Amendment 01
1. QUESTION 1
Both Attachment 3, Performance Work Statement Task Order 1 and Attachment 4, Task Order Pricing Worksheet list a Vessel Operations Coordinator III. Attachment 1, Base Contract PWS, Section 4.0 does not provide a Vessel Operations Coordinator III and qualifications. Attachment 2, Base Contract Pricing Worksheet does not list a Vessel Operations Coordinator III. Will the Government amend the Base Contract PWS Section 4.0 and Attachment 2 to include a Vessel Operations Coordinator III?
Answer:
Vessel Operations Coordinator level III should have read as a level II instead. Offerors shall use the revised versions of Attachments 3 and 4.
2. QUESTION 2
Both Attachment 3, Performance Work Statement Task Order 1 and Attachment 4, Task Order Pricing Worksheet list a Deckhand III. Attachment 1, Base Contract PWS, Section 4.0 does not provide a Deckhand III and qualifications. Attachment 2, Base Contract Pricing Worksheet does not list a Deckhand III. Will the Government amend the Base Contract PWS Section 4.0 and Attachment 2 to include a Deckhand III?
Deckhand level III should have read as a level II instead. Offerors shall use the revised versions of Attachments 3 and 4.
3. QUESTION 3
Will the Government allow 10 point font, single-spaced, text for tables and graphics?
Yes.
4. QUESTION 4
Will the Government exclude a Cover Page, Table of Contents, Acronyms List, and Cover Letter from the IDIQ and Task Order Technical Volume page limitations?
5. QUESTION 5
Diving insurance is not specified in the PWS and Solicitation. Is diving insurance required? If yes, what dollar values are required?
Offerors shall provide evidence of adequate insurance to cover any employee engaging in SCUBA operations (see question #16 below). Assume approximately 300 hours of diving per year in aggregate (95% of which is at less than 100 ft). All Occupational Safety and Health Administration (OSHA) and NOAA Dive Program standards apply. 6. QUESTION 6
Will the Government allow JPEG computer screen captures/images to be excluded from font size limitations?
7. QUESTION 7
Was PWS paragraph 3.2 omitted intentionally in the IDIQ PWS (provided as Attachment 1 of the solicitation)? The PWS jumps from 3.1.4 (Survey Operations) to 3.3 (Program Coordination).
This was an error in the numbering sequence within Attachment 1 – Base Contract Performance Work Statement. The paragraphs have been renumbered. Offerors shall use the revised version of Attachment 1.
8. QUESTION 8
What is the threshold of required participation for the Prime, and how is it to be measured? For example, is the Prime expected to account for a specific minimum percentage of the total labor cost over the life of the IDIQ contract, or is the Prime’s participation examined at the task order level?
Federal Acquisition Regulation (FAR) clause 52.219-14 “Limitations on Subcontracting” is now incorporated into the solicitation and offerors shall refer to paragraph (c)(1) which states:
(c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for --
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.
9. QUESTION 9
To improve the ability of non-incumbent offerors to properly price this effort, can you provide historical and projected figures for the following:
- Days at sea
- Dockside days
- Days at sea in Federal or international waters
- Days in state waters
Over the last three years the average number of operational days at sea ranges between 1500 and 1750 in aggregate per year across all locations. Dockside days average between 450 and 525 in aggregate per year across all locations. Operations are conducted in all areas of sanctuary waters and the Great Lakes in both Federal and state waters typically much less than 125 nautical miles from shore -- except in the case of Monterey Bay and Flower Gardens Bank National Marine Sanctuary (NMS) (Flower Gardens NMS is located 100 nautical miles offshore of Texas).
International operations, beyond the U.S. Exclusive Economic Zone (EEZ), have not been conducted in the last five years. However, it is within the realm of possibilities that joint projects could be conducted with Canada in the Great Lakes or near Olympic Coast NMS. It is also possible there could be international operations near American Samoa.
10. QUESTION 10
Confirm only Key Personnel for purposes of proposal – Project Manager. Does the Government have a preference on Key Personnel geographic location?
Correct, the Project Manager is the only position designated as Key Personnel. There is no preference on geographic location, provided that the Project Manager can be demonstrated as readily available 8am – 5pm (PST). Please refer to SF1449 solicitation pg. 41 #3 for evaluation criteria specific to FACTOR C – Key Personnel.
11. QUESTION 11
Proposal page limit clarification. Is the limit 40 pages total for both Technical and Price? Or is it 40 pages per section?
