PERFORMANCE WORK STATEMENT

U.S. ARMY, EUROPE (USAREUR) INFORMATION TECHNOLOGY TRAINING (AE-ITT) PROGRAM

1. 0 BACKGROUND

USAREUR requires a cost-effective, theater-wide Information Assurance (IA) and Information Technology (IT) training contract for all DoD activities that offers hands-on, state-of-the-art instruction provided by certified training professionals. This training contract is in support of the Army Europe - Information Technology Training (AE-ITT) Program. The AE-ITT Program is centrally managed by the USAREUR G6 and covers the IT training requirements for USAREUR’s Title 10 Area of Responsibility (AOR). This joint program supports the different branches of the U.S. military and their various commands/units that are geographically dispersed across the U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) AORs. The AE-ITT program consists of two training areas:

A. Information Technology Training Program (ITTP): Includes commercially available and Army-specific training courses.

B. Information Assurance Training Program (IATP): Includes commercially available courses and industry standard certifications that map to the Army’s Information Assurance requirements under Department of Defense Directive 8570 (DoDD 8570) and applicable Army Regulations.

The overarching aim is to offer an enterprise IT/IA training capability that provides flexibility in meeting the myriad of IT training needs of the IT workforce across the AOR. Demand for relevant training is increasing due to the military’s in-sourcing initiatives, changing technologies, and increased requirements for certifications that are necessary to comply with IA guidance and regulations.

The training solutions provided under this contract must enable the U.S. military to develop and maintain a skilled, competent IT professional workforce for the 21st century through offerings that enable personnel to learn new skills;

improve existing capabilities; enhance personal and professional development; and provide access to the necessary courses and certification tests which allow personnel to meet Department of the Army (DA) and Department of Defense (DoD) mandated training and certification requirements. This requirement is not intended to duplicate centrally funded Army programs, such as Career Program 34 (CP-34), but rather provide organizations located in the USAREUR AOR a means of offering locally affordable training to their OCONUS IA/IT workforce.

The AE ITT program’s purpose is to ensure that relevant training is available to all of the USEUCOM and USAFRICOM IA and IT workforce (military, civilian, foreign nationals and contractors), privileged users, specialty positions, and IA managers to comply with computing environment and IAT/IAM requirements of Department of Defense Directive 8570.01 (DoDD 8570.01). Furthermore, this contract supplements the CP-34 program training and supports the U.S. military’s responsibility for ensuring that AR 25-2 and the current IA Training Best Business Practices (BBP) are implemented throughout the theater of operations.

2.0 SCOPE

The scope of this effort will provide ITTP, IATP, relevant Army-specific technical training capabilities, and incidental support services to meet the training and certification testing needs of DoD personnel from USAREUR;

5th Signal Command (5 SIG); USEUCOM; USAFRICOM; IMCOM-Europe; and HQ, U.S. Air Forces in Europe

(USAFE).

The scope of such requirements include offering certification courses and testing services for DoDD 8570.01 baseline certifications (reference Appendix A) such as A+/Net+/Sec+/CISSP, CISM, etc.; and computing environment certifications such as MCITP, Brocade, CISCO, Microsoft etc. and offering other relevant certification courses such as Information Technology Infrastructure Library (ITIL), Project Management Professional (PMP), and vendor-specific certification courses necessary for personnel to gain and maintain skills and knowledge with the applicable computing environments for which they are responsible.

3.0 PERFORMANCE OBJECTIVES, GOALS AND OUTCOMES

Current industry standard certifications referenced throughout this document, in terms of certified training requirements and personnel requirements, are subject to change based upon emerging technology and Government mandates. The Government is seeking a solution that can accommodate such change through periodically refreshing the certification courses and test offerings provided under this contract to keep pace with evolving needs of the IA/IT workforce and mission demands.

The AE-ITT Program requires a solution that provides for the following:
