Purpose: The purpose of this amendment is to: 1) Incorporate the attached Questions and
Answers, 2) Incorporate the attached Site Visit Sign In Sheet, & 3) Incorporate the attached revised Section J.
The date and time for receipt of offers is hereby UNCHANGED and remains May 27, 2016 at
1:00 p.m.

Questions and Answers
Question 1:
1) It appears this work will be done after dewatering and will not require divers.
Can you confirm?
Response 1: The government is not directing the contractor’s means or methods on how to perform the work in the pump discharge basin, whether in-water or dewatered. In accordance with specification Section 01 14 20, Part 1.03 B.; “The work area will be unwatered December 15, 2016 to February 7, 2017,” and is also addressed in Section 35 03 33, Part 1.04 A.
“Government will draw down the basin to within one foot of the floor.” Bidders should plan their work accordingly.
Questions 2:
2) Wellsona Iron and Engineering has Designed, Fabricated and installed radial spillway gates for the following Dams; Vasona reservoir, American Dam, International Dam, and for the California Aqueduct, we also have fabricated bulkhead gates.
Would this experience qualify or count as the necessary experience to fabricate new flap gates? Can the flap gate experience by changed to "or similar "?
After a quick review of the specifications, it appear that replacement of the existing "flaps" maybe a viable option that wellsona may propose in lieu of welding a ring around the outside of the flap while attempting to maintain a .004 flatness.
Response 2: It is assumed your question regarding experience is being raised due to RSN 35 23 12, C. 2. “Qualifications of company to perform repairs and improvements to Flap Gates.” Which references the specification requirement in Section 35 23 12, Part 1.04 B.
Manufacturer; “Company performing repairs and improvements to Flap Gates shall have fabricated flap gates used in pump discharge with minimum 3 years documented experience.”
The manufacturer’s experience needs to meet this requirement, which can only be analyzed through a proper review of the contractor’s submittal package of past and present experience.
In your question you also queried if the replacement of the existing “flaps” is a viable option in lieu of welding a ring around the outside of the flap while attempting to maintain a .004 flatness.
As stated in specification Section 35 23 12, Part 3.04 B.; “Contractor may propose improvements to the fabricated Flap Gates that differ from these specifications.” This can be addressed after award with the successful Bidder.

Questions 3:
3) It appears that the swing arms maybe allowing some rotation out of plane of the intended swing, thereby causing miss alignment of the flap on the seat. The Bent Flap shown in the pictures, I am surmising was caused by an obstruction trapped in the opening?
Response 3: The government does not have definitive information as to why the flap gate bent.
Questions 4:
4) The specifications call for a .004 max. out of flatness of the sealing surfaces. This is likely not achievable given that the seating pipe surface is likely not that flat. Since in my opinion the minimum compression of the music seals is to be 3/16 ". This .004 tolerance is unnecessary and unrealistic for this application. Can this flatness requirement be eliminated?
Response 4: As stated in Response 2; Specification Section 35 23 12, Part 3.04 B.; “Contractor may propose improvements to the fabricated Flap Gates that differ from these specifications.”
This can be addressed after award with the successful Bidder.
