to my wonderful team, I wanted to see, Jennifer, can I ask if there's any questions or is that allowed or not?

0:41:57.788 --> 0:42:10.988 Kaczynski, Jennifer E CIV DHA (USA) Yes, ma'am. We are actually going to request folks, I'm monitoring the box. I don't see anything in there just yet. So we're going to ask that you raise your hand and we will certainly answer any questions. Thank you.

0:42:14.668 --> 0:42:16.428 Julian, Regina M SES DHA HLTH CARE OPS (USA) See, you can do those settings.

0:42:17.788 --> 0:42:21.708 Julian, Regina M SES DHA HLTH CARE OPS (USA) Is everybody just like, I can't believe she said that many words that fast.

0:42:20.468 --> 0:42:20.708 Rosera, Daniel L (Dan) CIV DHA (USA) And.

0:42:28.508 --> 0:42:43.308 Julian, Regina M SES DHA HLTH CARE OPS (USA) General Harrell once said, wait 30 seconds while people think about it. So Jennifer, I think this is the first time I've not ever gotten, oh, someone named Matt. Thank you. I was going to say this is the first time I've never gotten any questions. Matt, hello.

0:42:37.548 --> 0:42:37.788

Yep.

0:42:39.708 --> 0:42:41.68 Kaczynski, Jennifer E CIV DHA (USA) Matt from Accenture.

0:42:44.348 --> 0:42:47.148 Kaczynski, Jennifer E CIV DHA (USA) Good morning. Good morning, Matt. Go ahead.

0:42:54.828 --> 0:42:56.428 Julian, Regina M SES DHA HLTH CARE OPS (USA) Matt, we cannot hear you.

0:43:1.468 --> 0:43:5.868 Julian, Regina M SES DHA HLTH CARE OPS (USA) You might have to check your settings on your microphone. It looks like you're still muted.

0:43:7.788 --> 0:43:8.668 Julian, Regina M SES DHA HLTH CARE OPS (USA) Last chance.

0:43:11.708 --> 0:43:22.668 Julian, Regina M SES DHA HLTH CARE OPS (USA) All right, Jennifer. Well, I'm leaving it to you, your team, and Commander Captain Select Brenna Kelly. Over to you, team.

0:43:26.708 --> 0:43:26.868 Kaczynski, Jennifer E CIV DHA (USA) Yeah.

0:43:28.668 --> 0:43:29.788

Thank you, Miss Julian.

0:43:32.188 --> 0:43:33.388

Dan, turning it back to you.

0:44:1.468 --> 0:44:3.948 Kaczynski, Jennifer E CIV DHA (USA) Hi, Dan, can you hear us?

0:44:6.348 --> 0:44:7.628 Kaczynski, Jennifer E CIV DHA (USA) We cannot hear you.

0:44:11.68 --> 0:44:11.628 Kaczynski, Jennifer E CIV DHA (USA) Okay.

0:44:11.548 --> 0:44:32.508 Rosera, Daniel L (Dan) CIV DHA (USA) I'm sorry, we hit a mute mic there for a second. So, yes. So, thank you, Miss Julian, for the insightful presentation. We did check for questions and we will continue to look for more. Miss Pruitt and Commander Kelly, did you have any comments before we move on to

0:44:14.868 --> 0:44:15.388 Kaczynski, Jennifer E CIV DHA (USA) There you go.

0:44:32.828 --> 0:44:34.228 Rosera, Daniel L (Dan) CIV DHA (USA) Off as a small business.

0:44:36.348 --> 0:44:56.28 Pruitt, Julie R CIV DHA (USA) Yeah, good morning, everybody. I just wanted to reiterate Miss Julianne. I'm Miss Julie Pruitt, and I'm the chief of the Integrated Referral Management Branch. And our team is responsible for a lot of the requirements for this effort. And I recognize a lot of the names in the room, so it's great to see so many familiar faces that are

0:44:56.588 --> 0:45:15.388 Pruitt, Julie R CIV DHA (USA) very familiar with our work and as we work to develop an enterprise solution for appointing, referral management, some care coordination. And like Miss Julian said, we really want something that can define, we always use poor Minot in Grand Forks, North Dakota, but if we can

0:45:15.588 --> 0:45:36.748 Pruitt, Julie R CIV DHA (USA) If I'm sitting in Minot or Grand Forks and I can help a beneficiary that's in San Antonio or San Diego or Madigan, how can we make that happen? And those of you that know me, I know I have a real passion for the people and for the healthcare operations and access.

And I think it's very important that we work with all of you to find the best practices out there.

0:45:37.28 --> 0:45:42.828 Pruitt, Julie R CIV DHA (USA) Again, I just want to thank you all for being here and taking your time to help us get better.

0:45:44.268 --> 0:45:45.148 Pruitt, Julie R CIV DHA (USA) Commander Kelly.

