About this file
This is a Justification for Other Than Full and Open Competition document for a sole-source procurement. The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – South (HCD-S), intends to award a sole-source purchase order to Abbott for one RALS-Web3 technology license. The requirement includes licensing, software, updates, maintenance, and online support to be provided to the Eglin Air Force Base 96th Medical Group. The contract will be Firm Fixed Price with a base period from 6 March 2026 through 5 March 2027, followed by four 12-month option periods extending through 5 March 2031. The software license will support laboratory testing across the 96th Medical Group's main facility and 12 associated outlying clinics, enabling approximately 5,000 annual patient test results to be delivered directly into patient charts via Military Health System Genesis. The solution will interface with government-owned Abbott instrumentation including the i-STAT DE, StatStrip, Clinitex Status, and Coagucheck systems.
The sole-source justification is based on Abbott being the only responsible source capable of providing RALS-Web3, which is proprietary and specifically engineered to interface with the existing government laboratory instrumentation already fully integrated and accredited within the healthcare facilities. The contracting officer determined that competition is not feasible because replacing the existing instruments would require significant capital investment, system-wide re-validation, and staff retraining. A Notice of Intent was posted to the Government Point of Entry for 15 days in January 2026, resulting in only one response that did not demonstrate capability to provide the required RALS software. Pricing includes a 50% discount under option period 4. The document notes that future competition would only be possible if the government replaces laboratory instrumentation with equipment from a different manufacturer or if the current contractor licenses proprietary data rights to third-party developers.

CUI//PROCURE
(19 February 2026)
Justification for other than full and open competition Federal Acquisition Regulation (FAR) Subpart 6.103-1 – Only one responsible source and no other supplies or services will satisfy agency requirements.
1. Identification of the agency and contracting activity: The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – South (HCD-S).
2. Nature and/or Description of Action being approved: HCD-S intends to award a sole-source purchase order for one (1) RALS-Web3 technology license. This requirement will include the RALS- Web3 licensing, software, updates, maintenance and online support required to maintain the service.
The place of performance for this license will be at the Eglin Air Force Base 96th Medical Group. This new award will be Firm Fixed Price (FFP) with an estimated total contract value of The requested period of performance (PoP), to include a 12-month base period and four (4) 12-month option periods, are as follows:
Base Period 6 March 2026 - 5 March 2027
Option Period 1 6 March 2027 - 5 March 2028
Option Period 2 6 March 2028 - 5 March 2029
Option Period 3 6 March 2029 - 5 March 2030
Option Period 4 6 March 2030 - 5 March 2031
3. Description of Supplies/Services required to meet the agency’s needs: The 96th Medical Group requires the RALS-Web3 technology license to support its main facility and 12 associated outlying clinics. These locations utilize government-owned instrumentation including the Abbott i-STAT DE, StatStrip, Clinitex Status, and Coagucheck to perform patient laboratory testing. The software license will enable approximately 5,000 annual patient test results to be delivered directly into patient charts via Military Health System (MHS) Genesis and will provide essential updates, maintenance, online support, middleware, connectivity, and browser-based remote access through a virtual server hosted at Naval Hospital Pensacola (NHP). NHP shares this server with Eglin AFB and one other location, splitting the server cost three ways. This arrangement saves Eglin AFB the $44,000 annual cost of a standalone server, plus an estimated $8,000 to $9,000 in installation fees.
