EP-D-12-003 – Modification 0033: FAR 52-217-8 exercise and subsequent Ceiling Increase for Maintenance, Repair and Calibration of RadNet Air Monitors

Notice of Sole Source extension:

NAICS Code: 811219 Other Electronic and Precision Equipment Repair and Maintenance. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, EP-D-12-003, as described below.

The United States Environmental Protection Agency's (EPA) Office of Radiation and Indoor Air (ORIA) has installed one hundred and thirty-six monitoring stations at outdoor locations, where they continuously collect particulate matter in ambient air on fixed filters. Stations' operators perform basic operations, primarily starting and stopping the air sampler to change filters. At most locations, a mechanical or instrument technician is not available to correct problems.

During normal operation, filters are changed by a local operator and mailed to an EPA laboratory for analysis. During sample collection, the monitoring stations continuously monitor the filter for accumulation of radioactive material. The radiation measurements are stored by the monitoring station and transmitted, both automatically and on demand, via communications systems that are an integral part of the monitoring station, to the EPA's National Analytical Radiation Environmental Laboratory (NAREL), in Montgomery, Alabama. Whenever deemed necessary, NAREL remotely connects with one or more monitoring stations to initiate transfer of additional data and/or to modify operating parameters. The incumbent contractor provides the on-site maintenance and repair of these monitors.

The current contract, EP-D-12-003, was extended via FAR clause 52.217-8 -- Option to Extend Services to extend services for an additional six months on December 9, 2016. The services under this contract are critical and cannot lapse. The Government intends to compete, negotiate, and award follow on services to this contract for a base and five option periods in accordance with the Federal Acquisition Regulations (FAR). However, the contract for follow on services was not awarded prior to the expiration date of EP-D-12-003. This notice alerts the vendor community to FAR clause 52.217-8 exercise for this contract at the increase of the ceiling for this contract for an additional 50 percent of the total ceiling price for Option Year IV.

There are no other contractors that have the capability of providing the level, breadth, and depth of support that are required by the ORIA in order to maintain one hundred and thirty-six monitoring stations at outdoor locations, where they continuously collect particulate matter in ambient air on fixed filters.

This notice will be posted for 5 days.

The intent of this notification is to alert the vendor community of this clause exercise, the attendant ceiling increase for this Contract, and the upcoming opportunity for competition of this requirement. The Government has sole source this requirement. This notification alerts all vendors to this action and to determine if any other source(s) exist; and, therefore, no solicitation is available. All interested parties object to this clause exercise should notify the Contracting Officer, Christopher Davis at davis.christoper@epa.gov, within 5 days from the date of this announcement.

The EPA intends to negotiate, on a sole source basis, until such time that the competition for the follow-on the on-site maintenance and repair of these one hundred and thirty-six monitoring stations at outdoor particulate matter in ambient air on fixed filter monitors contract is completed and a follow-on contract is awarded.
