Bids shall include the specific chemicals proposed for use. The list of chemicals proposed for use in the successful bid will become part of the contract and must be used in carrying out the contract.
PERFORMANCE WORK STATEMENT
CHEMICALS
The contractor shall use herbicides based on the weed species, objectives, and other situations specified below under the individual application sites. For any one site, more than one chemical may be used, depending on the variety of pest species and environmental conditions. Tordon® 22K is the only Restricted Use Pesticide that is pre-approved for use. Treatments shall be completed using rates indicated on the labels and appropriate for site conditions.
Appropriate surfactants shall be used, where indicated on the label. A dye shall be added to all liquid herbicides and/or tank mixtures at a rate sufficient to assure that the applications are visible to the inspector.
APPLICATION TIMES AND PRECAUTIONS
Herbicide shall be furnished by the contractor and applied according to the label and all local, State and Federal laws and regulations. All work shall be performed by a commercial applicator licensed in Wyoming or under the direct supervision of a licensed applicator. The contractor shall provide a copy of each herbicide label, a Safety Data Sheet (SDS) for each chemical to be used, and a photocopy of the contractor's commercial applicators license before work begins. The Pesticide Coordinator and Technical Representative (COR), Brad Cannon, shall be contacted at (307) 261-5626 a minimum of one week prior to any application to insure that facility personnel are available to provide access, if necessary.
The initial bid is for one year of treatment in 2015 with four option years in 2016, 2017, 2018, and 2019. The annual work is divided into nine (9) line items based on the location of treatment. There are two time frames for treatment based on bare ground treatment or general broadleaf control. Default may be assessed if treatment is not completed within the time frame indicated for reasons other than weather, or of conditions not met in this statement of work, unless mutually agreed upon in writing. Treatment at all of the application sites listed will be completed during normal working hours 7:00 a.m. to 5:00 p.m. Monday through Thursday unless prior arrangements have been approved by the Technical Representative.
Treatment shall be done during the dates specified. All “bare ground” or sterilization work shall be done between May 11 and June 15; all broadleaf treatments shall be done between June 15 and July 3. Note: if weather, such as high winds or snow on the ground, restricts treatment during the designated time period, the contractor shall propose alternative dates and/or treatments that will meet Reclamation objectives. Such proposals must be submitted in writing and approved in advance.
BIDS
a) Award will be made to the responsible bidder submitting a proposal which conforms to the solicitation and is most advantageous to the Government, considering the factors and any significant sub factors listed in this provision.
b) In the evaluation of proposals, all evaluation factors other than cost or price, when combined, are considered to be significantly more important than cost or price. The relative importance to be placed on the factors in relation to each other is contained in paragraph d) below. The Contracting Officer reserves the right to make award to other than the technically-acceptable bidder with the lowest cost/price proposal if it is determined that the technical benefits of another bidder’s proposal justify its higher cost/price. The Contracting Officer also reserves the right to make award to a lower cost/price, lower-scored bidder if it is determined that the cost/price premium involved in awarding to a higher rated, higher cost/price bidder is not justified.
c) Pursuant to FAR 15.305, a cost or price evaluation may be performed to determine the reasonableness of costs or prices proposed and the bidder’s understanding of, and ability to perform, the prospective contract.
d) The following factors will be considered in evaluating proposals and making the source selection. The relative importance of the factors is shown by their order below:
1) General Work Plan (Relative Importance = 70%). Include a description of how the work will be accomplished, including:
1. Schedule for completing work.
2. General description of operating procedures.
3. Methods to ensure that structures are thoroughly examined for the presence of woody plants.
4. Methods of application, i.e. type of equipment to be used in various situations.
5. The herbicides and/or tank mixes that will be used at each application site in order to achieve objectives. Some application sites have several components with differing objectives and weed species.
2) Company Experience (Relative Importance = 30%). Furnish a list of Federal, State, local government or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation completed by the bidder within the last 5 years, which clearly demonstrate ability to successfully accomplish projects in a timely manner, utilize resources and work with project owners.
Provide the following information for each project:
1. Name of project, contract number.
2. Description of work.
3. Name and address of the acquiring agency or customer.
4. Name(s), telephone number(s), e-mail addresses of references from the acquiring customer
who may be contacted for further information.

APPLICATION SITES
General location maps and application site maps are attached following the statement of work below. In addition to the specific sites and pests identified below, the contractor shall treat any noxious weed populations encountered at Reclamation sites during the course of carrying out the contract. If any such noxious weed populations exceed 0.1 acres, the contractor shall notify the Technical Representative prior to treatment.
Note: Reclamation structures, such as dams and dikes, which have been listed for control of woody vegetation, shall be thoroughly examined by the contractor. All woody plants that are located shall be spot treated. The acreages shown for each site are the gross acres to be examined and spot treated. The actual acreage to be treated with herbicide will be significantly less. All acreages shown are map estimates intended for planning purposes only, and will not be used as a basis for adjusting payments. Bid items are lump sum.