0:45:50.28 --> 0:46:11.548 Kelly, Brenna S CDR USN DHA HEALTHCARE OPS (USA) Thank you. Hi, good morning. I'm Commander Brenna Kelly. I am the Chief of Healthcare Optimization Division here at DHA headquarters. And I would like to echo what Miss Julian and Julie Pruitt just said. And thank you all for being part of this reverse industry day.

0:46:11.948 --> 0:46:31.388 Kelly, Brenna S CDR USN DHA HEALTHCARE OPS (USA) We in the MHS, we do a lot of great work. And one of the benefits of having an industry day is learning from you because we have great processes and we are always trying to get better. And

0:46:31.828 --> 0:46:48.268 Kelly, Brenna S CDR USN DHA HEALTHCARE OPS (USA) Hopefully we will learn from you and even get better for the future state to serve our beneficiaries the best we can. So we're really looking forward to our interview sessions with each of you. Thanks for being here.

0:46:51.28 --> 0:47:0.508 Rosera, Daniel L (Dan) CIV DHA (USA) Thank you. So I'm going to take a second. I think there may be a team setting that will allow attendees all to present. Let me change that.

0:47:2.908 --> 0:47:4.908 Rosera, Daniel L (Dan) CIV DHA (USA) Then we will ask questions.

0:47:11.188 --> 0:47:17.468 Rosera, Daniel L (Dan) CIV DHA (USA) OK, looking, it looks seems to be the meeting that does show that all mics are allowed for all attendees.

0:47:19.468 --> 0:47:32.508 Rosera, Daniel L (Dan) CIV DHA (USA) So I'm not too sure why attendees are not able to come or put into chat. So sorry about that. But we will get back on track here with Office of Small Business.

0:47:39.468 --> 0:47:41.948 Rosera, Daniel L (Dan) CIV DHA (USA) Start presenting again. Here we go.

0:47:43.308 --> 0:47:46.988 Rosera, Daniel L (Dan) CIV DHA (USA) Miss Cassandra Martin and Miss Brittany Ryans.

0:47:51.308 --> 0:47:52.508 Martin, Cassandra G CIV DHA OSBP (USA) Okay, good morning.

0:47:55.628 --> 0:48:17.548 Martin, Cassandra G CIV DHA OSBP (USA)

So I am Cassandra Martin, and I'm with the Small Office of Small Business Programs at the Defense Health Agency. I'm the director there. With me presenting today will be one of our small business professional, Miss Brittany Ryan. I'm going to start out this morning by just giving an overview and then turn it over to Brittany.

0:48:17.868 --> 0:48:38.268 Martin, Cassandra G CIV DHA OSBP (USA) because she is participating with this team as our small business representative for this effort. So we do have, for my small business folks that might be in a room or connected to us, we are there to advocate for small business participation. So

0:48:38.628 --> 0:48:58.828 Martin, Cassandra G CIV DHA OSBP (USA) For those of you who have not met or not exactly sure what we do in the small business office, with this slide here, it kind of shows what we do. We're there to make sure that there are opportunities for small businesses with all DHA

0:48:59.388 --> 0:49:18.508 Martin, Cassandra G CIV DHA OSBP (USA) contracts. We do have a part in what we call the whole acquisition cycle. We participate on the integrated product teams. Ms. Brittany is there for this effort. And we do look out for those opportunities at both the prime and subcontract levels.

0:49:18.988 --> 0:49:38.708 Martin, Cassandra G CIV DHA OSBP (USA) So we do work with other industry partners, all of our contracting professionals within DHA to, number one, to understand the requirement and to also talk about ways that we can make sure that there are some participation by the small business.

0:49:38.788 --> 0:49:59.148 Martin, Cassandra G CIV DHA OSBP (USA) when we can. And of course, that's going to depend on market research and other information that we know with respect to capability. So we're there. We're looking for always innovative kinds of products and supply and services. And what we do helps to maintain our

0:49:59.468 --> 0:50:12.668 industrial base for the Department of War and the overall worldwide economic development, and of course, the military health care delivery system. Next slide, please.

0:50:17.548 --> 0:50:17.948 Martin, Cassandra G CIV DHA OSBP (USA) We.

0:50:23.428 --> 0:50:42.788 Martin, Cassandra G CIV DHA OSBP (USA) Excuse me, this slide just shows where we are positioned within the department, excuse me, the Defense Health Agency. I report up to our deputy director, Dr. Smith, Dr. David Smith. We have that direct line through him to Aviralai.

0:50:43.388 --> 0:50:45.68 Martin, Cassandra G CIV DHA OSBP (USA) I have a staff.

0:50:46.188 --> 0:50:59.388 Martin, Cassandra G CIV DHA OSBP (USA) of seven. We have a deputy and six small business professionals and we are supported.