The limit of (40) pages refers to the IDIQ technical proposal only. The IDIQ Business/Price Proposal does not have a page limitation since it is only to include the specific elements requested on the SF1449 solicitation pg. 38 paragraph (c):
The IDIQ Business/Price Proposal shall consist of the following solicitation sections that are required to be completed and returned:
1) Standard Form 1449
a. Acceptance Period – The acceptance period entered on the proposal by the offeror shall not be less than that prescribed in the solicitation, which shall apply if no other period is offered.
b. Signatory Authority – The person signing the proposal must have the authority to commit the offeror to all of the provisions of the proposal, fully recognizing that the Government has the right, by terms of the solicitation, to make an award without discussion if it so elects.
2) Section B, Price Schedule
a. Section B, Offer Schedule – Page 2 of the SF1449 includes summaries for all five ordering periods, the totals of which shall be transferred from Attachment 2 – Base Contract Pricing Worksheet.
b. In addition, offerors shall provide electronic versions of both Pricing Worksheets in Excel format via email.
3) Representations and Certifications
a. If available at www.sam.gov, so state.
4) Section E – Provisions
a. Fill-in the applicable provisions in this section of the solicitation.
12. QUESTION 12
Task order page limit clarification. Is the limit 5 pages total for both Technical and Price? Or is it 5 pages per section?
Answer:
The limit of (5) pages refers to the Task Order technical proposal only. Pricing for the task order shall be included in the overall IDIQ Business/Price Proposal on the excel spreadsheet provided as Attachment 4 – Task Order Pricing Worksheet. Offerors shall use the revised version of Attachment 4. See questions #1 and #2 above.
13. QUESTION 13
Clarification. Are all insurance certificates required for proposal submission? Or upon award?
Proof of insurance certificate or an equivalent proof demonstrating that the offeror is capable of and intending to acquire the appropriate insurance coverage without delay of immediate contract award are required with the proposal submission. Offerors are reminded that the Government reserves the right to award without discussions in accordance with Commerce Acquisition Regulation (CAR) clause 1352.215-74(c)(1) found on pg. 39 of the SF1449 solicitation document.
14. QUESTION 14
Confirm Task Order #1 Proposal is also due on April 2.
Yes, that is correct. Both the IDIQ and task order proposals are due on April 2.
15. QUESTION 15
PWS 3.1.4.c - Assume these are drones? Are we expected to provide the drones or just operate them? Says “provide . . . support aircraft . . .”
Answer:
Manned and unmanned aircraft support services have been provided by the incumbent primarily to assist with project planning and in a coordination role (not actual provision of or operation of unmanned aircraft). While it is not expected to be a major a component of the scope, it is within the realm of possibilities that the Government may require the contractor to provide and operate unmanned aircraft subject to Federal Aviation Administration (FAA) and NOAA aircraft regulations. 16. QUESTION 16
PWS 9.0 Does Subcontractor in a teaming agreement also need to present insurance certificate? Are certificates presented as part of the Technical Volume? Insurance certificate must be for whole project duration through 5/2023? Most insurers only insure for 1 year at a time.
https://www.omao.noaa.gov/learn/aircraft-operations/aircraft/unmanned-aircraft-systems https://www.omao.noaa.gov/learn/aircraft-operations/aircraft/unmanned-aircraft-systems
Any employee (contractor or subcontractor) performing duties onboard a NOAA vessel shall be covered by the required insurances. Refer to Attachment 1 – Base Contract Performance Work Statement section 9.0:
The Contractor further agrees to indemnify and hold harmless the Federal Government and its agents and assigns from any claims or liability for injury, death or loss that allegedly arises from the Contractor or any sub-contractor’s work undertaken in performance of this contract.
Refer to the SF1449 solicitation pg. 28 table of deliverables, certificate of insurance is “provided with the initial proposal and annually thereafter”. The required proof of (or equivalent proof of capability/intent to acquire) insurance shall be included in the IDIQ technical proposal. Refer to pg. 36 Addendum to FAR 52.212-1 #2:
Both proposals should be typed, double-spaced, with one inch margins, using size 12-font or equivalent, and printed, unreduced in size on 8 ½’’ by 11’’ paper not exceeding 40 pages and 5 pages for the IDIQ and task order respectively, single-sided, and exclusive of key personnel resumes and any certificates of insurance. Any pages in excess of these limitations will be disregarded, and will not be included in the proposal evaluations.
17. QUESTION 17
FACTOR D – PAST PERFORMANCE – does it matter how many questionnaires are from the prime and how many from subs? Ok for the prime to submit one questionnaire and the sub two?
At least (3) references for past performance shall be provided. The number submitted from the prime and/or its subcontractor(s) was purposely left unspecified.
