Amendment 01
QUESTION 1
I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?
ANSWER:
Yes, this requirement is a re-compete for current contract AB133C-12-CN-0097. The incumbent is a non-profit entity, Greater Farallones Association.
QUESTION 2
Is the incumbent eligible to propose?
ANSWER:
The incumbent is not eligible to propose as they are a non-profit entity and therefore considered to be “other than small” business.
QUESTION 3
Can the government provide the names of any contractors currently filling these positions so that we may contract them?
ANSWER:
No, the Government is not able to provide any current contractor names.
QUESTION 4
Will the Government accept proposals submitted in PDF format?
ANSWER:
Yes, proposals may be submitted in either Word or PDF format.
QUESTION 5
Will the Government accept 10pt font for tables and graphics?
ANSWER:
Yes, the Government will accept 10pt font (or larger) for tables/graphics.
QUESTION 6
If an offeror has an IDIQ, can individual task orders be used for separate Past Performance questionnaire submittals or do offerors have to use the whole IDIQ as one?
ANSWER:
If the scope of individual task orders is similar, submitting one for the IDIQ is preferred;
however, all submittals will be considered and evaluated.
QUESTION 7
Can the Government clarify which positions are covered under the Service Contract Act and Wage Determinations? If so, can the Government provide the occupational mapping and code?
ANSWER:
The Administrative Specialist position is covered by the Wage Determination. Please refer to the fill-in for FAR clause 52.222-42, checked within clause 52.212-5 (RFP pg. 20) for occupational information.
QUESTION 8
Reference RFP Section E pg. 32:
This section requires the proposal to be submitted in 12-point font, double spaced. This format will greatly restrict the amount of detail offerors will be able to provide. Would the government consider changing this formatting requirement to single spacing and allowing a smaller font size that is still totally legible (e.g., 11-point) to enable offerors to submit adequate information and ensure ease of evaluation?
ANSWER:
The Government will accept 11 or 12pt font; double spacing is still required for the formatting.
QUESTION 9
Reference RFP Section E pg. 32:
The technical proposal is limited to 20 pages. Would the government consider exempting the resumes from this page limit to allow adequate discussion of the offeror’s technical capabilities and management approach?
ANSWER:
Yes, resumes are exempt from the page limitation.
QUESTION 10
Reference RFP Section E pg. 33:
This requirement states the price proposal shall include “applicable fill-ins of Section E of this solicitation.” Please clarify. What “fill-ins of Section E” are to be included?
ANSWER:
In this case, the only provision with fill-ins is FAR 52.212-3 beginning on pg. 36. If the offeror’s reps and certs are available at sam.gov, please include a statement to this effect.
QUESTION 11
Reference RFP Section C, page 23, CAR 1352.228-70 Insurance Coverage:
(d) Aircraft Public and Passenger Liability and (e) Vessel Liability is listed.
Under the Performance Work Statement, page 19, paragraph 7.0 Insurance, General Liability, Worker's Compensation, and Automobile insurance are listed as needed to perform the work.
Please clarify if the awardee will need Aircraft Public and Passenger Liability and Vessel at the time of the award. Please clarify if proof of insurance is required after award or with the proposal.
ANSWER:
The CAR clause has specified for paragraphs (d) and (e) “when aircraft are used” and “when contract performance involves the use of vessels” respectively. In this case, neither is required for contract performance and only General Liability, Worker’s Compensation, and Automobile Insurance is required. Refer to the Deliverables table on RFP pg. 7 for a due date of “within 5 days of contract award and annually thereafter” for certificates of insurance.
QUESTION 12
Would the Government consider a brief extension of the due date?
ANSWER:
Unfortunately, current milestones will not allow for a significant extension. The Government has extended the due date by (2) business days and the new due date for proposals and all past performance questionnaires is now December 20, 2017 by 4:00PM (MST).
