SIMPLIFIED ACQUISITION PROCEDURES (SAP)
Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL
PROVIDE THE FOLLOWING INFORMATION:

SATS 15G31 - Keyboard and Trackball
3. ESTIMATED AMOUNT:
$25,000.00
4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
“STARS USB Trackball (Part # 600-0021) and STARS Keyboard (Part # 533-0037). There are three labs associated with the 15G31 SATS trainer at Naval Air Technical Training Center (NATTC) Pensacola, Florida: Advanced Radar Air Traffic Control (ARATC), Radar 2 and Radar
3. All three labs share baseline software and identical hardware. The SATS 15G31 upgrade will add 9 additional consoles to Radar Lab 3. All work for this effort will be performed utilizing Government ISEO on-site personnel.
5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
The company making these keyboards for the fleet (CORTRON) has informed private companies responding to Request For Proposals, that they will not sell to third party companies and only to the company (SYMVIONICS Inc.) that paid the non-recurring engineering (NRE) fees for the development of this keyboard and trackball. Also, all three 15G31 Labs utilizes the same equipment design and baseline software; by using the same hardware, we will be able to significantly reduce the time to test our software. The baseline software is also being utilized by two other laboratories within the building, and we are leveraging previously acquired training and subject matter expertise. Using the same hardware would maintain configuration management and simplify the maintenance and operation of all three labs. Consideration of any alternatives, even if available and applicable, would require an unacceptable cost to the Government for retraining and loss of productivity, with the additional risk of possible capability loss over the known applications. This type of training would also necessitate an unacceptable delay. Under FAR 6.302-1 (a)(2)(ii), both (A) and (B), these are valid exemptions to full and open competition.
6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE
SOURCE HAS NOT BEEN DEVELOPED:
As noted in 5 above, the switch-over costs for changing hardware would be unacceptable and the act itself would necessitate an unacceptable delay. Any replacement of a part number with a like or similar item could cause incompatibility problems within the training device rendering it inoperable or decreasing capabilities as design. Delivery of parts that are not specifically requested, will create the need of the ISEO team to re-test the parts in the training device. This testing to ensure that the new parts will work properly in the device will add time and cost to a system already being delivered.
7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The proper action has been taken to ensure that a "as designed and tested" training system gets the correct parts to ensure timely support. At the current time, and without proper testing in a fully assembled system, there are no other products know that will satisfy the requirements.
For the reason set forth in Paragraph 5 , NAWCTSD has no plans at this time to solicit additional products other than the brand name item discussed in Paragraph 4. Multiple quotes were obtained during market research.
