PERFORMANCE WORK STATEMENT
FOR
Boiler Inspection, Efficiency, RACT and Tune Up
PREPARED BY:

| DESCRIPTION OF SERVICES: |
1.1. Scope: The contractor shall provide all labor, tools, equipment, materials, supplies, parts, transportation and other incidentals necessary to travel to Hanscom AFB, MA, to maintain the 4 dual fuel (natural gas and #6 oil) boilers at the central heating plant (B1201) in accordance with the Title V permit. The contractor shall be responsible for ensuring all services and parts provided under this contract are in accordance with the terms and conditions outlined herein and conform to the manufacturer’s equipment specifications, federal law, state law and this Performance Work Statement (PWS).

1.2. Requested Service:
1.2.1. The contractor shall perform the procedures outlined in accordance with the following:
1.2.1.1. Tune up and all requirements in 40 CFR 63 Subpart JJJJJJ Comment by GARRITY, SEAN L CIV USAF AFMC 66 ABG/CEO: Need to make sure that these are unique clinns so that we can partially fund.
1.2.1.2. RACT and all requirements in 310 CMR 7.19 (6) as elaborated on in Appendix A and EPA 340/1-83-023 section 4
1.2.1.3. Perform efficiency testing in accordance with 310 CMR 7.04 (4)(a). The requirements of this section shall be met using the abbreviated version in Appendix B for the base year and by performing a gas analysis in the option years.
1.2.1.4. Develop new baseline set points for each boiler on both fuels (base year only)
1.2.1.4.1. All recordable data for the baseline set points shall be recorded at each of the 10% increments from low fire to 100% fire. The goal is to create even stepped set points within the controls to maintain efficient and safe combustion between low fire and full fire. After these new fuel and O2 set points are established the contractor shall record as many of the parameters entering the boiler so that an effective baseline can be created to help with troubleshooting problems in the future. The setpoints shall be re-evaluated in 10% increments from low fire to the summer average during the summer RACT. The contractor shall provide tables listing the high and low 02 values for each boiler on both fuels at every 10% incriment. Appendix C shall be used as a guide for this information.
1.2.1.4.2. The contractor shall adjust the fuel flow rates at each firing rate to create even steps between the minimum flow required to maintain fire and the permit limit of 49.15MMBtu.
1.2.1.4.3. At each of the determined fuel rates the contractor shall adjust the controls to maintain the optimal oxygen set point in order to maintain maximum efficiency and reliability. This will be accomplished with a procedure similar to that of the RACT procedure.
1.2.1.4.4. The contractor shall calculate the efficiency at each of the firing rates. The contractor shall provide documentation as to how the efficiency was calculated.
1.2.2. The contractor shall provide certificates for testing equipment used.
1.2.3. All readings, set points, curves and observations required by these procedures shall be recorded and submitted to the government also including the items found in 310 CMR 7.19 (6)(b)(2). Operational ranges for each boiler on each fuel and every fire rate shall be provided. A professional engineer with experience with boilers of this size and working knowledge of Massachusetts DEP regulations, EPA, Title V permits (see Appendix D) shall review the reports and provide written feedback on deficiencies. A meeting will be held at Hanscom to discuss these results and provide a chance for government comments to be addressed and corrections to be made. Hard and soft copies of the reports shall be provided within 10 business days after services are provided.
1.2.4. The contractor shall minimize the amount of steam vented. This will include performing the tasks requiring higher boiler loads during the heating season. If it is required to vent steam work shall be performed off hours to minimize impact on base occupants. Scheduling of this should be coordinated with the government representative.
1.3. Quality Assurance: According to the contract’s inspection clause, the government will evaluate the contractor’s performance under this contract. The COR is a representative of the Contracting Officer (CO) and will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the CO. All services to be performed by the contractor will be subject to review by the CO or COR. The contractor shall provide an answer to a submitted Corrective Action Report (CAR) and Customer Complaint Form from the COR within one (1) working day from receipt. The contractor shall provide written response addressing the root cause, corrective action and preventive actions (s). Engineer of record shall be responsible for all activities and technical direction to technicans. Complete reports shall be provided with supporting documentation of features of work.
1.4. Continuation of Essential Services during Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as define in DFARS Clause 252.237-7023.
1.5. Hours of Operation: The contractor shall perform work Monday thru Friday, under this contract during the following hours: 07:00 a.m. until 4:00 p.m., excluding Federal Holidays. Work required to be performed outside of these hours shall only be done after approval from the contracting officer.
1.5.1 Federal Holidays:

