About this file
This is a Justification for Other Than Full and Open Competition (J&A) document for a single-source, brand-name procurement submitted by the General Services Administration (GSA) Supply Chain Management Contracting Division on behalf of NSWG-1 Tactical Ground Mobility in San Diego, California.
The procurement concerns one complete GM Defensive Run-Flat Tire Changer Workshop Model (GMR-023) with an estimated total value of $98,200.00 under requisition number R571006212TD68. This stationary, workshop-based tire changing system is required for maintaining tactical and armored vehicle fleet wheel assemblies and must meet specific technical specifications: fixed floor-mount installation requiring a 6 × 6 meter operational bay footprint, rim compatibility ranging from 16 to 27 inches in diameter, 380V facility power supply compatibility, dual control systems with integrated joystick and wireless remote controls, and an operational cycle time of approximately 20 minutes per tire assembly requiring only 1 to 2 operators. The justification for brand-name procurement cites unique qualifications including comprehensive size handling capabilities, enhanced safety features through wireless remote operation, and standardization across tactical fleet maintenance equipment to ensure uniform protocols, minimize training overhead, reduce lifecycle ownership costs, and prevent downtime during critical fleet deployments. Market research determined that general commercial tire changers lack the specialized hydraulic capacity, clamping architecture, and run-flat insert removal tooling necessary to safely and efficiently handle military run-flat tire systems within the required timeframe. The procurement is authorized under FAR 6.103(b) and GSA Class Deviation RFO-2025-6, with GM Defensive identified as the sole interested source. The Direct Demand Contract Solutions Division will conduct the procurement with solicitation posted on SAM.gov, pricing evaluated on a Lowest Price Technically Acceptable (LPTA) basis, and fair and reasonable pricing assessment conducted using historical review and 4P-Price Point PLUS Portal Market analysis.

Section 1 — Customer Justification
1.1 Identification of the Agency IAW FAR 6.104-1(a)(1)
Agency / Organization: NSWG-1 Tactical Ground Mobility 214 Seafloat St. San Diego CA 92155
Mission & Requirement Purpose:
Procurement of the specialized GM Defensive Run-Flat Tire Changer Workshop Model (GMR-023) is critical to maintaining operational readiness and supporting scheduled and unscheduled maintenance of tactical and armored vehicle fleet wheel assemblies.
1.2 Nature and Description of the Action IAW FAR 6.104-1(a)(2)
This justification reviews and approves the procurement of specialized workshop equipment as a brand name requirement. The specific details of the acquisition are outlined below:
Item Name GM Defensive Run-Flat Tire Changer Workshop Model
Manufacturer Name GM Defensive
Model / Part Number GMR-023
Requirement Type Brand Name Requirement
Urgency / Delivery Timeline Required for immediate installation to meet upcoming deployment and depot servicing pack dates.
General Description:
The requested equipment is a stationary, workshop-based run-flat tire changing system engineered specifically for depot- and base-level maintenance. It dismounts and mounts run-flat inserts and tires efficiently and safely across heavy tactical and armored wheel assemblies.
1.3 Description of Supplies or Services IAW FAR 6.104-1(a)(3)
The estimated total value of this requirement is $98,200.00 (Quantity: 1 Complete System). The system must meet the following technical and operational specifications:
Installation & Footprint Fixed stationary floor mount installation requiring a standard operational bay planning footprint of 6 × 6 meters (36 m²).
Rim Compatibility Range Servicing capacity covering rim sizes from 16 to 27 inches in diameter.
Power & Utility Infrastructure 380V facility power supply compatibility.
Control Interface Dual control systems featuring integrated joystick controls and wireless radio remote control for maximum operator safety.
Operational Cycle Time Approximately 20 minutes per tire assembly cycle time, requiring only 1 to 2 operators.
1.4 Demonstration of Unique Qualifications IAW FAR 6.104-1(a)(5)
The GM Defensive GMR-023 model provides unique capabilities essential to workshop operations that cannot be met by alternative commercial-off-the-shelf systems:
• Comprehensive Size Handling: Seamless support for 16″ to 27″ tactical multi-piece and run-flat wheels without requiring hazardous manual prying or uncertified third-party adapters.
• Enhanced Safety & Dual Controls: Wireless remote operation allows operators to maintain a safe distance during high-pressure rim and insert seating/unseating procedures.
• Standardization & Tactical Fleet Readiness: Standardizing on GM Defensive workshop-level maintenance equipment ensures uniform maintenance protocols, minimizes training overhead across technical personnel, reduces lifecycle ownership costs, and prevents downtime during critical fleet deployment cycles.
1.5 Market Research Conducted IAW FAR 6.104-1(a)(8)
Market research was conducted to evaluate commercial and tactical tire changing systems. While general automotive and commercial truck tire changers exist, they lack the specific hydraulic capacity, clamping architecture, and specialized run-flat insert removal tooling necessary to handle 16–27 inch military run-flat tire systems safely and efficiently within the required 20-minute cycle timeframe. The
GMR-023 was determined to be the sole configuration meeting all tactical depot requirements.
1.6 Supporting Facts IAW FAR 6.104-1(a)(9)
All facts and technical justification supporting the use of other than full and open competition are detailed in Sections 1.2 through 1.5 above. Technical data packages suitable for full and open competitive manufacturing are proprietary to GM Defensive.
1.7 Interested Sources IAW FAR 6.104-1(a)(10)
The following source has expressed interest in this acquisition in writing:
• Manufacturer / Vendor: GM Defensive
• Delivery Timeline Requirement: Delivery required within standard procurement lead time to support immediate facility activation.
Technical Certification
I certify that this Justification for Other Than Full and Open Competition is accurate and complete to the best of the technical or requirements personnel’s knowledge and belief. All evidence and supporting data that is the responsibility of technical or requirements personnel has been provided.
