Overview Background Information Range threat systems electromagnetically emulate potential enemy surface-to-air missile (SAM) systems and anti-aircraft-armament (AAA) systems. They emulate by reproducing the family of electromagnetic emanations: 1) Search and acquisition signals, 2) Target-tracking signals, and 3) Missile guidance signals for each specific enemy weapon. These enemy weapons are designed to search for, track, target, and destroy attacking aircraft. Our aircrews, with their aircraft and associated electronic countermeasures, train against our range threat systems to increase their chance of survival against these enemy threats. The effectiveness and accuracy of air crew training is correlated to the precision of the signal replication. The signals from enemy SAM and AAA systems will be provided by the government. The signals are differentiated into waveform parameters and updated periodically. The signal parameters of our range threat systems need to be validated regularly by comparing them to the parameters given by the government to ensure our air crews are receiving appropriate training and the best preparation for their survival and mission success.

Task Order Objective The objective of this Task Order is to provide the Air Force Life Cycle Management Center, Aerospace Dominance Enabler Division (AFLCMC/HBZ) Range Threat Branch with reports and data from capturing and recording electromagnetic waveforms from USAF Electronic Combat Range Threat Systems. This data will be summarized into report(s) comparing and validating the collected electromagnetic signal parameters and compared against the real world SAM radars being simulated. Classified foreign SAM radar intelligence data and parameters will be provided as Government Furnished Information (GFI).

Scope This Performance Work Statement (PWS) defines the effort required for capturing and recording electromagnetic waveforms from USAF Electronic Combat Range Threat Systems and differentiating the waveforms into signal parameters for comparison to the parameters given by the government. The comparison of electromagnetic signal parameters will determine the validity of the threat systems and the training they offer to flight crews preparing for combat in electromagnetic environments. Signal parameters collected will be analyzed to verify if they are representative of the foreign SAM systems. The results shall be delivered to the Range Threat Systems Program Office (RTSPO) for analysis in a format approved by the RTSPO. There will be a classified portion of the deliverable IAW the appropriate CDRL on contract.

Performance Locations Work under this contract will be conducted primarily at the contractor’s facility. Other work locations include AFLCMC/HBZ and test sites.

Requirements General This effort requires measurement, recording, and then differentiating range threat system electromagnetic emanations into waveform parameters in a format that allows them to be easily compared to the classified GFI parameters. The Contractor shall collect electromagnetic signals at the United States Air Force Training Range, Claiborne Electronic Combat Range, Louisiana. The Contractor shall collect up to a total of 200 signals on up to 10 emitter systems. Signals will range in the RF Spectrum between 2-18 GHz. The period of performance will be 12 months.

Detailed Tasks At contract award, a prioritized list of signals per system at each range that need to be measured will be delivered by the RTSPO. The Contractor shall perform a site survey at the designated ranges to determine what equipment, range support, and resources will be needed. The Contractor shall convey to the government a report of the results of the site surveys (CDRL B001). The report shall include a proposed list of all signals to be recorded (by each system), the method for reducing the signals into a deliverable medium, and a proposed format for Government approval. Each system shall be identified by serial number, Electronic Intelligence Notation (ELNOT), and configuration.

Test Plan The Contractor shall submit a test plan to the SPO which includes the schedule, budget, list of equipment, number, and skill level of personnel IAW the appropriate CDRL on contract. (CDRL B003) Test Procedure The Contractor shall submit a test procedure IAW the appropriate CDRL on contract to the SPO for approval after the test plan has been approved by the SPO. (CDRL B004) The procedure shall list all signals to be recorded, by system.

Signal Analysis The Contractor shall set up a signal analysis system with receivers, corner reflectors and/or any other necessary telemetry equipment required to capture/record electromagnetic radiation from the range threat systems. The signal analysis system and associated test set-up shall have a resolution of at least three times more resolute than the classified GFI data for each parameter. The contractor shall deliver a final report of all testing activities and results (CDRL B002) that summarizes in an unclassified description which signals of which system met the full requirements. This report may utilize unclassified system signal numbers or other unclassified system references to meet the unclassified requirement. This report will include a reference to the classified report with additional classified information.