If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday, the following Monday will be observed. If a holiday falls on a scheduled service day, the Contractor will be responsible for rescheduling services for the first day either preceding or following the holiday.
1.6. Contractor Personnel: The contractor shall designate in writing the name of the Contract Manager (CM) and any alternate(s) who shall act for the contractor when the manager is absent and their telephone numbers where they may be contacted any time to the CO and the COR within five (5) calendar days after contract award. The CM or alternate shall have full authority to act for the contractor on all matters relating to operation of this contract at Hanscom AFB. The CM or alternate shall be available to meet on the installation with government personnel designated by the CO to discuss problem areas.
1.6.1. Listing of Contractor Employees: The contractor shall not employ persons on this contract if such employee is identified to the contractor as a potential threat to the health, safety, security and general well being or operational mission of the installation and its population. The contractor shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies contained in AFI 64-106, Air Force Industrial Labor Relations Activities. The contractor shall be prohibited from employing off-duty COR’s who are surveilling any contracts/subcontracts awarded to the Contractor. All contract employees depending on particular condition, occasion or place, or job assignment shall require professional, suitable attire. All contractor employees shall conduct themselves in a professional, courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor employees in performance of this PWS shall be the responsibility and prerogative of the contractor; however, the contractor shall comply with the requirements set forth in this PWS and Hanscom AFB regulations concerning conduct of employees as referenced herein. The contractor shall employ and maintain a technically trained and experienced work force.
1.7. Environmental Protection and Safety: The contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environmental protection and occupational safety and health. The contractor shall comply with any laws or regulation changes during the term of this contract. The contractor shall follow manufacturer’s guidelines and professional recommendations for control of humidity, temperature, cleanliness and materials handling (including hazardous materials).
1.7.1. In performing work under this contract on a Government installation, the contractor shall report any accidents involving Air Force property/equipment damage, or contractor personnel injuries occurring on the job or an accident resulting in death, injury, occupational disease, or adverse environmental impact to the contracting officer within five days.
1.8. Environmental and Safety Training: The contractor personnel shall have Resource Conservation Recovery Act (RCRA) environmental and safety training required by the state and federal government. The training shall be IAW the following regulations: Resource Conservation Recovery Act (RCRA) 40 Code of Federal Regulation (CFR) 265.16 “Personal Training”, Occupational Safety and Health Administration (OSHA) Hazardous Waste Operations and Emergency Response Standard Title 29, CFR Part 1910.120 “Hazardous Waste Operations and Emergency Reponses”, Hazardous Waste Management Instruction, Section 13, and Air Force Instruction (AFI) 32-7042, “Solid and Hazardous Waste Compliance”, Section 2. The contractor shall provide the environmental and safety training certificate for all employees to the CO and COR, after contract award date.
1.9. Housekeeping: The contractor shall keep the work areas clean and neat in accordance with Industry Standards, Occupational, Safety and Health Administration (OSHA), fire and safety standards and this PWS.
1.10. Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops including Ramp areas, the contractor shall comply with AFI 21-101_AFMC Sup 1, 21-101, Chapter 10 (all paragraphs). The contractor or contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. Contractor personnel shall immediately notify the COR of any tools that are missing or lost from the work area or container (i.e. tool or job box or tool bag). The COR will report to appropriate government personnel of any missing contractor’s tool(s) not located within one hour after notification of lost or missing tools.
1.11. Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Hanscom AFB per AFI 31-204 (in its entirety), Motor Vehicle Traffic supervision.
1.12. Visitor Pass: The contractor shall comply with requirement and procedures IAW FAR 5353.242-9000, Contractor Access to Air Force Installations. A list of names will be required to gain access to the installation Passes shall be distributed at the visitor’s center at the Vandenberg gate. Workers shall have proof of identification as well as a valid license, registration and insurance if bringing a vehicle onto base. Contractor employees must have identification readily identifies them as contractors. During the course of the contract, certain areas/sites may be restricted or closed to contractor personnel. The contractor shall comply with all requirements for entry. In addition, unscheduled gate closures may occur at any time and personnel entering or exiting the installation may experience delays
1.13. Foreign National(s): The contractor shall notify the COR before sending a Foreign National representative to perform services. Special rules apply for foreign national(s) visiting a US Government facility.
1.14. Health and Safety on Government Installation: In performing work under this contract on a Government installation, the contractor shall comply with federal, state and local regulations regarding occupational safety and health and the specific health and safety requirements established by this contract and Appendix C. The contractor shall notify the COR of any injuries that occur to contractor personnel while on the installation. The contractor shall notify the COR of damage to government property or equipment during the execution of the contract.
1.15. Emergency Procedures: Contractor employees shall follow the direction of Government employees in regards to emergency evacuation procedures, i.e. fire, tornado, active shooter and bomb threats. It is the contractors’ responsibility to account for their employees following an emergency evacuation. Contractor personnel shall participate with government personnel in all fire and tornado drills and at no additional cost to the government.
SECTION 2
Performance Assessment
The contractor shall be aware that in the absence of any contract requirement from the Service Summary does not detract from its enforceability nor limit the rights or remedies of the government under any other provision of the contract. The contractor shall ensure the following service summary requirements are accomplished.

GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.1. Government Furnished Property (GFP): Government Furnished Property is not applicable to the in the performance of this contract.
3.2. Reserved.
3.3. Government Furnished Services: Government Furnished Services are applicable during the performance of this contract.
3.3.1. Security Police: The government will provide general on base Security Forces service. The Security Forces’ telephone number is 911 for emergencies, for crime in progress 781-225-5613 and 781-225-5613 for non-emergency calls.
3.3.2. Fire and Emergency Services: The government will provide general on-base fire protection services. The contractor shall comply with fire prevention rules and regulations enforced by the Hanscom AFB Fire Prevention Branch. Call 911 for emergencies. For routine fire prevention matters and/or calls to dispatch, call 781-225-3330.
3.3.3. Emergency Medical Service: Note: Calling 911 from a cell phone will be received by off base emergency 911 system, causing a delay in response time by emergency personnel. When possible use a base telephone to receive on base help.
3.3.4. Utilities: The government will furnish utility services. These utilities include natural gas, electricity, water and sewer for the sole purpose of accomplishing this contract. If the contractor requires additional utility services, it shall be the contractor’s responsibility to provide. Contractor shall use due care and diligence in efforts to conserve utilities to reduce utility costs.
3.3.5. Refuse Collection: The government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract for government provided facilities. The government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use the government dumpsters for collection of construction debris.
3.3.6. Workspace: The government will provide adequate workspace around the equipment area.
