Contractor Questions - 1
Prospective Contractor Questions Guernsey Dam North Spillway Gate Rehabilitation
Solicitation No. R16PS00456
1) The Flow Deflector Study completed in 1983 and tested in 2013 indicates there was an 8” overlay installed on the spillway which raised the finish grade to 4370.67. Can this be verified? If so, does this impact the proposed 4372.0 water elevation?
Proposer should assume the reservoir water surface elevation to be 4372 during the time periods listed in Section 011420. The overlay section does not impact the cofferdam construction. The overlay is located 5-feet upstream of the gate and extends downstream – it does not impact the entry chute elevation.
2) Can the gate be raised and/or lowered during construction activities using the existing hoisting mechanism, providing the guide rollers have not been removed?
The gate can be raised and/or lowered by Reclamation personnel if requested in writing, 7 days in advance, by the contractor. With no water load on the gate, it can be raised and/or lowered even with the rollers removed provided that the gate is monitored when moving to prevent scraping against other parts.
3) Section 01 51 00, 1.03 states “power may be available from local utility.” Does this allow usage from existing facilities at the gate or will the contractor be required to bring in a separate power source through the local utility? If current installations are available, can you provide capacity limits? Would contractor be liable for cost of usage?
Per Section 015100, proposers can make arrangements for power from the local provider or bring in electrical generators. The local provider can provide capacity limits and potential locations for the service drop. The cost of the power and distribution to the point of use will be the responsibility of the proposer.
4) If roller trains are removed from the carrier brackets, can the brackets be blasted and painted in place?
No, Per Specifications Section 352350, the roller trains, which includes the carrier brackets, are to be removed, inspected, blasted, and coated after removal. The contact area between the brackets and gate must be coated.
5) If lifting chains are removed from the gate, both gate and concrete counterweight system will have to be supported. Assuming chains are not to be refurbished or painted, can they be left connected to the gate during the gate rehabilitation procedures?
The lifting chains are not to be refurbished or coated and they may be left connected to the gate.
6) Assuming the one way bridge is closed to public traffic, are there requirements or restrictions related to the dam personnel having auto access to the north side of the spillway?
Government employees will require monthly access. This access will be coordinated with the contractor through Reclamation’s onsite representative.
Contractor Questions - 2
7) The existing underdrain system appears to facilitate the internal sump systems of the structure rather than spillway surface water. Is this a correct assumption?
Yes, there is potential for surface water to enter the underdrain system through cracks in the concrete or at joints.
8) High winds will necessitate support of protective enclosures required for winter operations. Can the gate have temporary supports attached by welding techniques provided they are removed to existing condition prior to painting preparation?
Yes, the contractor shall include the locations and numbers of the temporary supports as part of
RSN 028330-2.
