This is a one-page announcement document for the National Shipbuilding Research Program (NSRP) Research Announcement 27 (RA27), issued by the NSRP Executive Control Board under Joint Funding Agreement N00024-18-3-2231. The solicitation invites proposals for research, development, and implementation of relevant technologies and improved processes for the U.S. shipbuilding and ship repair enterprise. The program operates under the Department of the Navy Naval Sea Systems Command and aims to employ a collaborative framework to mature and implement industry-relevant shipbuilding and sustainment technologies and processes that will improve efficiency and throughput across the U.S. shipyard industrial base to meet demand.
The announcement emphasizes that this is the only notification regarding the solicitation that will be posted on SAM.gov, with the full Research Announcement and any amendments posted on the NSRP website (www.nsrp.org). Potential offerors must develop proposals with a strong business case supported by project metrics, and are directed to review the complete announcement and NSRP Proposal Preparation Kit for detailed submission deadlines and instructions. The document notes that the original SAM.gov due date of December 1, 2026 is incorrect, with actual proposal submittal dates to be posted on the NSRP website. Questions regarding the solicitation should be directed to Elizabeth Frankart, NSRP Contracts Manager and ASE Program Administrator, at NSRP-contracts@ati.org.
