x The above numbered solicitation is amended as set forth in item 14. The hour and date specified for receipt of Offers x is extended is not extended.

14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to:
1) Provide the attached responses to questions.
2) The due date for proposals has been extended to April 11, 2018 - no later than 4:00pm (MST).

Amendment 01
1. QUESTION 1
I didn’t see any ship to address outside of the Pacific Marine enviro lab in Seattle, WA. Delivery says FOB destination and that implies we are paying for freight.
The solicitation also states that we’d need to be able to ship to various NOAA partners around the world, I was hoping to know if that meant the contractor would be paying for that freight as well or if it meant we were just helping with pick up, import/export paperwork, and certificates of origin. If we are paying for freight to the international locations, do you have any specific addresses for the partners around the globe and estimated parts shipping to them, so I can have this quoted accurately or do I need to figure on a percentage of parts shipped overseas and adjust my pricing accordingly?
Answer:
With FOB destination shipping terms (the Government takes delivery of goods being shipped to it by a supplier once the goods arrive at the Government's shipping destination; the supplier pays and bears the freight charges and owns the goods while they are in transit), the offeror/supplier will pay the cost of freight and shipping. Price quotes will be requested prior to the award of task orders (during which the actual shipping destination/address will be specified). The FOB destination freight and shipping cost should be included in the unit price reflected on your task order price quote.
Please note that the “delivery” column found in the table on pg. 6 of the solicitation is for offerors to indicate their lead time for initiating the shipping of items to their destination, to be stated in terms of xx days ARO (after receipt of order). Offerors should not indicate a separate price for delivery in this table.
