ATTACHMENT A – STATEMENT OF WORK/SPECIFICATIONS

BACKGROUND:

Six Department of the Interior (DOI) bureaus and offices (bureaus) have some level of responsibility for acquisition, planning, design, construction, operation and maintenance, rehabilitation, modification, regulation (licensing or permitting), removal, and/or providing for security of high- and significant-hazard dams that assist in meeting departmental and bureau missions. The six bureaus are: Bureau of Indian Affairs, Bureau of land Management, Bureau of Reclamation, Fish & Wildlife Service, National Park Service, and Office of Surface Mining Reclamation and Enforcement. In accordance with Departmental policy, the head of each of these six bureaus is responsible for overall operation of a dam safety and security program and must designate a Dam Safety Officer. There is great diversity in the scope, complexity, funding and staffing of the bureau programs.

Departmental policy also establishes a Working Group for Dam Safety and Security (WGDSS) to coordinate the operation of bureau dam safety and security programs. The WGDSS is chaired by Reclamation and is composed of the designated dam safety and security officials from the six bureaus identified above. The WGDSS meets several times per year, at the request of the Chairman. Each bureau funds its own participation on the WGDSS. The Bureau of Reclamation receives appropriations to implement WGDSS activities within DOI and performs program management functions for the

WGDSS.

In 2007, DOI implemented an Enterprise Architecture program to improve a number of interagency lines of business, including dam safety. Under the Enterprise Architecture umbrella, the Reduce Dam Safety Risk (RDSR) initiative was developed. The RDSR identified a large number of improvement activities which the WGDSS was responsible for implementing. Many of the activities identified by the RDSR have been successfully implemented; of the remaining activities, some may no longer be relevant in the context of the current DOI dam safety mission.

The WGDSS proposes to develop a strategic plan for the WGDSS, and to identify and implement relevant dam safety and security risk reduction goals across DOI.

PURPOSE:

This Statement of Objectives outlines the desired outcomes and proposed activities for contractors to use in developing their proposals. Each contractor is encouraged to develop a cost-effective solution and propose innovative alternatives for meeting the objective.

DESIRED OUTCOMES:

As detailed in the “Deliverables” section below, the contractor is to facilitate development of a WGDSS strategic plan. The plan should include but not be limited to: mission and vision statements, imperative statements, objectives and goals, priorities and a timeline for implementing the goals.

R16PS01620 Page 13 of 32

PROPOSED ACTIVITIES:

It is anticipated that the key activity will be a 3-day workshop with WGDSS members, and potentially other representatives of each bureau. The list below includes activities required to prepare for the workshop, proposed workshop logistics, and follow-up activities

Preparation:

o Review the documents provided to become familiar with the overall DOI dam safety and security mission and with each bureau’s individual program(s).

o Conduct pre-workshop interviews with all members of DOI’s WGDSS and other key bureau dam safety and security contacts to develop an understanding of each bureau’s challenges related to implementing dam safety. Each bureau is responsible to identify the parties to be interviewed. Twenty to twenty-five total interviews are estimated.

Interviews do not include travel.

o Participate in pre- and post-interview meetings with the WGDSS. The pre-interview meeting will focus on the questions for interviews and expected outcomes. The post-interview meeting will be to establish the scope and expected outcomes for the workshop. Meetings will be conducted in Denver, CO, but some participants are expected to participate by phone. The facilitator may also attend by phone.

o Using data from the initial interviews and meetings, establish priorities for the strategic planning process. With WGDSS, identify industry leaders whose input could help the process and invite them to participate in the strategic planning workshop.

Workshop:

o Facilitate a minimum three-day visioning workshop with the WGDSS to initiate the strategic planning process. The workshop will be held in the Washington, DC area. A total of 12 to 15 bureau participants are anticipated to attend the workshop. The first day of the workshop would allow industry experts to present the trends and challenges in dam safety and security within the U.S. and internationally, and to discuss with WGDSS the role of DOI bureaus within industry. The remainder of the workshop will be limited to the 12 to 15 participants identified by WGDSS members and will focus on the development of mission and vision statements, and the imperatives of the strategic plan, as discussed above.

Follow-up o Propose a method to develop specific goals and actions associated with each imperative, and establish priorities and timelines for the actions. This could include additional meetings and/or workshop(s).

o Working with WGDSS, develop the written strategic plan.

o Review draft plan and facilitate a one-day meeting with the WGDSS to finalize plan. This meeting will be conducted in Denver, Colorado, though some bureau representatives may choose to attend virtually.

GOVERNMENT PROVIDED ITEMS:

The Government (Reclamation) shall provide:

R16PS01620 Page 14 of 32

Background material on overall DOI dam safety and security policy including the Departmental Manual and the WGDSS charter, and a summary of the RDSR initiative and its results

Meeting space/room for the workshop and other WGDSS meetings before and after the workshop, including: computer and projectors, and meeting supplies as requested or needed by the facilitator.

