Limited Source Justification and Approval

GSA Federal Acquisition Service, Mid-Atlantic Region 20 North 8th Street, 10th Floor (3QZA)

Philadelphia PA 19107

1. Contracting Agency.

The requiring activity is the Headquarters Air Force / Coalition Warfighter Interoperability Demonstration Joint Management Officer (CWID JMO).

The contracting activity is GSA/FAS (3QZA), The Strawbridge Building, 20 N. Eighth Street, 10th Floor, Philadelphia, PA 19107-3191.

2. Description of Action.

The action being approved is to issue a modification for additional needed support in order to provide continuity of mission critical services being provided under the existing task order (GST0310DS8049) via GSA MOBIS Schedule (GS-10F-0052M). The current period of performance is within Option Period 1 which began 01 September 2011 and ends 31 August 2012. This expanded need for same services under the task order is anticipated through the end of Option Period 3.

Given the mission critical nature of the requirement, the United States Air Force, Coalition Warfighter Interoperability Demonstration Joint Management Office has an on-going need for continued and expanded support.

As a result of Presidential directives and operational tempo changes, the requirement to increase and expedite training and technology integration has the highest priority.

Coordination and cooperation is critical in this environment among the Joint and Allied forces. Increased program management is required to support the increased workload caused by the force and operation capability draw down. Because of these issues, it is critical to get the program managers in place to start, develop and track the progress of the different courses of action directed by higher authority.

the estimated value for the total period, ending 31 August 2014 is $3,894,638.08 a .

3. Description of Services.

This task order will continue to provide current levels of service necessary to maintain continuity of services to ensure consistency in the support of the warfighter and their needs for technology and training. In addition, increased support under tasks and programs where the warfighter technology and support is currently lacking, insufficient, or needing additional supplementation will occur upon modification.

4. Identification of Statutory Authority.

This action is being conducted under the authority of the Multiple Award Schedule program. The statutory authority permitting other than full and open competition is Section 201 of the Federal Property and Administrative Services Act of 1949 (40 U.S.C. 501), as implemented by FAR 8.405-6.

In accordance with FAR 8-405-6 (b)(i), Only one source is capable of responding due to the unique or specialized nature of the work.

5. Reasons for Authority Cited.

For 21 months, LLH & Associates has been an integral partner in supporting the HQ ACC efforts. The Government is restricting consideration to LLH. This action is justified because the contractor is presently tasked to provide technology identification, evaluation, training, testing support, deployment, integration and program management of the Headquarters Air Force/Joint Chiefs of Staff, (HAF /JCS) specialized technology integration, evaluation and support of special mission projects. As such, LLH is uniquely positioned to ensure service continuity during this critical time of troop draw down and realignment within theatre. No other vendor could provide the needed support given the impending expiration date of this performance period.

6. Description of Efforts to Solicit as many Offers as practicable.

The Government will solicit only LLH & Associates under their GSA MOBIS Schedule to enable the fulfillment of this requirement. The initial award was competed under the GSA MOBIS Schedule and only LLH & Associates submitted a quote.

7. Fair and Reasonable Cost Determination.

In accordance with FAR 8.4, GSA has determined original quoted pricing as fair and reasonable. Additional resources will be quoted under existing pricing and reviewed prior to modification issuance.

8. Market Research.

Only the incumbent contractor can provide support of this effort given the specificity of the tasks performed and the immediacy of the needs of the agency. Competing this requirement would delay critical services. Any delay would adversely impact mission support of Air Force warfighter support and is unacceptable. As a result, market research for this action was not conducted. However, market research was performed prior to the execution of initial award.

9. Other Factors. None
