3. Provided below are the list of questions received in accordance with the due date of questions:
Question A. One of the requirements on page 7 (II.D) state that the "business enterprise" proposing to become the "Transaction Specialist" must have 'a minimum of 3 years demonstrated private and/or public sector loan sale experience as a Transaction Specialist...' Could members of the team (including teaming partners and individuals) represent the "business enterprise" and thus satisfy this requirement? Or, does the prime contractor have to meet this requirement?
Response A. To clarify, the prime contractor is to meet this requirement. In addition, HUD may consider Offerors with less than three years of experience and has expanded the experience required to include real estate transactions and not limited to loan sales.
Question B. Is HUD planning to award the contract to one vendor, or to multiple vendors? If the latter, how many vendors?
Response B. Please see Clause M.4 of the solicitation.
Question C. Is the sample list of loans supplied with the RFP representative of the number of loans and aggregate UPBs expected for a typical loan sale offering?
Response C. No, it is a sample. HUD is unable to forecast asset defaults. For informational purposes only, please refer to Multifamily & Healthcare Previous Sales information at http://www.hud.gov/offices/hsg/comp/asset/mfam/mprev.cfm, which is referenced in section II.B of the SOO.
Question D. How many loan sales does HUD plan to conduct each year?
Response D. HUD is unable to forecast asset defaults and subsequent sales. For informational purposes only, please refer to Multifamily & Healthcare Previous Sales information at http://www.hud.gov/offices/hsg/comp/asset/mfam/mprev.cfm, which is referenced in section II.B of the SOO.
Question E. What work does “Market Valuation Model” under the fixed price tasks refer to in the SOO? Section IV.B.1.(b), section IV.B.1.(c)?
Response E. “Market Valuation Model” under the fixed price tasks refers to Section IV.B.1.(b) “Asset Market Valuations” of the SOO and does not include refer to section IV.B.1.(c) “Modeling”. SOO Section IV.B.1.(c) “Modeling” would be included in the % Success Fee based on the Sale Proceeds Multifamily and Healthcare Assets.
Question F. This is not entirely clear. Likewise, what part of the SOO does “Web-based platform(s)” under the fixed price tasks refer to?
Response F. “Web-based platform(s)” under the fixed price tasks refers to Section
IV.B.1.(f) Bid Package & (g) Sale of Assets of the SOO. Under CLIN 0011, it refers to Section IV.B.1.(f) Bid Package & (g) Sale of Assets and would also include the posting of due diligence materials. CLINs 008 – 0010 would not be ordered in conjunction with CLIN 0011, Web-based platform(s).
