This is a Solicitation (Request for Proposals) for Region 09 Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts for Zone 2 (Northern California), released by the GSA Public Buildings Service Acquisition Management Division. The solicitation is a total small business set-aside targeting between 10-20 IDIQ construction contracts, with specific socioeconomic set-aside targets including 2 HubZone, 3 Women-Owned Small Business (WOSB), 1 Service-Disabled Veteran Owned Small Business (SDVOSB), and 3 8(a) contracts.
The contract will be for one base year with four one-year option periods, totaling a potential five-year performance period. Proposals will be evaluated on a 200-point technical scale, with 100 points for Past Experience and 100 points for Past Performance. Technical qualifications are weighted significantly more than price, with no trade-off between technical factors and price. Offerors must submit five different project references, with at least one project located in the geographic Zone, and proposals will be evaluated using competitive negotiation procedures. The solicitation requires submission of detailed pricing information including profit, overhead, and bond percentages, with proposals due by 3:00 pm Pacific Standard Time on 11/12/2025.

Failure to include the Offeror name in the document file name may lead to the Government not giving your proposal credit for the document(s).
II.C. Price Proposal
(1) Contents
Offerors will be required to provide pricing for the following elements:
● Profit % for all task orders and modifications of task orders
● Overhead % for all task orders and modifications of task orders
● Bond % for all task orders and modifications of task orders https://forms.gle/3F5sbfQLiHvYUN7F7 https://forms.gle/2E2d6YnnZ5UboYkE7
If the rates proposed are accepted, they will be incorporated into the base IDIQ contract, and represent the maximum percentages which may be applied to task orders awarded under the base contract. On individual task order competitions, Offerors may choose to propose, and the Government may award, lower rates than those awarded in their base IDIQ contract.
The following ranges are examples of rates historically determined to be fair and reasonable. These are provided as general guidance only, for Offerors’ consideration in pricing their proposals for the current Solicitation. Proposed rates within these ranges will not automatically be determined to be fair and reasonable, and the Government makes no guarantee that Offerors that provide pricing within these ranges will be selected for award. The Contracting Officer will use various factors to determine if specific rates proposed for this Solicitation are fair and reasonable and may include, but are not limited to: historical data; comparison to the Independent Government Estimate;
consideration of the rates proposed by the Offeror pool as a whole; and market conditions.

(2) Qualifications, Exclusions and Conditions
If the Offeror communicates in its proposal any qualifications, exclusions, or conditions to the proposed prices not provided for in the Contract Documents, the Contracting Officer may reject the proposal and exclude the Offeror from further discussions.
(4) Additional Proposal Requirements
Offerors will be required to submit separate proposals for each geographic Zone for which they are seeking a contract. An Offeror may receive contracts for multiple Zones, but may only receive one awarded contract per Zone.
II.D. Technical Proposal
A. Factor 1: Past Experience (100 Points)
The following categories of past experience will be evaluated: Mechanical, Electrical, Plumbing, Design-Build, Historic Preservation, Projects Below $350,000 ($350K), $350K–$1 Million ($1M), and Above $1M.
Projects submitted will only be considered for this Factor 1 if the Offeror:
● Was the prime contractor
● Was a member of a joint venture, and the Offeror was the prime contractor, or
● Is submitting a proposal as a joint venture, and one of the members of the joint venture was the prime contractor
Exactly five different projects must be submitted, no more and no fewer. Each project may only be submitted for one category, however offerors are permitted to submit more than one project for a given category. There is no requirement that offerors submit a project for each category.
At least one project must be located within the geographic Zone for which the Offeror is submitting a proposal.
Proposals not conforming to these requirements will not be considered responsive and will not be eligible for award.
Category set-aside contracts may be awarded per Zone for the proposal(s) receiving the highest scores in the following categories:
● Below $350K; maximum of three set-asides
● Design-Build; maximum of three set-asides
● Mechanical; maximum of two set-asides
● Historic Preservation; maximum of two set-asides
Only projects which meet the standard of evaluation in that category will be considered for set-asides. Contracts eligible for either category or socio-economic set-asides must:
● have a minimum technical proposal score in both Factors 1 and 2 of at least 50 points each
● have fair and reasonable pricing
● be compliant with all other proposal requirements
● be found responsible.
Category set-asides will be determined based only on Factor 1: Past Experience, assuming conformance with all other proposal requirements. In the case of a tie in Factor 1: Past Experience for category set-asides which would result in more than the maximum number of set-asides being made, the tie will be broken in favor of the Offeror which has the highest total Technical Score (Factors 1 and 2 combined), as long as all other proposal requirements are met.
For all categories of projects evaluated, if a project meets the standard of evaluation, it will be awarded 10 points, for a maximum of 50 points across all 5 projects. If a submitted project meets the standard of evaluation, it is eligible to receive additional points if it includes certain elements specified for each category, for a total of 10 additional points per project. Each project is eligible to receive up to 20 points total.

