NOTIFICATION TO OFFERORS

The United States Postal Service is conducting a prequalification evaluation to identify an adequate number of suppliers (“Best of The Best”) to compete in an upcoming solicitation to provide sealed trailer one-way transportation services. It is important that prospective suppliers submit the following information as requested. Documentation submitted must be thorough and complete. The Postal Service is not required to contact you to obtain additional information or clarification regarding the information that is initially submitted.

The solicitation to be issued is to procure transportation of units, containing mail or empty equipment, between two points (“segments," also known as “lanes”). The offeror will provide service beginning on or about 10/01/2012 should the USPS require it. If awarded, the contract(s) will be awarded as an indefinite-delivery, indefinite-quantity (IDIQ) contract(s) with a fixed price for a term of 2-years. Services on this contract are by demand (the USPS may or may not use service on each day). However, the offeror must have service available according to the stated frequency for a segment. The USPS intends to use an on-line competitive bidding event process, using an E-Sourcing tool, Emptoris.

Prior to participating in the event, offerors must provide the following information no later than July 23, 2012, via U.S. Mail to:

For the purpose of this requirement, the term “current financial statements” is defined as that data (including the balance sheet, profit and loss statement, statement of retained earnings, statement of changes in financial condition, and income statements) covering each of the offeror’s immediate past 2 fiscal years. This requirement may be satisfied by submitting the offeror’s most recent annual reports, together with an interim report as near the submission date as feasible.

b. A completed PS Form 7319-C “Representations and Certifications.”

c. A completed PS Form 2181 “Authorization and Release.”

d. A signed statement certifying that the offeror warrants to the USPS that the offeror is duly qualified and currently authorized to transport, as a Rail, Intermodal and/or Motor contract transportation service provider, materials in interstate and/or intrastate commerce.

e. Documentation that offeror has a satisfactory safety rating issued by and complies with the safety regulations of the U.S. Department of Transportation.

The suppliers that have been pre-qualified will be eligible to participate in the event and will be issued a copy of the solicitation on or about August 14, 2012.
