About this file

This is a Sole Source Justification document for a software license renewal for Unicom System Architect, issued by AFLCMC/PZITB at Wright-Patterson AFB. The contract is a firm-fixed-price award to Unicom Systems, Inc. for a one-year base contract with four option years, covering the period from 9/29/2025 to 9/28/2030. The procurement includes multiple software maintenance licenses for System Architect, including client floating and authorized user maintenance, DoDAF add-on licenses, and XT Read/Write floating user maintenance.

The justification emphasizes that Unicom Systems is the sole distributor of the software, and switching to an alternative platform would cost over $2 million and take more than two years, potentially risking 15 years of existing data. The base year will be funded with FY25 3400 Operations and Maintenance funds, and the government commits to continuously monitoring the market for potential alternative vendors while ensuring this specific requirement can only be met by Unicom Systems, Inc. The total contract cost with options is estimated but redacted in the document.

Unicom Systems, Inc. has provided a sole-source letter stating that they are the sole provider of Unicom System Architect software, updates, and technical support, SA integrates and works the best with Microsoft SQL server and Oracle database, which is free to use for DoD.

Unicom System Architect is the current software and was purchased years prior through a separate contract action. The cost of software updates and maintenance is far less than the cost of purchasing a new software platform. Based on previously conducted market research, purchasing an other-than-requested software would take 2 plus years and more than $2 million dollars to purchase, re-fit, re-program and re-train users to a new system along with the possibility of losing 15 years of data. This would cause unacceptable delays and incur additional costs that would not be recovered through competition.
