Project Overview Alexandria Department of Veterans Affairs Fire Department seeks to procure 12 high-performance handheld radios with advanced communication capabilities, along with 2 bank chargers and necessary programming services. These radios will enhance communication efficiency and reliability for field operations.

VA Fire Dept 2495 Shreveport Hwy Alexandria, LA 71360

Scope of Work

1. Equipment Specifications

· Quantity: 12 handheld radios

· Type: Digital two-way communication radios- 7/800MHz, VHF and UHF and built for fire departments (safety Green)

· Radios must be capable of operating in the following frequency ranges:

· VHF (136-174 MHz)

· UHF (R1) (380-470 MHz)

· UHF (R2) (450-520 MHz)

· 700 MHz (764-776, 794-806 MHz)

· 800 MHz (806-825, 851-870 MHz)

1. Key Features:

· Frequency Range: Capable of operating in both VHF and UHF bands

· Audio Quality: Enhanced audio clarity with noise suppression technology

· Durability: IP68 rated for water and dust resistance, suitable for rugged environments- Fire Department model

· Battery Life: Extended battery life with rapid charging capability

· User Interface: Intuitive controls with large display for ease of use

· Interoperability: Compatibility with existing communication systems

· Radio must have a programmable power output level which ranges between 1-6 Watts.

· Radio must have a current J/F-12 number assigned which allows authorized RF emissions on DoD facilities.

· Radio must support code-plug, firmware, flashport over WI-FI

· Radio must have the capability to support analog/digital, 3600/P25, conventional, trunked and TDMA

· Voice Announcement: Radios shall be equipped to program voice announcement, which alerts the user to the exact channel the radio is on with a human voice announcement without looking at the radio. This will alert the user to channel changes on the radio, whether intentional or accidental.

· Integrated Bluetooth Technology: Radios must have integrated Bluetooth technology with a minimum of 128 bit AES Encryption and near-field pairing so that users can pair Bluetooth equipment without compromising security. This provides capability for the CAP to use encrypted wireless solutions therefore eliminating the need for bulky wired accessories to provide wireless capability.

· IP68/ DELTA-T SUBMERSION Environmental Certification: The radio must meet IP68 Environmental Certification and DELTA T Submersion standards to extreme ruggedness and submergibility. Coupled with the Rugged Endoskeleton this enhances ruggedness and reduces required repairs which contributes to the lowered total cost of ownership for CAP, therefore extending the radio lifecycle.

· Display: Radios require a top display and color LCD body screen with intelligent lighting for easier viewing. Top display allows end users to view critical radio information without removing the radio from

· hip/case each time providing ease of use. Body LCD Screen must provide color viewing which allows users to see and navigate easier in low light or while wearing polarized lenses. LCD Screen must be made of High Tempered Glass that is scratch resistant and extremely rugged to withstand repeated abuse without requiring repairs as seen in screens not made of this material. This feature contributes to less repairs and lower total cost of ownership for the CAP.

· Programmable Buttons- Radio requires 3 side programmable buttons and a Top mounted 3 position toggle switch for customizable programming of the radio to meet specifics needs of the CAP. Radio must have front navigational pad and additional programmable buttons so CAP members can easily navigate to different Zones and Channels efficiently and effectively during exercises and real-world events.

· Programmable Duress Button: Radios must have a programmable duress (Emergency) button which allows CAP team members to send an alarm when he or she is in trouble and needs assistance.

· Advanced Digital Privacy (ADP) Hardware/ Software Encryption- Radios must come standard with ADP encryption to implement in specific geographical regions in CONUS where interoperability with outside agencies may be necessary.

· T-Grip Design: Radios must have a T-Grip top design to ensure the radio does not slip out of an end users hand (gloved or un-gloved) when the radio becomes wet.

2. Accessories

· Charging Stations: (2) bank chargers to support simultaneous charging of multiple devices **Additional Accessories:** Include necessary cables and batteries

3. Programming Requirements

· Complete programming of all radios to meet the specific communication needs of the Department of Veterans Affairs

· Configuration of channels, encryption keys, and any custom settings required for operational efficiency

· Ensure compliance with federal and state communication regulations

4. Deliverables

- (12) Twelve fully operational handheld radios with batteries -(6) Six spare batteries
