PERFORMANCE WORK STATEMENT
Training Areas Wireless Data Test and Evaluation
Performance Work Statement
1.0 Background – The MAGTFTC training environment lacks sufficient network coverage and bandwidth to support the integration of instrumented live forces with virtual and constructive simulation necessary to support the Marine Corps Synthetic Training Environment (MCSTE), Joint Capabilities Integration and Development
System Initial Capabilities Document, and Force-on-Force Training Systems (FoFTS). For MAGTFTC to provide training opportunities in accordance with the Marine Corps Operating Concept, it requires a capability which enables an over-the-horizon (OTH) and beyond line of sight (BLOS) voice, video, and data (ground and air) communications and simulations (live, virtual, and constructive) capability at all of its facilities and ranges located at Marine Corps Air Ground Combat Center (MCAGCC) Twentynine Palms, Marine Corps Mountain
Warfare Training Center (MCMWTC), Marine Corps Air Station (MCAS) Yuma and associated ranges.
2.0 Scope – The services set forth in this Performance Work Statement (PWS) will provide MAGTF with the capability to test a small scale implementation of a wireless training network (WTN) capability across
MAGTFTC facilities, ranges, and locations to provide automated, near real-time, two-way, data, video, and audio communication between instrumented entities and the command and control systems throughout the test instrumented training environment. The solution must meet all DoD and USMC orders and Directives, e.g. DoD
Instruction 8100.02, 8420.01, 8580.1, 8510.01, MCO 5239.2B.
3.0 General Tasks
3.1 General – The contractor shall provide everything required for the test and evaluation of proposed wireless solutions to meet the requirements for wireless network coverage of the training areas. The contractor shall provide the following:
1. A fixed Private Wireless Broadband network for Range Control and Observers/Controllers. Mobile “cell on wheels” /mobile vehicular modems to cover isolated gaps in coverage where terrain/distance prevents signal to/from the fixed locations, for exercise controllers/observers, dedicated network, or data isolated scenarios. This includes potential force on force and other various tactical training scenarios.
2. Software defined Radios to replace existing Land Mobile Radios (LMR). The SDRs will be lightweight meshed mobile radios capable of either meshed or standalone operations for use in safety, exercise control, or tactical scenarios.
3. Miscellaneous Support to include Project Management services to manage the timely execution of all project activities, System Engineering services to provide the final design; perform installation/set up, integration, configuration, and testing, resolution of technical issues, and on-site support during the
MAGTFTC test events.
4. Solution proposed should be replicable across the entire MAGTFTC and similar locations.
4.0 Government Responsibilities –
4.1 The general responsibilities of MAGTFTC include the following:
1. Provide site access and escorts in a timely manner as required.
2. Obtain and provide authorized frequencies concurrent with the delivery of the system.
3. Provide helicopter services as required.
4. Secure site permits, regulatory approvals, easements, power, and Telco connections as applicable.
5. Supply adequately sized electrical service, backup power (UPS, generator, batteries, etc.) including the installation of conduit, circuit breakers, outlets, etc., at each equipment location. Providing a minimum of one (1) AC power (dedicated 20A, 120VAC outlet - simplex with ground) for each major piece of equipment within 6 feet of the location of the installed equipment, including the associated electrical service and wiring (conduit, circuit breakers, etc.).
6. Provide space for the System equipment at the USMC-provided facilities. This includes rack and floor space for the wireless and associated networking equipment.
7. Provide obstruction-free area for the cable runs between the demarcation point and the System equipment.
8. Supply interior building cable trays, raceways, conduits, and wire supports if applicable.
9. Provide secure storage for the contractor provided equipment, at a location aboard MCAGCC Twentynine
Palms.
5.0 GENERAL INFORMATION:
5.1 Place of Delivery: The equipment will be shipped to MCAGCC Twentynine Palms for transport to installation sites to be determined in agreement between contractor and MAGTFTC personnel.
5.2 Time of Delivery: Delivery dates and times will be established at the time task orders are placed and will be entered into all such orders placed against this contract.
5.3 Ship to Addresses: Delivery addresses will be established at the time task orders are placed. The government reserves the right to change the specific unloading point prior to equipment being unloaded from the delivery vehicle. Any location change will be on the same military installation.
5.4 Late Delivery: In the event the contractor for any reason anticipates or encounters difficulty in complying with the contract delivery schedule or date, or in meeting any of the other requirements of the contract, the contractor shall immediately notify the COR in writing, giving pertinent details. However, this data shall be informational only in character and receipt of this information by the government shall not be construed as an approved waiver by the government of (1) any delivery schedule or date, or (2) compliance with any other contract requirement by the contractor or (3) any other rights or remedies provided to the government by law under this contract.
5.5 Remote Usage: N/A
5.6 Insurance: N/A
5.7 Benefits: This is a Non-Personal Service Contract. No provisions are implied or provided in this contract for any benefits such as medical care, retirement, or worker’s compensation.
5.8 Identification and Base Passes: The contractor shall obtain identification cards and base passes for all employees and vehicles.
5.9 Base Regulations: N/A
5.10 Travel: No travel costs are permissible while performing task orders awarded under this contract.
5.11 Quality Control: The records of corrective actions taken shall be available upon the government’s request.
5.12 Quality Assurance: The government will regularly inspect the contractor’s performance under this contract.
All findings of incomplete or defective performance will be subject to re-performance. All costs associated with re-performance are the sole responsibility of the contractor. Inspection of services does not constitute acceptance of services, nor does it relieve the contractor of any responsibility to take all actions necessary to assure the highest quality of services rendered.
5.13 Safety Requirements: N/A
5.14 Warranty: Contractor will not be required to provide a warranty on equipment, but will be responsible for ensuring it operates within specifications during test and evaluations and be responsible for replacing any inoperable equipment during test and evaluation.
5.15 Contractor Responsibilities: The contractor shall provide a point of contact and phone numbers for personnel assigned to administer the contract. The contractor shall take appropriate action to ensure no delays are caused by the lack of personnel, equipment, parts and tools.
5.16 Government Furnished Property (GFP): None
5.17 Invoicing: Invoicing shall be conducted in accordance with DFARS Clause 252.232-7003 Electronic
Submission of Payment Requests and Receiving Reports that will be included in each task order. The government signed itemized delivery receipt must correlate with the shipment/invoice #’s when invoicing into WAWF. All invoicing must be combined by location with total inventory invoiced on a weekly or semi-monthly basis.
5.18 Inspection and Acceptance: The government appointed COR shall be responsible for performing appropriate inspection and acceptance. In the event the services are not in conformance with the terms of the contract, the government may require re-performance of the non-conforming services at no additional cost or obligation to the government.
