GEOTECHNICAL INVESTIGATION

Rawlins Barracks Replacement

Rawlins, Wyoming

GENERAL PROJECT DESCRIPTION

The BLM seeks professional services to conduct a geotechnical investigation for the anticipated construction of a new Rawlins Barracks Replacement Building and associated site improvements.

The one story “L” shaped structure is anticipated to be approximately 4,888 square feet with wood construction on slab on grade with spread footings with walks, parking, utilities and access road. It is also anticipated to have a future Wildland Fire Station constructed on the South portion of the property with some fill required on the East side for site use.

BACKGROUND

The existing site (latitude 41.7797, longitude -107.2450) is located in Carbon County, Wyoming located Northeast of the intersection of Davis Street (HW71) and West Davis Street, Rawlins, Wyoming. The site currently is undevelpoed and owned by the BLM but located within Rawlins City Limits.

SCOPE OF SERVICES

1. General

You are encouraged to visit the site in order to determine the proper equipment and to familiarize yourself with access required to complete this work. Some utilities are buried or are overhead at the site. Approximate boring locations are shown on the attached plans and will be staked on site by the Government. Coordination with the BLM is required for access to the site and to avoid conflicts with ongoing site activities and operations.

Perform subsurface exploration, unified classification of major soil changes, field and laboratory testing, and engineering analysis of the data. Perform labaoratory tests on representative samples of the obtained soils to evaluate in-place moisture content and dry density, gradation, plasticity, consolidation characteristics, expansion potential, R-value, resistivity, soluablity potential, sulfate content and sodium-sulfate content.

Determine ground water level, if any, for each boring at the time of boring. All borings shall be completely filled and the surface compacted.

2. Barracks Replacement Building

Investigate the subsurface soil conditions by boring and sampling at the locations referfenced on the attached drawings for the New Rawlins Barracks Replacement Building. Building borings designated B1 & B2 shall be at least 20 feet deep or two feet into bedrock Borings shall be performed in the presence of a certified geologist or licensed geotechnical engineer.

3. Future Wildland Fire Station

Investigate the subsurface soil conditions by boring and sampling at the locations referfenced on the attached drawings. Building borings designated B3 & B4 shall be at least 20 feet deep or two feet into bedrock Borings shall be performed in the presence of a certified geologist or licensed geotechnical engineer.

4. Sitework.

The soils investigation report should include any recommendations pertinent to the required utility trenching and backfill, curbs, gutters, and sidewalks, site grading, parking area base and asphalt and other ancillary sitework that may be included with this project. Recommendations relevant to the design and construction of sitework features should be based on engineering analysis of the data developed from field and laboratory tests for the other aspects of this project. The report should include recommendations on parking area base prepaption, fill material and thickness and type of asphalt to be used. In addition recommendations for cut slope stability, erosion control, utility bury depths (frost depth) and special drainage requirements shall be included.

DELIVERABLES

Submit a soils investigation report which includes a map depicting the location of each boring, the location and extent of any subsurface features or anomalies and any significant topographic features or vegetation. The report shall also include information on type of equipment and sampling procedures used, field observations, logs of borings, laboratory and field test results, methods of testing, engineering analyses, design values, and recommendations. The report shall be signed by a registered professional engineer, licensed and practicing geotechnical engineering in the State of where the project is located, and shall bear their seal. Two final hard copyies of the report plus an electronic version shall be submitted to this office by the dates shown below. The draft report may be submitted electronically via E-mail. Review comments will be returned within seven days.

The report shall include an engineering analysis of the data developed from the field and laboratory studies with recommendations concerning:

a. Required burial depth of footings and allowable soil bearing values at that depth.

Recommended foundations for the various types of structures (thickened edge, spread footing and pedestal).

b. Active and passive lateral soil pressures including both magnitude and distribution of design pressures. Design parameters for fill areas (slope or crib type) anticipated at the East side of the Future Fire Station site.

c. Site class for seismic in accordance with 2018 IBC.

d. Type of cement to be used in foundation concrete based on the sulfate content of the soil.

e. Groundwater conditions and foundation drainage recommendations including site work.

f. Any other soil or site characteristics (such as expansive clays), which could affect the design, construction, or performance of the recommended foundation types and structures.

g. Provide recommendations regarding road and parking area subgrade preparation and construction procedures as described above.

INSURANCE

Contractor shall provide proof of insurance with a minimum liability coverage of $1,000,000 for each occurrence and workers compensation as required by law.

PRE-WORK ON-SITE MEETING

An on-site pre-work meeting will be held prior to start of work. Time and date as agreed to by both parties. The purpose will be for site inspection, verify hole location, review security/access, confirm schedules and address any last minute coordination issues.

DRILLING OBSERVATION

Contractor shall coordinate with the BLM to provide a minimum 3 working days notice of proposed field work to allow for coordination of on-site observation by a representative of the

BLM.
