About this file

This Single Source Justification (Simplified Acquisition) document details the procurement of a Viavi CX300 USAF Test System for the 86th Operations Support Squadron. The system is an integrated test equipment solution for radio communication maintenance, designed to replace 11 existing instruments and provide standardized Test, Measurement, and Diagnostic Equipment (TMDE) for air traffic control and communications personnel. Testforce is identified as the sole source provider, with unique proprietary configurations developed in collaboration with the Air Force Flight Standards Agency (AFFSA) that are not commercially available from other vendors.

The document outlines extensive market research and a Request for Information (RFI) process that confirmed Testforce as the exclusive manufacturer of the specifically configured CX300 USAF Test System kit. The procurement is for a Radio Test project with a Purchase Request number F3N6075104A903, and is not part of a Bridge Action. The system is subject to International Traffic in Arms Regulations (ITAR) and has been previously procured by multiple Air Force bases. The 86th Operations Support Squadron aims to replace outdated equipment and improve mission readiness, with plans to conduct comprehensive market research for future acquisitions to potentially expand vendor competition.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATIONCONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 3 executes a unique system integration process whereby base CX300 units are received from Viavi and undergo specialized preloading at the Testforce facility in Addison, Texas. This configuration process is not performed by Viavi or any other CX300 vendor.

The aforementioned solution consolidates eleven (11) instruments into a single integrated platform, thereby reducing Precision Measurement Equipment Laboratory (PMEL) calibration requirements. The system has been incorporated into the USAF PMEL system for annual calibration adherence. Given its development for United States military applications, this system is subject to International Traffic in Arms Regulations (ITAR). Procurement from unauthorized sources poses a risk of regulatory violations.

The system provides standardized Test, Measurement, and Diagnostic Equipment (TMDE) across all 1C8X3 personnel shops, with aligned procedures that replace existing equipment requiring procedural adaptations.

The system has been successfully procured on a sole source basis by Misawa Air Base (FA520524P0075), Lajes Field (FA448624P0008), Joint Base Pearl Harbor-Hickam (FA521524C0042), the United States Air Force Academy (FA700025P0040), and Dyess Air Force Base (FA466125P0050). These acquisitions affirm that only Testforce possesses the requisite proprietary development partnership with AFFSA, specialized configuration capabilities, and ITAR-compliant procedures necessary to satisfy agency requirements. Reference the attached sole source justification memorandum for further details. The flight currently utilizes outdated equipment and experiences a reliance on equipment borrowed from other bases, which strains manpower resources and potentially jeopardizes mission readiness. The acquisition of the CX300 would provide the unit with reliable testing kits, enabling it to meet mission requirements and obviate reliance on outdated equipment.

Section D: Efforts to Obtain Competition

Initial market research identified a Sole Source Letter designating Testforce as the exclusive provider, which raised concerns given the existence of other authorized resellers, such as EMCO Elektronik GmbH. Clarification was sought to ensure compliance with acquisition regulations prioritizing competition and fair market practices, specifically regarding any unique capabilities or proprietary configurations offered solely by Testforce.

Subsequent market research, including the posting of a Request for Information (RFI) on 24 July 2025, confirmed that while the base Viavi CX300 unit is available from multiple vendors, the CX300 USAF Test System kit , incorporating specialized configurations and features critical for USAF applications, is a sole source product exclusively manufactured, sold, and distributed by Testforce. The RFI process did not identify any other vendor capable of providing the complete kit with the required specifications. Furthermore, direction from the Major Command (MAJCOM) Functional Manager for Radar, Airfield and Weather Systems (RAWS) within USAFE-AFAFRICA designates Testforce as the required source for these specific CX300 test systems.

Therefore, while efforts to identify competitive sources were diligently pursued, the outcome of the market research and RFI process definitively indicates that Testforce is the sole source provider of the specifically configured CX300 USAF Test System kit required for this procurement. This justification fulfills the requirement for documented due diligence in attempting to obtain competition as per acquisition regulations.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Prior to any subsequent acquisition for CX300 radio testing kits, comprehensive market research will be conducted by the Mission Partner (MP) and the Contracting Officer (CO) to ascertain the availability of alternative products or sources capable of fulfilling Government requirements and mitigating barriers to competition.

To mitigate future reliance on sole source procurement methodologies, the 86th Operations Support Squadron (OSS) will proactively monitor options to expand the vendor pool for similar acquisitions. This includes ongoing market research initiatives to identify potential future sources and brands that conform to the existing testing standard and facilitate competitive bidding
