About this file

This Justification Review Document is for a sole source stand-alone contract with AECOM Technical Services for developing version 11.12 of the Remedial Action Cost Engineering and Requirements (RACER) software. The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) requires a single-year contract from 30 September 2025 to 29 September 2026 for non-severable services to develop the RACER software version 11.12. RACER is a windows-based environmental remediation/corrective action parametric cost estimating system originally developed by the Air Force and copyrighted by AECOM. The government conducted market research from 13 March 2025 to 16 May 2025, which yielded only one potential source, and a sources sought announcement and Request for Information (RFI) resulted in zero responses. The incumbent, AECOM, was consulted and confirmed they could continue supporting the requirement, with the government viewing this as a temporary solution while working on a long-term indefinite delivery/indefinite quantity (IDIQ) contract for permanent replacement.
