Questions:

1) Is there a seed project. Answer: No

2) Can we submit the same project for other regions. Answer: Yes. If there are two separate proposals. Suggest tailoring for any area you are interested in. If interested in 4 areas, must submit 4 proposals.

3) Project experience - do projects have to be 100% complete? Answer: Preference is complete, but something closer to completed date is acceptable but may not obtain the max score.

4) Is RS means required for bids submittals. Answer: No.

5) For the subcontractor relationships, do you need the full contract. Answer: We need a cover page and include the contract to ensure the agreement is in place proving an established relationship.

6) Is there a form for subcontractor relationship? Answer: No format required.

7) What is GSA looking for on the letter from the bonding company (surety Letter)? Answer:

Looking for individual and aggregate bonding capacity.

8) On the JV agreement what are you looking for and does it have to be approved by the SBA?

Answer: See Solicitation II.F Requirements for Joint Venture Offerors

9) Do we need to designate how we will be evaluated as an 8A or HUBzone or other categories.

Answer. Designate your socio-economic categories on the revised supplement to the 1442.

10) Do you need a copy of a certificate to go with the designations for SetAside? Answer: We don’t need that, but you can provide if you would like.

11) On the selection of the three projects, do they have to be federal projects or any projects? Answer:

Would encourage to use projects that are most relevant including with GSA and IDIQ experience.

12) Are you are considering all areas in the 50% response rate on future task orders, for example state of Kansas, is it just Kansas City, KS? Answer: NO, all state of Kansas with Federally owned and leased space.

13) If we get Nebraska, can we bid on any state or just Nebraska? Answer: Where ever you receive the award for a particular state/area then you would only have an opportunity for that particular state/area.

14) Are you going to post all of the questions and answers on FBO? Answer: Yes.

15) Do you have a sign in sheet? Answer: Email POC to Justin.Panasiuk@gsa.gov.

16) Are past performance questionnaire required? Answer: No.

17) C301 is it required with proposal or separate? Answer: Submitted with proposal

18) Bonding is it required at base? Answer, No, but do want to see what they have the capability to achieve.

19) Is past performance with JV, does it have to be as JV or can individual company provide past performance? Answer: JV preferred, but if not available then by each company.

20) Do you know where I can find the C301 Form? Answer. Sent as part of Amendment 1

21) For the 1442 Supplemental page, GSA really just wants our percentage (%) rates that we were hoping to charge for OH & P filled in the chart? Answer: Yes, but these are not a guaranteed rate for future task orders. It is simply the maximum that could be charged on future task orders and modifications.

22) Will there be addendum with all interested Vendors? Answer: Attendees at the pre proposal shared above.

23) Is there an available list or footprint of properties included for each region?

Answer: Below is a list of addresses for Federally Owned Federal Buildings and U.S.

Courthouses within Region 6 of the Public Buildings Service (the list may not be all-inclusive and may change over the life of the contract). As stated in the Pre-Proposal Conference, Region 6 PBS also has hundreds of leased locations that may require service under the subject contract.

However, the vast majority of work is expected to be within the Federally Owned Inventory listed below:

2306 Bannister Rd, Kansas City, MO 2312 Bannister Rd, Kansas City, MO 400 E 9th, Kansas City, MO 601 E 12th, Kansas City, MO 8930 Ward Pkwy, Kansas City, MO 1222 Spruce St., St. Louis, MO 4300 Goodfellow, St. Louis, MO 111 10th St, St. Louis, MO 801 Broadway, Hannibal, MO 80 Lafayette Street, Jefferson City, MO 555 Independence, Cape Girardeau, MO 100 Centennial Mall N, Lincoln, NE 111 S 18th Plaza, Omaha, NE 1616 Capitol Ave, Omaha, NE 300 E 3rd St, North Platte, NE 444 SE Quincy, Topeka, KS 401 N Market, Wichita, KS 500 State, Kansas City, KS 850 Nebraska, Kansas City, KS 320 S. 6th Street, Sioux City, IA 210 Walnut, Des Moines, IA 123 Walnut, Des Moines, IA 111 7th Ave SE, Cedar Rapids, IA Davenport/Iowa City, IA

24) Does the PM & Site Supervisor need to be the same key personnel for every project within the contract? What would be the process to substitute such personnel?

Answer: The personnel submitted should be those that will work under this contract. If a need arises to change this individual then the contractor would need to submit that individuals qualifications to the contracting officer for approval.

25) Can you give an example of a project that would require a 24-hour response time? Answer: The 24 hour response time would rarely be needed, but is usually needed in an emergency situation.

However, GSA would expect acknowledgement of awards/mods issued within the 24 hour period.

26) Does the 24-hour response time include weekends and or holiday? Answer: Yes it could, but again this would be a rare circumstance.

27) Will each task order determine if shift work is necessary? Answer: Yes the working conditions and available hours will be included in each SOW.

28) Under the standard for evaluation for Section 1: Project Experience it references projects within

(5) years. Under Description there is a reference to (3) years. Will the government accept projects falling within the (5) year range? Answer: This has been changed in Amendment 1.

The contractor can submit any project they wish. However anything outside of the 3 years would not be able to receive a maximum score. This will not disqualify a contractor or result in no score.

29)Can the requirement for the submission of Subcontractors Relationship, as it pertains to the executed agreements, be limited to the requested information of the requirement minus the body of the legal jargon of the full subcontract agreement document? Answer: Yes

30) Is there any requirement to provide the identification or qualifications/past experience for the A/E firm the GC will use for design build task orders? Answer: It is not required but the AE used must be able to provide complete, stamped drawings as well as final markups upon completion if different than the original.

31) It is understood there is no seed project to estimate for the price proposal? Answer: Correct 32)Will RS Means be required for the submitted estimates for the task order proposals? Answer: No

33) Please verify GC should list what Small business category they are bidding under? GSA would get credit for the others, but GC would list primary vehicle. Answer: This can be annotated on the revised supplement to the 1442.

34) Is there any requirement to provide the Bonding rate percentage as part of the price proposal or technical proposal? Answer: No, but this will have to be determined as fair and reasonable on each task order when required (>$35K)

35) Is there any requirement to provide Insurance rates or workman's comp experience modification rating as part of the price proposal or technical proposal? Answer: No, but a copy of the contractor’s insurance will be needed for each future task order.

36)Given the amount of information requested in Section 3 - MANAGEMENT AND TECHNICAL APPROACH, would GSA consider expanding the page limit to 2 pages? Answer: Yes, addressed in Amendment 1.
