PRE-SOLICITATION - SYNOPSIS

The Bureau of Reclamation, Denver Office, has a requirement for borehole geophysical logging in six boreholes along the proposed Los Vaqueros – Bethany Pipeline Project, CA. See figure 1 for borehole locations. The general site vicinity begins on the west edge of Bethany Reservoir, CA and trends approximately two miles to the north. This solicitation will outline requirements for contract borehole geophysical logging including:

a.) optical televiewer or acoustical televiewer: as directed Reclamation COR and depending upon borehole and fluid condition.

b.) sonic logging: suspension or full wave sonic. Note P and S wave velocity determination are part of this requirement.

c.) natural gamma d.) dual-induction conductivity e.) borehole deviation f.) caliper g.) borehole dilatometer testing using RocTest, Telemac ProbeX, OYO Elastmeter-2, or 100% equivalent testing methods at elevations corresponding with the proposed tunnel alignment or in representative material within two tunnel diameters above or below the proposed tunnel alignment.

The engineering objective of this requirement is to obtain information along the proposed tunnel alignment regarding rock quality, including but not limited to:

· Areas of weak or potentially unstable rock;

· Fracture spacing, orientation, and aperture;

· Fracture openness, infilling, weathering, alteration, or cementation;

· Presence and locations of shear zones or faults;

· Other information that may aid in predicting ground behavior related to proposed tunnel excavation and support.

· Presence and locations of shears and faults

· Compression (P) and Shear (S) velocity determinations, to maximum extent as sonic logging data allows, for all intervals logged with the sonic tool.

This requirement will be 100% set aside for small business participation.

The applicable North American Industry Classification System (NAICS) code is 541360 - Geophysical Surveying and Mapping Services and the Small Business Size Standard is $15 Million.

The magnitude of this construction project is estimated to be between $100,000.00 and $150,000.00.

The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation. As a result of this Pre-solicitation notice, the Department of the Interior, Bureau of Reclamation, anticipates releasing the Request for Proposal (RFP) on or about August 12, 2016 on fedbizops.gov. The due date for receipt of proposals will be specified in the RFP. This requirement will be solicited and awarded using the method outlined in FAR Parts 12 and 13. The resulting contract will be a firm fixed price contract.

The contract period of performance is anticipated to begin on or about to be determined, with an anticipated completion date before to be determined. All dates in this notice are estimates and are subject to change. No further information will be available before the solicitation is posted.
