Ratings Methods Ratings Descriptors
| Excellent | Proposal demonstrates superior understanding of requirements and approach that exceeds performance or capability standards and contains at least one exceptional enhancing feature that benefits the Government. The highest quality of contract performance is anticipated. |
| Very Good | Proposal demonstrates an exhaustive understanding of the requirements and a thorough approach that meets performance or capability standards. There may be strengths and weaknesses, though they offset one another. Has one or more enhancing features that will benefit the Government. Weakness do not significantly detract from the Quoter’s response. Any weaknesses appear to be correctable and will have little or no impact on contract performance. Risk is low. |
Satisfactory Proposal demonstrates acceptable understanding of requirements and approach that meets performance or capability standards. Acceptable solutions are identified. No major enhancing features will benefit the Government are identified. There is some risk.
Poor Proposal contains deficiencies and significant weaknesses. Based on information provided, there is doubt that the contractor understands the services required to meet the contract requirements. Requirement/services can be met only with major changes to the proposal.
Unacceptable Proposal fails to meet performance or capability standards and requirements of the Solicitation. Failure to understand much of the scope of work necessary to perform the required tasks; failure to provide a reasonable, logical approach to fulfilling the government’s requirements. Proposal is not awardable unless completely revised.