We have a contract support team as well.

0:51:3.28 --> 0:51:4.988 Martin, Cassandra G CIV DHA OSBP (USA) Okay, next slide.

0:51:8.788 --> 0:51:28.188 Martin, Cassandra G CIV DHA OSBP (USA) What we do, there's some things at the top of the water line and some things below that most folks do not see or even know that those are the sort of the things that we do.

At the top, most folks see us there conducting small business reviews, procurement requirements, 0:51:28.268 --> 0:51:47.148 Martin, Cassandra G CIV DHA OSBP (USA) within the DHA, and they also see us at various national and local level outreach events.

We are there at those events to find small business partners, find those capabilities, those innovative capabilities out there that could help the DHA with their mission.

0:51:48.428 --> 0:52:10.428

But below the water line, we also do many other things. One of those would be as a integrated product team member for Miss Ryan's is with this team. And we like to be there because it gives us an early look at what the requirement is. It helps us to understand and it helps us to

0:52:11.68 --> 0:52:30.428 Martin, Cassandra G CIV DHA OSBP (USA) perhaps match small business with that effort. But certainly, we are there to help find just where we can get the small businesses to participate. So we do a number of things.

That market research is there. We do our own market research in addition to

0:52:30.628 --> 0:52:49.628 Martin, Cassandra G CIV DHA OSBP (USA) working with acquisition and contracting professionals there. We look at that, and that really, really does help us to help shape and influence the requirement. So there's various things. I won't go over a lot of them. We do review.

0:52:49.868 --> 0:53:5.228 Martin, Cassandra G CIV DHA OSBP (USA) the acquisition plans, any strategy reviews. If there is some discussion about consolidation or bundling of a requirement, we are certainly there to look at what is being discussed.

0:53:8.188 --> 0:53:9.388 Martin, Cassandra G CIV DHA OSBP (USA) Okay, next slide.

0:53:13.308 --> 0:53:32.268 Martin, Cassandra G CIV DHA OSBP (USA) We have this slide up here just to show our small business achievement for the agency as of the 31st of May. You will see total small business eligible dollars is that 2.4 billion number and what we've awarded as of that

0:53:32.348 --> 0:53:51.548 date to small businesses that 1.4 billion. So we do not have an assigned goal for 26.

Actually, no agency has their goals. So we are comparing

0:53:52.188 --> 0:54:1.268 Martin, Cassandra G CIV DHA OSBP (USA) to our last year's goal, which is 45.5%, meaning 45.5% of all of our contract.

0:54:2.28 --> 0:54:10.268 Martin, Cassandra G CIV DHA OSBP (USA) dollars should go to small businesses. We are at 58.69 percent.

0:54:11.308 --> 0:54:30.268 Martin, Cassandra G CIV DHA OSBP (USA) as of 31st May. So we are very pleased with that number. We've been doing very well over the last three to five years. We've always exceeded. And we could not do that without our acquisition and contracting professionals. And of course, 0:54:30.588 --> 0:54:37.628 Martin, Cassandra G CIV DHA OSBP (USA) those of you who have those capabilities to help us is really helping us to shape our achievements.

0:54:39.908 --> 0:54:48.108 Martin, Cassandra G CIV DHA OSBP (USA) So we've done well overall, and we've done well in where we had some socioeconomic goals. We've exceeded those as well.

0:54:50.788 --> 0:54:52.388 Martin, Cassandra G CIV DHA OSBP (USA) Okay, next slide.

0:54:58.668 --> 0:55:0.108 Martin, Cassandra G CIV DHA OSBP (USA) Okay, so...

0:55:0.988 --> 0:55:5.708

This is where I'm going to turn it over to Ms. Ryan. Thank you, Brittany.

0:55:6.588 --> 0:55:30.908 Ryans, Brittany N CIV (USA) Thank you. Good morning, everyone. As a member of the ITP, the Office of Small Business serves as advisors and advocates for the small business utilization through acquisition planning and execution. As a market research partner, our role is to ensure that all small businesses considerations are evaluated early rather than after.

0:55:30.948 --> 0:55:49.948 Ryans, Brittany N CIV (USA) after acquisition decisions have been made. We provide market intelligence, identify capable vendors, access social economic opportunities, and help shape acquisition strategies that align with small business missions and requirements and small business objectives.

0:55:50.508 --> 0:56:4.668 Ryans, Brittany N CIV (USA) By participating in IPT discussions from the beginning, we help reduce acquisition risk and increase competition while maintaining compliance with the federal regulations.

Next slide, please.

0:56:9.228 --> 0:56:29.388 Ryans, Brittany N CIV (USA) The acquisition life cycle, this is the Office of Small Business Touchpoint, step one, and the requirements development. We review requirements for potential bundling concerns and identify opportunities where small businesses may be able to perform the work.