Administrative support as agreed upon between the facilitator and Reclamation.

Each member bureau of the WGDSS will provide:

Current mission and vision statements for their bureau and office.

A summary of their current program goals and accomplishments.

DELIVERABLES:

Notes from initial interviews;

Documents to be utilized by the facilitator during the workshop;

Workshop notes and outcomes;

Follow up meeting notes;

Strategic Plan outline;

Comments or notes on the Final Strategic Plan.

QUALIFICATIONS:

Reclamation requires the use of advanced executive facilitation skills, strategic planning expertise, and a working understanding of dam safety to achieve the goals and outcomes outlined above. Achieving the goals may require challenging conventional wisdom, identifying and transparently revealing politically sensitive issues, promoting alignment on tactical plans and activities necessary to develop a new Strategic Plan. The contractor must show successful facilitation of at least five strategic plans in the previous 10 years with at least two strategic plans involving dams, dam safety or water resources related activities.

TIME OF PERFORMANCE:

Work will start upon award of the contract Workshop to be completed by November 18, 2016 All work to be completed by March 31, 2017

(a) Authority. Immigration Reform and Control Act of 1986 (8 USC 1101 as amended) and the Immigration and Nationality Act, Section 274A.

(b) Who is Covered. INA includes provisions addressing employment eligibility, employment verification, and nondiscrimination. These provisions apply to all employers, including government contractors.

(c) Basic Provisions/Requirements. Under IRCA, employers may hire only persons who may legally work in the U.S., i.e., citizens and nationals of the U.S. and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired, which includes completing the Employment Eligibility Verification Form (I-9). Employers must keep each I-9 on file for at least three years, or one year after employment ends, whichever is longer. Detailed guidance on the I-9 is available at the INS web site: http://www.uscis.gov/i-9

(d) Employment Verification Pilot Programs. The INS and the SSA are conducting the following programs that provide employers a way to confirm the employment eligibility of their newly hired employees. Any employer located in a pilot state may volunteer to participate in a pilot program. If employers are not located in a pilot state, they would verify employment eligibility by following the procedures currently in place, i.e., by completing Form I-9.

(1) The Basic Pilot is a joint pilot being conducted by the INS and SSA in the States of California, Florida, Illinois, Nebraska, New York, and Texas. This pilot involves verification checks of the SSA and INS databases of all newly hired employees, regardless of citizenship. To receive information on the Basic Pilot program please call the INS SAVE Program toll free at 1-888-464-4218, or fax your request for information to (202) 514-9981, or write to USINS, SAVE Program, 425 I Street, NW, ULLICO Building 4th Floor, Washington, DC 20536. WBR 1452.211-80 Notice of Intent to Acquire Metric Products and Services -- Bureau of Reclamation - (Mar 1993)

(a) Metric Transition Plan. The Department of the Interior on December 6, 1991, issued a Metric Transition Program (Part 758 Department Manual Chapter 1) to establish and describe the program's policies and responsibilities. The Bureau of Reclamation (Reclamation), has developed a Metric Transition Plan to implement metrication in Reclamation. This plan describes Reclamation's overall strategy for using the metric system, defines general requirements and procedures for carrying out the transition, and details the tasks with milestones for Reclamation offices to complete.

(b) The Omnibus Trade and Competitiveness Act of 1988 (Trade Act).

(1) Section 5164 of Public Law 100-418, the Trade Act, amended the Metric Conversion Act of 1975 and designated the metric system of weights and measures for United States trade and commerce.

(2) The Trade Act establishes September 30, 1992, as the implementation date (to the extent economically feasible) for Federal agencies to use the metric system of measurement in its

R16PS01620 Page 17 of 32 procurements, grants, and other business-related activities.

(3) The Trade Act permits exceptions to the use of the metric system to the extent that such use is impractical or is likely to cause significant inefficiencies or loss of markets to United States firms, such as when foreign competitors are producing competing products in non-metric units.

(4) As a result of the Trade Act, the President issued Executive Order 12770 dated July 25, 1991, to implement the congressional designation of the metric system as the preferred system of weights and measures for United States trade and commerce.

(c) Bureau of Reclamation Implementation. As a result of the Trade Act, Reclamation will, to the maximum extent practicable, use hard conversion and soft conversion metric systems in designing its construction projects, eventually phasing out use of the soft conversion metric system. Exceptions to this policy will only be made when such use is impractical, produces inefficiencies or market losses, or is not economically feasible.

(d) Expected Results. Reclamation expects its support of the metric system to result in increased use of the metric system by U.S. contractors, thereby increasing their ability to compete in the international marketplace. Increasing use of the metric system by U.S. contractors will eliminate possible restrictions on their bidding in the international marketplace and will eliminate any impact of economic blocks by metric countries restricting the acceptance of non-metric products.

If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
