US Forest Service (USFS) Southwestern Region
Toilet Pumping and Wastewater Services BPA Contract
Statement of Work
Project General Information
1.0 Scope of Work
This contract is for a Blanket Purchase Agreement (BPA) for wastewater services to the Southwestern Region of the US Forest Service. The purpose of the BPA is to meet the varied US Forest Service wastewater servicing needs such as pumping/removal/proper disposal of wastewater from holding cells such as a vault toilet facilities, septic systems, or lagoons located at a variety recreation or administrative sites located within the States of Arizona, New Mexico, and parts of the Grasslands of Oklahoma and Texas.
The BPA consists of a base period of five years. Services will be required routinely, or as needed and will be paid for via a credit card. Task orders will be issued for each specific work solicited by the different forests or districts within the Southwestern Region of the Forest Service. Wastewater services may require service seasonally or year‐round pending use of the facility and the need for services. Typically, wastewater services will occur at the beginning of field season in April or May and at the end in October or November. A significant number of sites are open year‐round and do require more frequent service due to temperate weather in certain geographic locations.
2.0 Background
Holding cells (vaults or holding tanks) are typically used at sites where water is not readily available and human waste must be captured to prevent environmental damage to the surrounding area. Although septic systems are not holding cells, they do provide treatment of wastewater and do require maintenance and pumping/removal of sludge and within the tank. It is appropriate to include them in the similar scope of work.
Lagoon dredging is included as contractors of the same work may have knowledge and experience of pumping and removal of wastewater from lagoons and are also appropriate to include in this BPA. Inspections and cleaning services are included as specific task orders.
Tasks are organized as follows:
1.) wastewater pumping (for example, vault toilets, holding tanks, septic systems, lagoon dredging, 2.)
providing and servicing portable toilets and hand washing stations 3.) performing inspections and 4.) cleaning basic toilet buildings.
Contractor Requirements

Federal regulations and the contract specifications contained herein. Sites are accessible by a variety of road types including paved, chip‐sealed, gravel and dirt and may include one lane mountanous roads. Although we anticipate pumping needs will be scheduled in the fall, spring, or summer months, weather may be variable throughout the year. The contractor is required to have service vehicles that can travel on mountainous terrain and with extreme weather conditions such as snow/ice/extreme heat(120 °F+).
All applicants must be certified by the appropriate state to handle and dispose of wastewater per State regulation. Below are the links to Arizona and New Mexico approved septage pumpers.