And step two, during the market research, we help

0:56:29.428 --> 0:56:50.828 Ryans, Brittany N CIV (USA) validate the small business sources, evaluate social economic categories such as small disadvantaged businesses, woman-owned small businesses, HUBZone firms, and service-disabled veteran-owned small businesses. And step 3, and that during the acquisition strategy, we participate in a small business

0:56:51.628 --> 0:57:13.508 Ryans, Brittany N CIV (USA) review developing acquisition strategies and provide recommendations regarding set asides. And step 4, during the solicitation development, we review requirements to ensure they do not create unnecessary barriers to small businesses participation and verify subcontract

0:57:13.788 --> 0:57:15.868 Ryans, Brittany N CIV (USA) requirements when applicable.

0:57:17.148 --> 0:57:36.428 Ryans, Brittany N CIV (USA) And finally, the award and post-award stage, we monitor small business achievements, we track subcontracting plans performances, and we support reporting requirements.

This continuous engagement ensures small businesses consideration remain integrated throughout the acquisition process.

0:57:36.748 --> 0:57:39.148 Ryans, Brittany N CIV (USA) rather than occurring at one single point in time.

0:57:40.668 --> 0:57:41.788 Ryans, Brittany N CIV (USA) Next slide, please.

0:57:44.828 --> 0:58:6.508 Ryans, Brittany N CIV (USA) The Office of Small Business is committed to being a resource for both government stakeholders and industry partners. We encourage vendors to engage with us early and participate in market research activities and monitor the DHA procurement forecast for upcoming opportunities. Our office can provide guidance regarding DHA processes.

0:58:6.828 --> 0:58:22.908 Ryans, Brittany N CIV (USA) outreaches, events, and small business programs. We welcome and continue engagement and look forward to partnering with industry to help support the DSA mission. And here is our phone number and our email. Also, our website is listed.

0:58:26.508 --> 0:58:27.868

Next slide, please.

0:58:30.588 --> 0:58:41.868

Thank you for your participation today. Our office is happy to answer any questions. Like I said, we provided our contact information on the slide before.

0:58:42.748 --> 0:58:43.388 Ryans, Brittany N CIV (USA) Thank you.

0:58:44.508 --> 0:58:52.668 Rosera, Daniel L (Dan) CIV DHA (USA) Hey everyone, does anyone have any questions that wants to raise their hand, that we can give those questions to small business right now?

0:58:53.828 --> 0:58:56.708 Rosera, Daniel L (Dan) CIV DHA (USA) Any hands up? Any questions for small business?

0:58:59.148 --> 0:59:8.28 Rosera, Daniel L (Dan) CIV DHA (USA) Okay, well, thank you, Ms. Martin and Ms. Ryans for your presentation on small business duties and responsibilities. This concludes our portion. No, do we have a question?

0:59:5.188 --> 0:59:6.108 Martin, Cassandra G CIV DHA OSBP (USA) Thank you so much.

0:59:5.308 --> 0:59:6.28 Ryans, Brittany N CIV (USA) Thank you.

0:59:10.748 --> 0:59:12.188 Rosera, Daniel L (Dan) CIV DHA (USA) Kasinski has her hand up.

0:59:14.588 --> 0:59:32.868

Hello again. So I have been monitoring the mailbox and I'm seeing that some of you did not get confirmation on your requested meeting times. So if you would, please submit another request.

0:59:33.468 --> 0:59:49.868 Kaczynski, Jennifer E CIV DHA (USA) I'm going through the old emails right now, but I want to make sure I don't miss anything. So more is better for me in terms of communication. So if you could just send me a note, and I've just scheduled a few of you. We want to make sure we give everyone that opportunity. All right.

0:59:51.148 --> 0:59:52.108 Kaczynski, Jennifer E CIV DHA (USA) Thank you so much.

0:59:55.148 --> 1:0:10.268 Rosera, Daniel L (Dan) CIV DHA (USA) Okay, so this concludes our briefings from the government side. We can now open the floor to the variety of questions. Please go ahead and raise your hand for any of our speakers to answer questions or if you have a question in general that you would like to ask DHA.

1:0:18.908 --> 1:0:21.228 Rosera, Daniel L (Dan) CIV DHA (USA) I have not seen any hands up.

1:0:23.468 --> 1:0:28.828 Rosera, Daniel L (Dan) CIV DHA (USA) Is there anything in the mailbox question wise?

1:0:29.628 --> 1:0:30.588 Kaczynski, Jennifer E CIV DHA (USA) No, there is not.

1:0:31.948 --> 1:0:39.268 Rosera, Daniel L (Dan) CIV DHA (USA) Okay, well this concludes our portion of the morning session then. We will begin one-on-one industry meetings starting at 1030.

1:0:40.508 --> 1:1:0.988
