AMENDMENT 1 - ATTACHMENT

QUESTIONS/ANSWERS – RC0017-18 – 2-8 18

1) The Government has an optional line item pricing for Year 5. We would like to know whether the sampling & analysis requirements can be detailed or whether we should repeat the same quantities from Year 3? Year 3

2) RFP Section 52.212-2, Evaluation - 1f requests Experience of the laboratory(ies) for each of these types of testing and analysis. Can the Government clarify whether they are looking for past performance for the lab providing similar analytical services to federal client? Yes

3) Would travel cost be a separate reimbursable line item or included within our line item cost? All included

4) Are there age page limits applicable to the technical proposal? No, but a reasonable amount

5) Would the Government prefer that the price information be submitted in a separate volume from the technical proposal? Pricing should be included on the pages within the solicitation

6) May we expand the Business Management Questionnaire form to provide a more comprehensive response that is more than 1 page in length? Sure.

7) Can you please clarify the number of air samples required for each facility….is the number provided for each semi-annual sampling event or for the entire year? For instance, the Atwater Sample Quantity under Year 1 is “3 Camp” and “6 inside the fence” and we are not sure if that means that 18 samples will be collected (9 for each semi-annual event) for the year or just 9 for the entire year. – Not sure where you see SEMI-ANNUAL, we use the work Bi-Annual on page 7, which means every other year those samples are to be included.

8) Also, page 8 “Test Sampling Quantities” says the quantities are for each facility (1st Paragraph) and later says for each building (last sentence, last paragraph). Please clarify if the number of samples is for the facility or the building as we understand that some facilities have multiple buildings. The table represents the number of samples to be taken for both the Camp and FCI locations. If there are multiple buildings at either site the samples would be split between them. Some operations only have a Camp while some have both a Camp and Inside the Fence (FCI) location.

9) What frequency is the noise sampling (one time like the wipe sampling or biannually like the air sampling).

Noise sampling will be conducted annually.

10) The RFQ states “All work, other than laboratory work, will be conducted by a hygienist that has valid, current certification by the American Board of Industrial Hygienists, the Certified Industrial Hygienist®(CIH). We wanted to know if this would be acceptable if an experienced Industrial Hygienist instead of a CIH could conduct the industrial hygiene air, wipe and noise sampling and testing with oversight and report review from a CIH. No, it must be as noted within the RFP.

11) What firm holds the current contract for the Certified Industrial Hygienist services at the UNICOR centers?

AM Health and Safety Inc

12) Are the rates for the current contract published in any U.S. government periodical or accessible in an archive?

SKRC is a new factory and was not done in the past.

ARRC - $3600.00 - $3900.00

LVRC - $3300.00 - $3600.00

MNRC - $3500.00 - $3900.00

TERC - $3600.00 - $4000.00

LERC - $3300.00

13) On page 12 of 23, there are three (3) conditions listed for the DOJ Contractor Residency Requirement:

For three of the five years immediately prior to submission of your offer/bid/quote, or prior to performance under a contract or commitment, individuals or contractor employees providing services to any Federal Bureau of Prisons facility must have:

1. legally resided in the United States (U.S.); or

2. worked for the U.S. overseas in a Federal or military capacity; or

3. been a dependent of a Federal or military employee serving overseas

Is the first condition missing an ‘or’ (see red font)? Otherwise, the first 2 requirements appear to be linked - Yes

– OR is missing

14) Will the responses to these questions be published in the same manner as the RFQ? – responses here and will be via an Amendment

15) Will the responses to other vendors’ questions also be included in the same addendum? Amendment

16) Will the addendum be released prior to the 2/8/18 cutoff date for questions? No – on that date or soon after. (FYI – no other questions have been asked at this time)
