About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for a sole-source procurement by the Department of State's Baghdad Procurement Office. The requirement is to hire a contractor to provide civil work, site preparation, and cast-in-place concrete for constructing a modular shooting range foundation at the U.S. Embassy in Baghdad, Iraq. The justification cites that only one source is reasonably available, as the selected vendor owns and operates the only concrete batch plant located inside the International Zone (IZ) and within 10 minutes of the Embassy compound.

The document highlights significant security challenges in Baghdad, noting it is a critical threat location for terrorism affecting U.S. government interests. The chosen contractor has previously produced high-quality and reliable concrete work for the U.S. government. The procurement will be conducted as a fixed firm-price award, with the contractor required to undergo a limited vetting process that can take up to 30 days to obtain temporary access. Public notice will not be publicized due to the sensitive nature of the contract and potential government injury if standard procurement timelines are followed.
