REQUEST FOR PROPOSAL FOR THE
GENERAL SERVICES ADMINISTRATION
FEDERAL ACQUISITION SERVICE
MID-ATLANTIC REGION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice.
REQUEST FOR PROPOSAL (RFP) INSTRUCTIONS
The Performance Work Statement (PWS), in the combined synopsis/solicitation, defines requirements to maintain and support Private Branch Exchange (PBX) systems in the General Services Administration (GSA) Federal Acquisition Service (FAS) Mid-Atlantic Region (Region 3). The Government intends to issue a firm fixed price, indefinite delivery / indefinite quantity (IDIQ) contract based on the PWS.
The written proposal shall be broken into two separate documents consisting of Volume 1 – Technical Proposal and Volume 2 – Price Proposal. Proposals that only reflect an affirmative response or a restatement of the Government’s requirement will not be sufficient to demonstrate an offeror’s thorough understanding of the requirement.
The Government will evaluate proposals against the stated criteria and determine which proposal of those meeting the requirement represents the best value, price and other factors considered. Award will be made based upon a best value determination wherein technical factors are considered significantly more important than price. The Government may award the task order to other than the lowest priced quote.
The Government intends to make an award on the basis of initial proposals; therefore, the initial response should represent the best technical and price proposal.
Pre-Proposal Conference: The Government intends to conduct an informal pre-proposal conference call at 11:00AM, EST on Tuesday, May 17, 2011. Please note that this conference call will be starting on time and there will be no need for offerors to identify themselves on the call. The purpose of this call is to ensure all offerors have a clear understanding of the instructions for this acquisition. The dial-in number is 1-866-453-5231 and the passcode is 3682727. Technical questions will not be answered on this call; they must be submitted in writing as described in “Questions” below.
Site Visits: The Government intends to conduct 2 site visits. The first visit is at 11:00AM, EST on Tuesday, May 24, 2011, to a Nortel Meridian 1 Option 61C PBX located at 150 S. Independence Mall (6th & Walnut Streets). The second visit immediately follows, to a Nortel Meridian 1 Option 81C PBX located at 600 Arch St. Both locations are walking distance from each other. Technical questions will not be answered on the site visits; they must be submitted in writing as described in “Questions” below.
Participation: Offeror participation on the site visits is limited to two individuals per Offeror. Offerors planning to attend the site visits, must advise GSA of their intentions via e-mail message to joseph.caulfield@gsa.gov and gina.parisi@gsa.gov no later than 4:00PM, EDT, Friday, May 20, 2011. Offerer’s email message shall include the attendee(s) name, company name and company address. Attendee photo ID is required for access to each location.

Answers: Answers to all questions will be posted as an amendment to the RFP, if necessary.
Proposal Due Date/Time: Proposals are due on or before 2:00 PM, EDT on Tuesday, June 21, 2011. Proposals may be submitted via email, with WORD and EXCEL file attachments, to GSA’s Contracting Officer at christopher.anderson@gsa.gov . Alternatively, on or before the above time and date, proposals may be delivered in hard copy, including WORD and EXCEL files on CDs, to GSA’s Contracting Officer at:

Evaluation Initiation: After the closing time and date noted above, the Government will immediately begin review and evaluation of the submissions; therefore, offeror submissions or information requests about this RFP after the closing date and time will not be considered.
Assumptions/Exceptions: Offerors should submit only the information requested by the RFP in the format prescribed. Assumptions or exceptions to the requirement of any kind may result in the proposal no longer being considered.
EVALUATION CRITERIA
The Government will evaluate the submitted proposals against the criteria set forth below.
VOLUME 1 – TECHNICAL PROPOSAL
Technical Proposals will be evaluated on the basis of the following technical factors:
1) Past Performance
2) Technical Solution.
The Technical Factors are listed in descending order of importance. The Technical Factors are considered more important than price. However, price is always evaluated and price rises in importance when technical merit of the various proposals becomes more equal.
PAST PERFORMANCE
The Offeror shall provide two examples of their past performance that are similar to the technical scope and size of this requirement. The past performance shall have been performed within the past three years and shall have been performed (as a prime contractor or subcontractor) under a private commercial or federal, state or local government contract or task order.
Similar in Size is defined as the provision of PBX system services as follows:
a) Maintenance and support services at 12 or more locations, each serving at least 100 PBX users.
b) Maintenance and support services at 3 or more locations, each serving at least 1,000 PBX users.
Similar in Technical Scope is performance that included:
a) The provision of upgrades and maintenance on small/medium PBXs, e.g., a Nortel Meridian 11C and, large PBXs e.g., a Nortel Meridian 81C or, 61C.
b) Maintenance and support services for the types of other equipment and support subsystems, as described in the PWS such as: remote PBX units, call detail reporting, alarm monitoring, automatic trouble reporting, public and private network carrier coordination and, a contractor’s network operations center.
The two past performance examples combined shall each be limited to two (2) one-sided, letter size (8.5” x 11”) pages. Number the pages consecutively and use an 11 point (or larger) font size in an easily readable font, such as Times New Roman. If more than two examples are submitted, only the first two will be considered. Anything exceeding the page limit will not be considered.
So that the Government may efficiently evaluate and verify the past performance, include the following information for each past performance example:
a) Name and Address of Organization and Point of Contact (POC) Telephone Number
b) Period of Performance and Dollar Value
c) POCs with correct phone numbers, titles, and e-mail addresses to allow the Government to verify information submitted. For each reference include a contracting POC and, a technical POC, if possible. The Offeror shall ensure that information presented for POCs is accurate and current (i.e.: current phone numbers, email addresses, titles, etc.).
d) Narrative describing the work performed by the Offeror under the referenced contract.
The Government will evaluate the relevance, quality, timeliness, and customer’s satisfaction with the offeror’s past performance examples. In evaluating the past performance examples, the Government reserves the right to use data obtained from other sources as well as that provided in the proposal. This includes information contained in the Past Performance Information Retrieval System (PPIRS).
Offerors are cautioned that it is exclusively their responsibility to ensure that information provided is accurate and complete for all listed POCs. Further, offerors are responsible for ensuring references will willingly participate in the Government’s attempts to verify information provided in the Offeror’s proposal. The Government is not responsible for the inability to contact an Offeror’s references due to inaccurate contact information or uncooperative references.
TECHNICAL SOLUTION
The Technical Solution is limited to fifteen (15) or fewer one-sided pages. Any material provided that exceeds the 15-page limit will not be considered. A page is one side of an 8.5” by 11” sheet. Use an 11 point or larger font in an easily readable font, such as Times New Roman.
The Technical Solution shall include information the Offeror considers relevant to describing its ability to successfully meet the requirements of this RFP and the PWS. Relevant information shall include:

b) Verification of the Partner Assurance Support Services (PASS) agreement with Nortel to include technical support levels 1, 2 and 3, as described in the PWS. If the PASS agreement is not in place, provide a description of the Offeror’s action to have PASS available within 30 calendar days following contract award.
Proposals that only reflect an affirmative response or, a restating of a Government’s requirement, will not be sufficient to demonstrate an Offeror’s thorough understanding of the requirement.
VOLUME 2 – PRICE PROPOSAL
The Offeror shall submit a firm fixed price proposal for this requirement. The Government anticipates the use of a firm fixed price, indefinite delivery, and indefinite quantity (IDIQ) contract. The price proposal shall include a total price for the base period and each option period and, a total price for the entire contract period.
