3. Statement of the Evaluation Factors and their Relative Order of Importance
Government intends to award four (4), geographic region specific, Indefinite Delivery, Indefinite
Quantity (IDIQ) contracts to the responsible offerors whose offer conforms to the solicitation and is the most technically qualified. The evaluation process will consist of two (2) phases, the written qualification package evaluation phase and the oral presentation phase. Only the most highly qualified firms will be invited to participate in the oral presentation phase based upon the scores they receive in the written qualification package evaluation phase. The Government intends to enter into negotiations with the most highly qualified firms based upon a summation of their written qualification package evaluation and oral presentation scores.
A. Minimum Submission Requirements: The minimum submission requirements checklist is to be completed by the offeror and submitted with the qualification package. These requirements represent the minimum qualifications, staffing, and capabilities that are required under this contract. Only the firms that met the minimum qualifications, as evident in their initial submission, will advance to the written qualification package evaluation phase of the selection process.
B. Written Qualification Package Evaluation Phase: Written qualification packages shall be evaluated against the evaluation standards. Firms that submit a qualifications package and meet the minimum requirements will have their written qualification packages evaluated.
Only firms determined to be the most highly qualified will advance in the selection process and be given an opportunity to participate in the oral presentation of the selection process.
C. Oral Presentation Evaluation Phase: Oral presentation evaluations will only be conducted with the most highly qualified firms as determined by the written qualification package scores. The Oral presentation evaluation will be based on the offeror’s overall architectural knowledge, ability to assess, strategize and communicate efficiently, while creating innovative solutions to project challenges. Scores from the written evaluation will be added to the oral presentation scores for a final total score. Offerors who are invited to participate will have one (1) hour for the oral presentations phase.
SECTION A: SOLICITATION REQUIREMENTS 6
1. Offerors will have 15 minutes to present their firms to the interview panel.
2. Offerors will have 25 minutes to present their “Comprehensive A/E Project” and related design documents to the interview panel.
3. Offerors will have 15 minutes for standard questions to be asked of the interviewed firms
4. Offerors will have 5 minutes for questions posed to the GSA.
4. Elements of the Evaluation Process: Offerors must fully address their capability with regard to each of the stated minimum submission requirements and evaluation criteria.
A. Evaluation of Technical Proposals: Technical qualification packages and oral presentations / interviews must be evaluated against the evaluation factors listed in the combined synopsis / solicitation and the related standards and requirements outlined herein.
Evaluators must use their best judgment in rating each qualification package against the established standard for each factor. Evaluators must not evaluate one qualification package against other proposals.
B. Definitions: Evaluators are to utilize standard adjectives to rate the quality of the technical qualification packages.
1. Deficiency (FAR Subpart 15.001): A material failure of a qualification package to meet a Government requirement or a combination of significant weaknesses in a package that increases the risk of unsuccessful contract performance to an unacceptable level.
2. Weakness (FAR Subpart 15.001): A flaw in the qualification package that increases the risk of unsuccessful contract performance. A "significant weakness" in the qualification package is a flaw that appreciably increases the risk of unsuccessful contract performance.
3. Strength: An aspect of the proposal that increases the probability of successful contract performance.
C. Rating Documentation: Each evaluator will review each qualification package against each evaluation standard and document the results on the score sheets attached to this plan, documenting the basis for the score by identifying strengths, weaknesses and deficiencies in the package for each evaluation factor. For each deficiency identified, the evaluator must provide:
1. An explanation as to why one or more requirements outlined in the solicitation is not met;
2. An opinion, with supporting rationale, as to whether the deficiency can be remedied by the offeror;
3. And an opinion, with supporting rationale, as to whether remedying the deficiency
(assuming it is technically feasible to do so) would entail so substantial a revision of the package as to amount to allowing the submission of a second qualification package.
Any doubts about the propriety of excluding an offeror on the basis that a deficiency is not technically capable of being corrected or the necessary revisions would result in a virtually new qualification package should be resolved in favor of the Government. Any needed clarification or additional information will be obtained by the Contracting Officer.
D. Consensus. Written Qualification Package Consensus: Each panel member will independently evaluate all the technical aspects of the written qualification packages and assign a score to each package. After the individual members have separately evaluated the written qualification packages, including preparation of their narrative explanations, the panel, under the leadership of the chairperson, will meet and formulate a consensus score for each package. The written qualification packages will then be ranked highest to lowest scores based upon the consensus score. Note: Averaging the scores of individual SSEB team members shall not constitute consensus.
SECTION A: SOLICITATION REQUIREMENTS 7
E. Written Qualification Package Summary Conclusion: A summary conclusion will be developed following the evaluation of written qualification packages to determine the most highly qualified firms. The most highly qualified firms will be invited to participate in the oral presentation of the selection. The summary conclusion will include a narrative justification indicating sound rationale for the rating and the judgment applied. The summary will include the (a) the strengths and weaknesses of all the qualification packages, (b) the existence and seriousness of deficiencies in all the qualification packages, and (c) other matters on which the panel is to provide advice. The summary will include the SEB’s ranking of all the firms based upon the consensus score from of highest to lowest. The SA will make a determination as to which of the firms are considered the most highly qualified based upon natural breaks in the consensus scores. These firms will be invited to participate in the oral presentation/design solution phase of the selection process.
NOTE: Scores from the written evaluation and oral presentation will be added together for a final total score.