B. Factor 2: Past Performance (100 Points)
This factor considers the past performance of the Offeror. The Offeror shall submit references (a person or persons who may be contacted regarding the quality of the Offeror’s past performance) for comparable projects substantially completed within the last seven (7) years from the due date for proposals. The Offeror must provide the name, title, company name, current address, current phone number, and current email address for each reference. The Past Performance Questionnaire (PPQ), will be used to annotate contact and responses to verify information provided in relation to the Offeror’s past performance.
The Offeror must submit up to four (4) PPQs, completed by the applicable client. PPQs submitted must be for construction projects substantially completed in the last seven years from the due date of proposals for this Solicitation. Completed PPQs should be submitted with the proposal, within the Google Form. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow up with clients/references to ensure timely submission of questionnaires.
If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal submission closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at krista.miller@gsa.gov prior to the proposal submission closing date and time. Emails shall be titled, “[Offeror Name - Zone X] PPQ 2026 Construction IDIQ.” Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
All proposals will initially be assigned 50 points under Factor 2, which is a neutral score.
Any proposals which do not include any record of past performance will retain the score of 50 points.
Each PPQ submitted is worth up to 10 points. If the above submittal requirements are met for a PPQ, all the ratings on the PPQ are at least Satisfactory, and there are no negative performance comments, the standard of evaluation is met for that PPQ and will be scored 5 points.
If a PPQ submitted meets the standard of evaluation, it is eligible to receive 1 additional point for each of the following elements, for a total of 5 additional points:
● Project for which PPQ was submitted is a project that was also submitted under Factor 1: Past Experience.
● Project for which PPQ was submitted was a project contracted by GSA.
● Project for which work was performed on a federally-owned building or facility.
● PPQ includes a majority of ratings above Satisfactory.
● PPQ includes narrative comments which positively reflect on contractor performance.
Offerors must also include up to five (5) performance recognition documents received within the last seven (7) years from the date that proposals are due for this Solicitation, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition including Contractor Performance Assessment Reporting System (CPARS) reports. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including CPARS, using all CAGE/UEI numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror.
While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.
Each past performance recognition document submitted will be awarded 2 points.
If an Offeror submits any record of past performance which demonstrates negative past performance, points will be deducted from the neutral score of 50, as follows:
● If a PPQ has between 10% and 50% of ratings that are below Satisfactory:
Deduct 4 points
● If a PPQ has greater than 50% of ratings that are below Satisfactory: Deduct 7 points
● If a PPQ has negative performance comments: Deduct 3 points
● If a performance recognition document has any negative performance ratings and/or comments: Deduct 2 points

III.H. Contractor Performance Information
(1)Evaluating Contractor Performance: The General Services Administration is using the Contractor Performance Assessment Reporting System (CPARS) module as the secure, confidential, information management tool to facilitate the performance evaluation process. CPARS enables a comprehensive evaluation by capturing comments from both GSA and the contractor. The website for CPARS is Contractor Performance Assessment
Completed CPARS evaluations may then be used by the Federal acquisition community for use in making source selection decisions. CPARS assists acquisition officials by serving as the single source for contractor past performance data.
(2)CPARS Registration: Each award requiring an evaluation must be registered in CPARS. The contractor will receive several automated emails. Within thirty days of award, the contractor will receive an e-mail that contains user account information, as well as the applicable contract and order number(s) assigned. Contractors will be granted one user account to access all evaluations.
(3)Contractor CPARS Training: Contractors may sign up for CPARS training. A schedule of classes will be posted to the CPARS training site (CPARS Training) and updated as needed.
(4)Contractor Representative (CR) Role: All evaluations will be sent to the Contractor Representative (CR) named on your award. The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the Contracting Officer will request the name and email address of the person that will be responsible for the CR role on your award.
http://www.cpars.gov/ http://www.cpars.gov/ https://www.cpars.gov/lc.htm
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the Contracting Officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the Contracting Officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.
III.I. Safeguarding and Dissemination of Controlled Unclassified Information (CUI) Building Information
Certain information contained in the Solicitation Documents may have been designated as Controlled Unclassified Information (CUI) building information.