Final Report A classified version of the final report (CDRL B002) will be delivered which summarize signal performance by ELNOT for each of the measured signals and will include a summary of the measured data, the comparison between the classified GFI data, and any out of tolerance parameters identified.

Test Report The Contractor shall summarize the collected signal data in a signal test report (CDRL B005). This report will summarize the test data, referencing only the system unclassified signal designator with the intent of releasing an unclassified report.

Management Deliver the following management CDRLS to address the content of this PWS. The Program Management Plan will be delivered at the start of the task order to outline the implementation of the program management and specific requirements of this PWS. The status report will include a narrative of activities, accomplishments, and planned activities within the current reporting period, milestones, and planned activities and issues that may affect the task order. Presentation Material CDRL will be used to deliver the Program Management Review information as required.

Task Order Performance Surveillance The contractor’s performance will be monitored by the Government throughout the period of performance of this Task Order. The contractor shall demonstrate compliance with all PWS paragraphs as summarized in Appendix B. Performance Requirements Summary.

Coverage Hours No specific coverage hour’s requirements.

Security Clearance Requirements Facility Clearance The contractor must possess or obtain a facility security clearance at the classification level of Secret prior to performing task order work. The contractor is responsible for obtaining security clearances (submit clearance paperwork to the required investigation agency) for personnel requiring access to classified information. Due to costs involved with security investigations, requests for contractor security clearances shall be kept to an absolute minimum necessary to perform task order requirements.

Personnel Clearance Contractor personnel performing shall have at least a current DoD SECRET clearance. The Contractor shall be responsible for obtaining, maintaining and ensuring the currency of all personnel clearances throughout the task order period of performance Controlled/Restricted Areas The contractor shall implement local base procedures for entry to AF controlled/restricted areas where contractor personnel will work. Safeguarding Classified Information The Contractor shall implement security procedures for classified processing and protection of classified data as required for hardware and firmware in accordance with the DoD-5220.22M National Industrial Security Program Operating Manual (NISPOM, May 16, 2016) and the Electronic Warfare Threat Emitter Security Classification Guide (14 April 2014).

Training Range Security The contractor will need to get access to the ranges where testing is to be completed. The government will sponsor these requests as needed. The access to the systems will also be based on availability of those systems. Contractor personnel traveling to the ranges shall have proper clearances for each range.

Travel Travel to other Government facilities or other contractor facilities will be required to perform the services required by each Task Order. All travel requirements shall be pre-approved by the Government PM or CO and is on a strictly cost reimbursable basis. Costs associated with contractor travel and billing shall be in accordance with Federal Acquisition Regulation (FAR) Part 31.205-46, Travel Costs. Travel within the local area will not be reimbursed. The contractor shall be responsible for all employee travel arrangements by commercial means. Contractor employee travel shall be IAW current Joint Federal Travel Regulations. Transportation may be provided by the military depending on access to bases and availability of commercial transportation. If any travel arrangements cause additional costs to the task order that exceed those previously negotiated, written approval by the government PM or CO is required, prior to undertaking such travel. The contractor shall travel using the lowest cost mode transportation commensurate with the mission requirements. Travel will be reimbursed on a cost reimbursable basis; no profit or fee will be paid. For cost reimbursable CLINS the contractor shall provide costs incurred and incurred cost forecasts per Government request.

Contracting Officer Representative (COR) Inspection The contractor shall present, upon request, any record, plan, program, or other requirement under this PWS, along with compliance documents, for inspection by the COR.

Deliverables The Government requires all deliverables that include Scientific and Technical Information (STINFO), as determined by the Government, be properly marked IAW DoDI 5230.24 and AFI 61-201 prior to initial coordination or final delivery. The contractor will include the proper markings on any deliverable deemed STINFO regardless of media type, stage of completeness or method of distribution. Therefore, even draft documents sent via email containing STINFO require correct markings.
